Dear Mr.Ikerd:
On February 24,2012,the Community and Economic Development Department received your updated
list requesting to remove select hazardous,dead,dangerous,or diseased trees.Your request identifies a
number of trees to be removed in various locations throughout the City; both inside and outside Critical
Areas.As an I.S.A.certified arborist,you have inspected all of the identified trees and determined that
they are dead,dying,diseased,and considered to pose a hazard to public and private property.In the
interest of clarity,each tree is listed below and grouped based on location related to Critical Areas.All
work is subject to the following conditions:
1. All stumps and root systems are to remain in place and undisturbed;trunk removal is
optional.
2. Only handheld tools may be used(including,but not limited to, handheld chainsaws).
Use of heavy machinery shall not be permitted.
DECISION
The proposed removal of hazardous trees is exempt from clearing,grading,and tree preservation
regulations set forth in Federal Way Revised Code(FWRC) 19.120.030(12)and no further review is
required.As established under this code,the following list of work on hazardous trees and limbs located
outside Critical Areas is hereby authorized.
#55 -33301 12th Avenue SW-Two clumps of cottonwoods.
Staff Response-You stated an approval letter was already granted and removal is scheduled for
March 1st.
#56-3203 SW 329th Street-Concern with leaning trees, fallen branches,and damaged fence.
Staff Response-You indicated this removal has already been completed.No action is needed.
#58;-2633 SW 337th&2625 SW 337th-A three-stem cottonwood located seven feet south of back
yard fences; heavily damaged during the January ice storm.These are high risk trees that have already
caused some minor damage(large section of tree fell across fences)and recommend removal.
Staff Response-Tree is not in critical area and the City agrees with removal.

#60-28158 24th Place South-Twelve-inch stem of an alder fell and now leans at a 30 degree angle over
west wall of the house.Recommend removal of one side stem from main trunk.
Staff Response-Tree is not in critical area and the City agrees with removal of damaged section.
#61 -32701 5th Avenue SW-Recommendation for multiple trees located within a narrow greenbelt
behind fence.#1-Cut ring through ivy to kill above ground portion in cottonwood.#2-Cut ivy ring from
adjacent cottonwood and remove a limb hanging over back yard.#3-Remove broken,dead, ivy-covered
— ——alder leaning-ever-fence.-#4-Remove-alder-leaning-on-fenee-and-hanging-over-the-yard:#5=Remove-a Six—
inch and ten-inch cherry that is leaning and caught up in neighboring fir limbs.
Staff Response-The City agrees with the recommended removal and modifications as they are
hazardous to public health and property.
#62-2020 SW 317th Place-Large fir tree that keeps dropping limbs and taking out power lines.Citizen
requests tree be removed.The tree is located south of the home at the intersection of 215t Avenue.
Staff Response-Tree is located within the City right-of-way and,pursuant to FWRC 19.120.030(2),
can a authd rued to be removed in writing by the Director of Public Works.
DECISION
The following trees proposed for removal are located within wetland and geologically hazardous areas
identified in the City's Critical Areas Map.A wetland and soil analysis refuting the designation was not
prepared;therefore,removal does not qualify as an exempt action listed in FWRC 19.120.030.The
department issued Interpretation#10-01 on January 28,2010,which provides clarification of the proper
procedure,application materials,and decisional criteria for vegetation removal within identified critical
areas. Removal of the hazardous trees and limbs listed below utilizing hand tools and/or hand power tools
are hereby authorized per the decisional criteria.
#57-32733 30th Avenue SW-One 12' alder is leaning into another alder to the south,which in turn is
leaning towards private property. Recommend removing both.Trees are located within 25 feet of an
Erosion Hazard Area.
#63 - 1545 SW 327th Street-A section of tree fell and damaged one section of the east end fence.
Recommend removal of three-stem alder that is 75%dead at the west end of the fence and removal of
several willows that have severe broken tops and limbs suspended over asphalt trail.Trees are located
within a wetland.
#64-32400 1 lth Avenue SW-Recommend removal of large overhanging limbs and side stems from
alder and several large limbs with severe damage from ice load failures.Recommend the same for a
similar tree in worse condition located at a home to the north.Trees are located within a 200-foot wetland
buffer.
DECISIONAL CRITERIA
1. The proposed activity will not adversely affect water quality.
• Scopes of tree removals are not located near any known stream or stream buffer.The cut
portions will be left in the wetland areas to decompose,and as conditioned,no ground
disturbance or affect to water quality is anticipated.
2. The proposed activity will not destroy nor damage a significant habitat area.

