This letter grants approval to the April 23, 2007 letter, requesting modification of the approved site plan for
the Sea Ceejay PWSF Use Process I Application. The approved modification proposes to excavate a small
portion of the existing sloped grade in order to provide a level area for the generator to be placed 2-feet-2-
inches below ground, which will make the top of the generator exactly 6 feet above grade. The modification
also consists of enclosing the generator in a metal enclosure that will match the style of the existing metal radio
cabinet enclosure at the PWSF site.

as well as the proposed equipment enclosure. The proposed modification of the generator placement meets all
setback requirements for the RS 5.0 zone.
Pursuant to Federal Way City Code (FWCC) Section 22-411, "Subsequent Modification," the modification

Verizon Wireless (VZW) wishes to modify the above -referenced Process I Approval to install an
emergency backup generator at an existing Personal Wireless Services Facility (PWSF) site in
Belmor Mobile Home Park. Theexistingapproval is for the generator to be placed within a new
structure designed to be compatible with the surrounding residential structures. This design
meets the least favorable of the (4) prioritized criterion in FWCC Section 22-967 (5)a. VZW is
proposing to modify the design to meet a more favorable priority design, priority 3, as well as
incorporate portions of priorities #1 and #2.
(5) Standards for electronics equipment enclosures.
a. The following shall be the required order of locations for proposed electronic
equipment enclosures for all PWSFs. In proposing an equipment enclosure in a particular
location, the applicant shall analyze the feasibility of locating the proposed equipment enclosure
in each of the higher priority locations and document, to the city's satisfaction, why locating the
equipment enclosure in each higher priority location is not being proposed. In requesting a lower
priority location for the equipment enclosure, the burden of demonstrating impracticability shall be
on the applicant. In order of preference, the prioritized locations for equipment enclosures are as
follows:
1. Equipment enclosures shall be placed underground.
2. Equipment enclosures shall be placed in an existing completely enclosed building.
3. Equipment enclosures shall be placed above ground in an enclosed cabinet that shall
not exceed six feet in height and occupy more than 48 square feet of floor area, including areas
for maintenance or future expansion.
4. Equipment enclosures shall be placed above ground in a new completely enclosed
VZW proposes to modify the existing approval to meet the criterion in priority #3 by excavating a
small portion of the existing sloped grade in order to provide a level area for the generator pad.
The finished grade of the pad will be 2-feet 2-inches below the grade of the adjacent shelter and
tower which will make the top of the generator enclosure exactly 6-feet above grade. This design
also meets a portion of priority #1 as part of the generator will be below grade, as well as a
portion of priority #2 as the generator will be enclosed in a sound -attenuated weatherproof metal
enclosure that will match (in style) the existing metal radio cabinet enclosures at the PSWF.
The modified design will result in a reduced visual impact as the generator will be completely
screened from the nearest residence by a combination of existing vegetation and existing
structures. There is only one residence in the vicinity of the PWSF, located on the adjacent
mobile lot to the north. The attached pictures show the view from their property, VMTH
of the surrounding area.
