DECISION Mr. Bryce Landrud,an ISA Certified Arborist, has determined that in their current conditions the trees in question are severely damaged and are deemed necessary for removal. Pursuant to Mr. Landrud's recommendation,in conjunction with an analysis of Interpretation#10-01,the City hereby authorizes the removal of the above-mentioned trees to an appropriate height. CONDITIONS 1. To the extent possible tree roots of the above-mentioned trees are not to be disturbed in completion of this work. 2. Following tree removal arborist shall identify replanting necessary, if any,to stabilize the slope in the area of work. The arborist's recommendation shall be submitted to the City.Upon concurrence by the City,the property owner shall complete required replanting within 30 days.Contact Kalon Thomas at 253-835-2622 or kalon.thomas@cityoffederalway.com upon replanting for inspection. Analysis of Interpretation#10-01 Criteria Approval criteria for Interpretation#10-01 are addressed below: 1. The proposed activity will not adversely affect water quality. In order to protect water quality, replanting along the stream bank will be required to stabilize the area and prevent erosion. • Mr.Landrud August 21,2014 Page 2 2. The proposed activity will not destroy nor damage a significant habitat area. The trees are located within a stream buffer.As such, it provides potential habitat to birds and small mammals.Replanting will mitigate the losses to the surrounding habitat area. 3. The proposed activity will not adversely affect drainage or stormwater retention capabilities. The work will have no impact on stormwater. 4. The proposed activity will not lead to unstable earth conditions, nor create erosion hazards. Replanting,along with the un-touched vegetation,will stabilize any possible erosion. 5. The proposed activity will not be materially detrimental to any other property, nor to the city as a whole, including the loss of significant open space. Selective maintenance of these trees would not appear to have a detrimental impact on open space. 6. The proposed activity is necessary to: a) maintain existing pathways and landscaping, ensure the health of existing vegetation, achieve limited pruning to allow for view maintenance, reduce tree mass or redirect tree growth, or similar purposes; and/or b)the proposed activity is necessary to minimize potential impacts from dead. dying. diseased, or otherwise dangerous or nuisance vegetation (Emphasis Added).Mr.Bryce Landrud, an ISA Certified Arborist,has deemed these hazardous and therefore necessary for removal. 7. The proposed activity does not require review under the State Environmental Policy Act(SEPA). The department concludes that this activity is exempt from SEPA review. 8. The proposed activity is consistent with the requirements of FWRC Chapter 19.120, "Clearing, Grading, and Tree and Vegetation Retention."The maintenance of the vegetation is consistent with the purpose statement and regulations of FWRC Chapter 19.120. To Whom It May Concern: Please consider this letter as a request to provide hazard tree removal of several trees below the home of Mr. & Mrs. Joe Browder at the above address. The trees in question are all red alder trees, with diameters of 8-20 inches. They are all located near a small stream that intermittently flows into and out of their back yard. The trees(up to 8) have either failed via uprooting from the stream bank or are severely damaged (pushed over)by those that have fallen. This is an extraordinarily hazardous site, with up to 4 trees involved with each other with severe stem bending exerting extreme force on each other. Several of the trees threaten the Browder's home; several others are leaning toward the home to the northwest across the stream. The scope of work includes carefully dismantling this group of trees and getting them safely on the ground. Much of the work will be done aerially, removing tops and limbs to reduce weight. Stems and logs with suspected tension will be chained to prevent `barber-chair' type splitting. The area in question does not appear to be within an NGPE or critical area or designated buffer strip.
