The Community Development Department is in receipt of your Request for Administrative Decision to
modify the approved Use Process I approval for the proposal to install a modular storage building and add a
second driveway at the above -referenced address. The requested modification is a change to the use of the
modular building from exclusively storage to classroom/storage, and a decrease in the size of the building
from 896 square feet to 720 square feet.
WOMEM
Proposal— A proposed church use is normally subject to a Use Process IV review pursuant to Federal Way
Revised Code (FWRC) 19.200.050. The proposed storage building and additional driveway was granted a
Use Process I approval on July 10, 2015. The current proposal is for a Site Plan Modcation Approval
(Administrative Decision). According to the November 30, 2015 submittal, modification to the propose(i
building is requested. The proposal is to change the use of the modular building from storage to
classroom/storage and a decrease in the size of the building from 896 to 720 square feet
2. Site Plan Review Process— The current proposal is for a Site Plan Modification Approval (Administrative
Decision). The Director of Community Development makes a written decision on the application based
on criteria listed under FWRC 19.15.090(3).
3. The building adds 720 square feet to the site. The PM trip rate is 0.55 trips per 1,000 square feet for a
church use, which results in only 0.396 new PM peak hour trips generated. This is just below the
threshold to require a traffic impact fee (TIF) and concurrency.
4. The portable will require a building permit and electrical permit. The floor load shall be designed for
minimum uniformly distributed live loads per International Building
Code (IBC) Table 1607.1. Additional
building division comments are enclosed; please address these items as part of your building permit
submittal.
5The western wall of the proposed storage building exceeds 240 square feet in size and would be partially
•- from the right-of-way; therefore, a single acceptable method of screening in accordance with
FWRC 19.115.060(3)(b) and 19.125.040(22) is required (see enclosed code sections). Compliance with this
standard shall be confirmed at time of building permit submittal and review.

6. A right-of-way permit for the new driveway is required. The applicant should contact the Right -of -Way
Permit Desk at 253-835-2725 for more information. The driveway must be paved. Within the public
right-of-way, asphalt is the required paving material. Erosion control measures wi-U be required to prevent
tracking of dirt into the public right-of-way.
7. The new driveway and area,,, con0eCd'b'g-,,,,,ire di*,e aisle to the existing parking lot widths must comply with

the Parking Lot Design CrAtcria. (handd itt ed Tosed).
8. The applicant shall surface the parking areas, driveways, and other vehicular circulation areas with a
material comparable or superior to the surface material of the right-of-way providing direct vehicle access
to the parking area, per FWRC 19.130.210.
9. If more than 2,000 square feet of new and/or replaced impervious area is created, drainage review wiH be
required. The 2009 King County Surface Water Design Manual outlines requirements for flow control and
water quality.
CONCLUSION
The Request for Administrative Decision (Site Plan Modification) is hereby approved as conditioned.
There are no changes to exterior site access points, easements, or impacts to the environment with the
requested Site Plan Modification. Pursuant to FWRC 19.15.090(3), the modification request is consistent with
city codes.
CLOSING
This modification approval does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute a 'g approval of a building or right -of -away
