Certified Arborist, regarding the removal of one hazardous red alder(Alnus rubra)that stands about 50 feet tall,22 inches in diameter at 4.5 feet above ground,and may be 40 years old. Findings The subject tree is located within a critical area, which is regulated under the Federal Way Revised Code (FWRC). The arborist recommends that the tree be removed and dropped into the wetland area where it will continue to serve the wildlife community as downed woody debris. Removal as discussed in the arborist report meets the partial exemption regulations in FWRC 19.145.120(7).A report by a certified arborist has been prepared and submitted to the city. The arborist proposes to use hand tools to remove the tree. Decision Mr. Bryce Landrud has determined that the hazardous alder tree at the above address should be removed. Pursuant to FWRC 19.145.120(7),the tree removal outlined in the November 10,2016, arborist report is hereby approved. Closing This administrative decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this site. Hi Lance, It was great seeing you again—good to see you working with the school district. The tree we looked at last week is a red alder,Alnus rubra. It is located just behind(south)the fence bordering the above address and the district-owned wetland. The tree is about 50 feet tall, 22 inches in diameter at 4.5 feet above ground, and maybe 40 years old. There are numerous sites on the stem where a bacterial slime flux is oozing from the bark. Though common, this is an indicator of decline and wood decay processes at work. A portion of the top has broken off, resulting in the formation of a severe decay column in the upper portion of the canopy. Most of the remaining limbs on the tree are adventitious ones; they arose from sprouts growing on the outer stem. These are not firmly attached via branch core wood and a branch collar, but are narrowly attached to the outer stem and very prone to failure. It is likely that more of the top of this tree and certainly many of the adventitious limbs will fail in the future. Given the proximity of the tree to the fence and adjoining back yard, it is my opinion that the risk of some form of property or personal damage is too great to retain the tree. I recommend that it be dropped into the wetland area where it will continue to serve the wildlife community as downed woody debris. Respectfully submitted, Bryce Landrud, I.S.A.