• The site is not designated a Priority Habitat by Washington State Department of Fish and
Wildlife.The proposed tree and limb removal will not destroy nor damage the existing habitat
area.
3. The proposed activity will not adversely affect drainage or stormwater retention capabilities.
• The removal of trees and limbs within a densely vegetated open space network will not alter the
drainage course or contribute to drainage and stormwater retention failures.
4. The proposed activity will not lead to unstable earth conditions nor create erosion hazards.
• Tree removal is limited in scope and as conditioned will not create erosion hazards.In addition,
existing vegetation will provide additional stabilization and erosion controls.
5. The proposed activity will not be materially detrimental to any other property nor to the city as a
whole, including the loss of significant open space.

adjacent to the subject properties,and will not result in a loss of open space.
6. The proposed activity is necessary to: a)maintain existing pathways and landscaping,ensure the
health of existing vegetation,achieve limited pruning to allow for view maintenance,reduce tree
mass or redirect tree growth,or similar purposes;and/or b)the proposed activity is necessary to
minimize potential impacts from dead,dying,diseased,or otherwise dangerous or nuisance
vegetation.
• As an I.S.A Certified Arborist,Bryce Landrud has determined the trees are at risk of failure and
may cause potential damage to public and private property.
7. The proposed activity does not require review under the State Environmental Policy Act.
• The department concludes hazardous tree removal within critical areas is a maintenance activity
and categorically exempt from an environmental threshold determination pursuant to FWRC
14.15.070.
8. The proposed activity is consistent with the requirements of Chapter 19.120,Clearing,Grading,and
Tree and Vegetation Retention.
• Limited scope of work and preservation of overall dense vegetation is consistent with the
purpose statement and regulations of Chapter 19.120.
CLOSING
This Process I decision shall not waive compliance with future City of Federal Way codes,policies,and
standards relating to these sites.The effective date of decision is February 24,2012. If you have any

Hi Steve,
Here's an update for the list you sent over January 25ch
#55, Bui. Scheduled ls`week of March.
#56, Ticeson. Completed
#57, Betty Cowan. 1 12" alder leaning into another alder to the south,which in turn is leaning
towards Cowan property. Remove both.
#58 &59, Khang Hang& Paul Weeber. 3-stem cottonwood 7' south of back yard fences. Much
damage in ice storm. All stem unions have considerable included bark,one of which is leaking
slime flux. This is a high risk tree that has already caused some minor damage. Remove tree.
#60, Michael Novia. Remove 1 small side stem from main alder trunk. 12" stem leaning over
west wall of house. Main tree/stem is ok.
#61, Constance Lindenauer. Narrow greenbelt behind fence. Trees below listed from east to
west along fence line.
- Small willow okay.
- Cut ring through ivy to kill above ground portion in cottonwood. Remove tree sometime
after ivy dies.
- Cut ivy ring from adjacent cottonwood; remove limb over back yard later.
- Remove broken, dead, ivy-covered alder leaning over fence.
- Remove alder leaning on fence and hanging over yard.
- Remove leaning 6"cherry and 10" cherry that is hung up in neighboring fir limbs.
#62, Charles Titman. Tree is south of his home, across street at intersection of 21 st Ave. S.W
and SW 317t. This is a Right-of-Way tree.
#63, Dan Weber. Remove large limbs from alder that extend significantly over fence. (east end)
Remove 3-stem alder that is 75% dead at west end of fence.
Remove several willows that have severe broken tops and limbs suspended over asphalt trail.
