Parking demand for the proposed Federal Way Fitness Evolution was determined using the parking rates
observed at the Everett gym and are anticipated to occur between the hours of 10 am and 7 pm with parking
demand ranging from approx. 18 to 65 stalls on weekdays and 11 to 36 stalls on Saturdays.
Conclusion:
Results of the analysis show that adequate parking exists at the Sunset Square to accommodate the proposed
Fitness Evolution.

Subject: Fitness Evolution Parking Stud
This memorandum documents the results of the parking study conducted for the proposed Fitness
Evolution gym in Federal Way, Washington. The parking study was performed to determine if the
parking demand for the proposed gym will be accommodated by the existing parking supply at the
Sunset Square shopping center.
This memorandum provides description ofthe project, identifies the City parking code
requirements, summarizes the existing parking demand within the center, and forecasts future
parking demand for the site. The scope of this study was coordinated in advance with City of
Federal Way staff.
The proposed project is located on the southeast corner of the S 320th Street / 11 th Place S
intersection within the Sunset Square shopping center and would include the development of a
Fitness Evolution gym. The proposed gym would occupy an existing vacant space totaling
4��f Within the Sunset Square shopping center. Other uses within the Sunset Square
shopping center include a Safeway grocery store and fuel center, Marista's Coffee, Qdoba
Mexican Grille, and a vacant retail space totaling 31,288 sf. A site plan of the proposed facility and
adjacent uses is shown in nient 1. The current parking supply within the shopping center is
503 stalls.
The City of Federal Way parking code identifies the proposed use within the Assembly land use
category. Based on this land use the proposed parking supply would need to accommodate one
space per 100 sf, resulting in 278 parking stalls. This number of stalls is considerably above the
required numbers of stalls for the proposed use based on other facility demands. Therefore, based
on discussions with City staff and per guidelines within the parking code, a parking study is being
performed to determine the parking demand for the project.
The parking demand for Federal Way Fitness Evolution was determined based on program
information collected at an existing Fitness Evolution located in Everett in April 2013. This facility
was chosen as it is most comparable to the proposed facility in Federal Way.
To assess the future parking demands of the proposed project, hourly attendance information for a
comparable gym was provided by Fitness Evolution, The Everett location was chosen to be a
comparable use.

existing parking utilization and the future demands (including both the proposed Fitness Evolution
and the future retail tenant). Observations at Sunset Square were conducted between 10:00 a.m.
and TOO p.m. for two weekdays and one Saturday in May 2013. Detailed parking summaries are
provided in Attachment 3. As mentioned above, the parking within the shopping center total 503
parking stalls for all land uses on -site.

As shown in Table 2, parking utilization rates are anticipated to be less than 60 percent on a
weekday and 56 percent on a Saturday. Based on this summary, the parking supply within the
Sunset Square shopping center is anticipated to accommodate the proposed Fitness Evolution
gym on -site.

As shown in Table 1, the parking demand, inclusive of the demand associated with the vacant
retail space adjacent to the proposed Fitness Evolution, ranges between 31 percent and 47
percent on a weekday and 32 percent and 52 percent on Saturday.
To determine the with -project parking demand summary the proposed parking demand for the
Fitness Evolution was added to the parking demand summary in Tfable 1. The resulting with -
project parking demand summary is shown in Table 2. A detailed summary is included in
Attachment 4.
