Subject: Tree removal request
A dead tree recently fell from a City greenbelt behind the Ziegler residence
located at 32320 11th Ave. SW and struck a support post to their deck. While
investigating the report and while accessing the damage and surrounding
greenbelt, I discovered multiple other trees that are dead, dying or have other
concerns. I called Thundering Oak to perform an assessment of the greenbelt
behind and adjacent to this address.
Please see attached assessment of which I am in agreement and seek
permission to handle the trees as recommended by Bryce Landrud a Certified
Arborist contracted with the City.

I visited this site yesterday, and examined 5 homes in all along I I Ave. SW. My findings and
recommendations are as follows:
1) 30' tall alder snag closest to back yard edge. Drop tree safely.
2) 16" diameter alder basically on 'property line' between 32320 & 32314. Tree has lots of
decay throughout and is a high risk tree. Take down.
3) 30' alder with 90% decay. This tree is 30' below (east) 41. Drop safely.
32314 1 Ith Ave. SW:
1) 40' tall alder with severe decay at top. Drop tree safely.
2) Multi-steigleaf maple at/near property line. Remove dead and suspended limbs from
canopy to 40' high. Remove very large low limb extending NW over neighbor's patio deck.
Remove 2 lower limbs extending low over back yard.
32326 1 11h Ave. SW:
1) Dead alder leaning towards 32320. Drop safely.
2) Remove large low adventitious limb from 22" alder 8 feet from fence.
2 homes south of 32326 have no tree concerns in greenbelt (addressed several years ago).
2 homes north of 32314 have no tree concerns (mostly evergreens) identified.

Decision
Pursuant to the assessment provided by Nk. Landrud, the City approves of the following modifications to the trees
located in the wetland buffer.
1. Trees near 32320 11" Ave SW
a) The 30 feet tall alder snag closest to the backyard edge maybe removed
b) The 16 inch diameter alder on the property line between 32320 and 32314 1 IdAve SW maybe
removed.
c) The 30 feet tall alder approximately thirty feet east of tree (a) maybe removed.
2. Trees near 32314 11" Ave SW
a) The 40 feet tall alder (with severe decay on top) may be removed.
b) The multi -stem bigleaf maple near the property line may have its dead and suspended limbs, from the
canopy to a height of 40 feet, removed. The very large low limb extending northwest over the
neighbor's patio deck may be removed. The two lower limbs extending low over the back yard may be
removed.
3. Trees near 32326 11" Ave SW
a) The dead alder leaning towards 32320 1 lth Ave SW maybe removed.
b) The 22 inch diameter alder located eight feet from the fence may have its large low adventitious limb
removed.
Analysis of Interpretation #10-01 Criteria
Approval criteria for Interpretation #10-0 1 are addressed below:
1. The proposed activity will not adversely affect water quality.
Where possible, trees have been limbed to a safe height with tree roots still providing erosion protection.
Furthermore, the tree modifications will occur in a greenbelt that is heavily -wooded —no adverse water
quality effects are expected.
2. Theproposed activity will not destroy nor damage a significant habitat area
The trees are located within a wetland buffer. As such, it provides potential habitat to birds and small
mammals. In a heavily -wooded greenbelt with ample wildlife features, removing five trees does not
represent a significant modification to the habitat area.
3. Aeproposed activity will not adversely affect drainage orstormwater retention capabilities.
The tree modifications will have no impact on drainage courses.
4. 7he proposed activity will not lead to unstable earth conditions, nor create erosion hazards
The maintenance is limited in scope. Nearby trees will stabilize any possible erosion.
5. Theproposed activity will not be materially detrimental to any other property, nor to the city as a whole,
including the loss of significant open space.
The tree work will removed unsafe trees and limbs, preventing as potentially hazardous fall. Open space will
it ot be decreased.
6. Yheproposed activity is necessary to: a) maintain existingpathways and landscaping, ensure the health of
existing vegetation, achieve limitedpruning to allowfor view maintenance, reduce tree mass or redirect
tree growth, or similar purposes, andlor b) theproposed activity is necessary to minimize potential
impactsfrom dead, dying, diseased, or otherwise dangerous or nuisance vegetation.
According to Nk. Landrud, the various trees appear to be either dead, dying, or a threat to nearby property.
The work is necessary for the safety of nearby residents and property.
7. The proposed activity does not require review under the State Environmental Policy Act (SEPA).
The department concludes that this activity is exempt from SEPA review.
8. The proposed activity is consistent with the requirements of FRRC Chapter 19.120, "Clearing, Grading,
and Tree and P�ation Retention. "
The maintenance of the vegetation is consistent with the purpose statement and regulations of FWRC
Chapter 19.120.
