Why don't you go ahead and submit your building permit application. Parks Dept. has indicated that they would not be
OK with usage of the easement for vehicle access to your property (except for delivery of building materials for your
project).
We will review the application based on your statement of intent with regard to usage. We will likely condition it
accordingly. I am also considering a suggestion your architect made regarding installation of bollards to prevent future
vehicular access.

With consideration to the above project I would like to emphasize my intermittent use
the easement/open space area in question. i
My initial thought• utilize the existing area in my back yard underneath
proposed i-ck as multi -functional facility. Since both stair wells are in need of -r.

windowstructures. Since the glass in the solarium• it was added to the project
as well, so we decided to expand the solarium space too.
It was not my intent to have an additional garage for parking automobiles. I don't need
another garage since the attached double car garage in the frontof our r- -

sufficient for this, and we have expanded our driveway almost two years ago so that we
have parking space for• • of garage • / be

inconvenient to drive down the easement to the back, get out to open a gate, and then
open a garage door to park any vehicle on a day to day basis. Besides, entering
through the back of our home would immediately set off the alarm system, and that
would cause calls to the police by the monitored alarm company.
My intent is to utilize the underside of the deck area for a workshop with a garage door
on the south side, and a standard door on the north side. In this way this design lends
itself to a functional facility that most would be excited to own, and use for a variety of
projects.
This coming August will be the 30th anniversary that we have lived on this property, and
all that time I have maintained the easement area by picking up trash, spraying for
weeds, and raking the gravel over the bare areas. I have not allowed trash dumping in
the green belt area adjacent to the easement, and removed any trash/junk that a few
dumpsters have deposited over the years. It is a lot easier for me to maintain the
easement area with sufficient access of a larger door on the south side than cart a lawn
mower, and garden equipment through a standard door.
It is my intention to make improvements to the existing fence (in front of the structure)
since it is almost 30 years old, and parts of it are rotten. Although the architectural plan
shows windows in a garage door on the south end (there will be no windows), and when
the door is closed it will appear as a cedar sided wall with a new fence in front of the
entrance. What most people will notice from the street is a new deck with nice metal
railings around it!
I would appreciate you and your staff's consideration of my application for these
improvements, and if you could let me know when there is a decision about the project I
would very much appreciate it. Thanks so much!

FYI — Mr. Collier lives in the yellow tone home and as I understand he is researching or submitting for
a building permit to build an addition onto the backside of his home. One part of the addition is a shop
where he can work on his hobbies, etc. One hobby is restoring old Schwinn bicycles. Anyway he is
asking the City if there would be any restrictions on using the gravel City easement that goes back
into the large City greenbelt?. He is thinking during the construction period to deliver materials and
then afterwards an occasional trip to load or unload items into his shop, but not used as a daily
vehicle garage. The entry point would be off the gravel section in his fenced area approx. 25' back of
the from fence corner.
He understands he can't park or store anything on the easement or use it on a regular basis. He is
willing to sign an agreement or have something written into the building permit. Thoughts? We only
use the area occasionally when a tree service needs access. Not sure if SWIVI or Lakehaven have
any access needs in the area?
FYI - He mentioned that the HOA watches this area as well. One neighbor parked a vehicle on the
easement and they made him move it
