On June 9, 2014, the Community Development Department issued approval for the removal of hazardous
trees on your property (see the attached letter). At this time, it does not appear that the conditions of
approval have been met.
CONDITIONS
1. Applicant is required to plant four trees from the approved species list within 25 feet of the
stream bank, within 30 days of tree removal.
2. The applicant must plant at least two different species of trees from the list below:
0 Yellow Dogwood, Redtwig Dogwood, Vine Maple, Service Berry, Shore Pine,
Weeping Willow, 'Eddie's White Wonder' Dogwood.
3. Call Kalon Thomas at 253-835-2622, or email kalon.thomas@cityoffederalway.com for
inspection upon planting of trees.
Please plant the above -mention trees within the next 15 days. If the trees are not planted by February 17,
2016, the City's Code Compliance Officer will be notified to take further action.
Kalon Thomas is no longer with the city. Once the trees have been planted, please contact me at 253-835-

DECISION
Mr. Bryce Landrud, an ISA Certified Arborist, has determined that in their condition these trees aare a sa a]

hazard. Mr. Landrud has recommended that these trees be removed to eliminate this risk. Pursuant to Mr.
Landrud's recommendation, in conjunction with an analysis of Interpretation #10-01, the city hereby
authorizes the removal of the above mentioned trees to an appropriate height as determined by Mr.

Analysis of Interpretation #10-01 Criteria
1. The proposed activity will not adversely affect water quality. Tree roots will not be disturbed and
significant vegetation will remain after tree removal. Additionally, the approval is conditioned to
require the planting of 4 replacement trees. This will ensure that adequate erosion protection to the
stream buffer will be retained.

2. The proposed activity will not destroy nor damage a significant habitat area. The tree is located
within a stream buffer. As such, it provides potential habitat to birds and small mammals. Combine(i
with the retention of existing vegetation and the replanting of trees along the adjacent edge of Mr.
Tran's property, the reduction in height of the trees will not impact wildlife habitat.
3. The proposed activity will not adversely affect drainage or stormwater retention capabilities. The
work will have no impact on drainage courses.
4. The proposed activity will not lead to unstable earth conditions, nor create erosion hazards. The
maintenance is limited in scope. The tree stumps, remaining un-touched vegetation, and replanted
trees will stabilize any possible erosion.
5. The proposed activity will not be materially detrimental to any other property, nor to the city as a
whole, including the loss ofsignificant open space. The tree work will remove unsafe overhanginy
limbs and prevent a potentially hazardous fall. Open space will not be decreased.

about the location and compartmentalization of the root systems. The location of the trees on the
hillside also leaves them exposed to prevailing winds, which is a danger to 1W. Tran's home and
power lines within the proximity.
7. The proposed activity does not require review under the State Environmental Policy Act (SEPA). The
department concludes that this activity is exempt from SEPA review.
8. The proposed activity is consistent with the requirements ofFWRC Chapter 19.120, "Clearing,
Grading, and Tree and Vegetation Retention. " The maintenance of the vegetation is consistent with
the purpose statement and regulations of FWRC Chapter 19.120.

Dear Mr. Tran,
I visited your home on the 17t" of this month to examine several trees that you have some
concerns about.
The trees are located along the road/driveway that runs past your home to the south. There ar*
cottonwood, alder and maple along the road's edge.
The largest tree in this area is a 26" diameter cottonwood. This tree is perched on the edge of the
road and right on top of a 36-48 culvert that takes a stream under the roadway. This tree, and
several other smaller alders adjacent to it have grown here since the culvert was installed and the
road built. Given the compaction regulations for road building, especially over a culvert, I am
quite concerned about the location and compartmentalization of the root systems of these trees,
Furthermore, exposure on the hillside to prevailing winds has the tree aimed at your home.
It is my opinion that this large cottonwood (which also threatens the power feed lines' is in a
precarious position on this slope edge, and should be removed along with 3 other smaller alde
to eliminate this failure risk.
