Background: The City provided initial comments in a June 28,2000 summary letter, following a preapplication conference for a gas station northwest of the existing Safeway store.I met with Safeway representative Russanna Schweitzer in mid 2004 to discuss the results of the 2000 preapplication conference. Based on that discussion, gas station plans were modified and faxed on November 5,2004,to my attention for review. On November 10,2004,I requested plans at a larger scale for review purposes; however, additional plans were never provided. In a May 19, 2005 letter,you indicated that you were now assigned to the proposed gas station development and requested feedback on the enclosed site plan. Your fax plan depicts a six-pump gas station with room for 12 fueling vehicles under a single canopy located in the middle of the site,a 1,058 square-foot kiosk store located north of the gas station, and a car wash located west of the gas station. Vehicular access is to the south,while pedestrian access is from the north and east. Landscaping is located along the north,west, and east perimeters of the site,and along portions of the south perimeter.Fueling truck maneuvering is depicted on the undated plan. Site Plan Comments: Comments below repeat the general table format of the June 2000 preapplication conference summary letter.This table outlines current zoning code requirements,repeats comments from the 2000 preapplication letter, and provides a discussion of the current proposal. I believe you are well acquainted with the above-stated proposed fuel station. I know two of my predecessors have attempted to work with the City of Federal Way to make this fuel station become a reality, and I would like to pursue this objective as well. First, I apologize if Safeway, Inc. ceased communication about this project with you. As a result of a change in personnel, we have not had an employee to work on fuel projects since mid-November, 2004. I am now the employee assigned to fuel stations, and while reviewing the files, I came upon this promising project. I have enclosed what seems to be the last communication to you, which is a site plan incorporating the comments you made about a previous site plan. The architect on this project, David Dean, indicated to me that you seemed to be in favor of this site plan and were working with my predecessor, Rusanna Schweitzer, to finalize a site plan in compliance with the city's various design guidelines, development regulations, etc. have also enclosed a letter you wrote in June of 2000, outlining such guidelines and regulations. I would greatly appreciate if you would review your letter and the site plan to determine if everything outlined in your letter is still applicable, and if you can still support the fuel station as shown in the site plan (or a design close to the site plan). Please contact me and let me know if this is still a project you would support Safeway pursuing.
