According to your December 22, 2009 e-mail,you have inspected all of the identified trees.As an ISA certified arborist,you have determined that these trees are hazardous and pose a risk of damage to homes on adjacent properties during potential winter storms.According to City maps, the open space areas at West Campus and Laurelwood South subdivisions contain wetland buffers associated with regulated wetlands. Only the tree proposed for removal at Laurelwood South is located in the category II wetland buffer,all other trees are located outside of any wetland buffer. Per Federal Way Revised Code(FWRC) 19.1120.0030(12), the city hereby authorizes the removal of the hazardous trees that are outside of the wetland buffer in the West Campus Division 2 and the West Campus Trail,subject to the following conditions: 1. All stumps and root systems are to remain in place and undisturbed;trunk removal is optional. 2. Only handheld tools may be used(including,but not limited to,handheld chainsaws). Use'of heavy machinery shall not be permitted. A total of seven trees in the related open space areas are approved to be removed. It has been determined that the removal of the seven trees(1.5 x 7 trees=1 t total tree units) will not trigger the retention requirements of FWRC 19.120.130, "Tree and Vegetation Retention Requirements"as there are adequate tree credits on the properties. Mr.Dickinson January 15,2010 Page 2 The cottonwood tree located in the Laurelwood South wetland buffer is approximately 85 to 100 feet tall and has an over-weighted crown. You stated that you have seen similarly sized cottonwoods fail at the tree crotch. When that failure occurs, the debris drops into uninhabited areas of the wetland. However, this particular tree is at the edge of the buffer area and is in close proximity to a residence. If the tree failed,it could hit the house. As this tree poses a threat to the public health, safety and welfare,pursuant to FWRC 19.150.080(1), the director of community development may authorize removal of this tree as an emergency. hi addition, the tree is located within a critical area buffer and removal of the hazardous tree is deemed normal maintenance. Removal is found to be exempt from State Environmental Policy Act(SEPA)review per WAC 197.11.800(3).As established under referenced codes, the cottonwood tree located in the Laurelwood South wetland buffer is authorized to be removed subject to the following conditions: 1. The stump and root system is to remain in place and undisturbed; trunk removal is optional. 2. Only handheld tools may be used(including,but not limited to,handheld chainsaws). My suggestion is that for every tree removed that we replenish the urban forest with one tree of a species to be determined and location which will benefit the neighborhood. Deb Barker called me back and said that everything sounded good except for one tree in the Laurelwood area because it was in a wetland. The tree is located behind: 2231 S 292nd I am not sure where to find the city maps that show what category of wetland this is or the code that would tell me what process I need to follow. Can you point me in the right direction? The two reasons why we would need to prune or remove a tree in a wetland:(future reference) 1. When the tree or tree part may be hazardous due to dead,dying,diseased or verified structural defects(ie. bark inclusion,overweighted and/or dangerous crotch angles,etc...) and the tree or tree part in question is in close proximity of a dwelling or high use path,playground or similar high risk target. 2. To remove diseased material in order to stop the spread of disease or viral pathogens throughout other trees in the City even when no target may exist. Thank you, ritmothy1..
