The Community Development Department has completed review of your Process I Master Land Use
application for the proposal to add a second driveway and install a modular building for storage located at
above -referenced address. The Process I application is hereby approved as conditioned, per the findings,
conclusions, and conditions noted below. I
1. The zoning for the subject property is Single -Family Residential (RS 7.2). The existing church is an
allowed use in the RS 7.2 zone per Federal Way Revised Code (FWRC) 19.200.050, "Churches."
2. The applicant is proposing to modify an existing parking lot to add a second driveway to improve the
flow of traffic in the parking lot. One existing parking stall will be removed to create access to the new
driveway, while 70 parking spaces will remain "as is" on site. In addition, the applicant is proposing to
place a 14 x 64 foot storage trailer on the property. Electrical service will be added and the trailer will be
skirted and painted to match existing structures.
3. The proposed improvements are below the maximum height of 30 feet.
4. As part of the associated Administrative Decision (15-102324-00-AD), the applicant indicated that only
one large tree would be removed in addition to brush and smaller scrub trees less than six inches in
diameter. The submitted tree calculation worksheet demonstrates they exceed the required 110 tree units
for the site.
5. One existing parking stall will be removed to create access to the new driveway, while 70 parking spaces
will remain "as is" on site. For churches, FWRC 19.200.050 requires one parking space for each five
seats, or 10 lineal feet of bench seating. The churches current capacity is 230 people, which requires 46
parking spaces.

6. The storage building adds 896 square feet to the site. The PM trip rate is 0.55 trips per 1,000 square feet
for a church use, which results in only 0.4928 new PM peak hour trips generated. This is just below the
threshold to require a traffic impact fee (TIF) and concurrency.

8. A right-of-way permit for the driveway is required. The applicant should contact the Right -of -Way
Permit Desk at 253-835-2725 for more information. The driveway must be paved. Within the public
right-of-way, asphalt is the required paving material. Erosion control measures will be required to prevent
tracking of dirt into the public right-of-way.
9. If more than 2,000 square feet of new and/or replaced impervious area is created, drainage review -,vU be

10. The new driveway and connecting the drive aisle to the existing parking lot widths must comply with the
Parking Lot Design Criteria (handout enclosed).
11. The applicant shall surface the parking areas, driveways, and other vehicular circulation areas with a
material comparable or superior to the surface material of the right-of-way providing direct vehicle access
to the parking area, per FWRC 19.130.210.
12. At 640 square feet, the western wall of the proposed storage building exceeds 240 square feet in size and
would be partially visible from theright-of-way; therefore, a single acceptable method of screening in
accordance with FWRC 19.115.060(3)(b) and 19.125.040(22) is required. Compliance with this standard
shall be confirmed at time of building permit submittal and review.
13. The proposed upgrades do not have an adverse impact to the amount of required landscaping, parking,
buffering, open space, or public areas, and do not change pedestrian connections, utilities, or casements.

1. The proposed improvements are not exempt from Use Process review as they do not meet criteria set
forth in FWRC 19.15.020, "Exceptions."
2. Process I "Director's Decision" is the appropriate Master Land Use application as the improvements are
to a developed site and do not exceed thresholds set forth in FWRC 19.15.030(l).
3. The proposed improvements are exempt from State Environmental Polig Act review as the scope of work
meets categorical exemption WAC 197-11-800(l)(b)(iv), "minor new construction -flexible thresholds."
4. The Federal Way Comprehensive Plan and zoning designation for the subject property is Single -Family Fligh
Density Residential and RS 7.2. Pursuant to FWRC 19-200.050, the subject property's church use is
permitted in RS 7.2 zoning district.

5. The proposed improvements meet Process I purpose criteria set forth in FWRC 19.55.020, including
compliance with applicable provisions of FWRC Tide 19, "Zoning and Development," and health, safety,
and welfare standards.

The effective date of this decision is July 10, 2015. Pursuant to FWRC 19.55.050, any person who received
notice of the administrative decision may appeal this decision to the Federal Way Hearing Examiner by July
24, 2015. Any appeal must be in the form of a letter delivered to the Community Development Department

The city is in receipt of your May 14, 2015, request letter for a driveway addition. The request is to add a
second driveway to the Christ the King Bible Fellowship parking lot located at 35448 111h Avenue SW (Kin':
County parcel #3021049006), which is zoned RS 7.2 (Single Family Residential).
You indicated that you will be adding a second driveway to the parking lot to facilitate traffic in and out of
the parking lot by minimizing congestion and improving the directional flow. The site plan that was
submitted shows many more parking stalls and other site improvements than exist on the site. In response to
