Dear Mr.Argueta:
This letter is written in response to your request for information regarding the city's approval process to
convert a former bank into a church.The following steps must be completed to convert the building for
church use.
1. Building Permit—Obtain a permit to verify the building meets new occupancy/use
requirements.The city needs to evaluate the building for compliance with building code
requirements such as exiting,adequate restrooms,etc.The building fee is dependent on
the scale of review,but should not exceed several hundred dollars. I've enclosed a
handout(Change of Use of Occupancy Classification)that describes the items needed for
submittal(see page 2)and an application.
2. Change of Use Zoning Compliance—As part of the above referenced permit review,
demonstrate that the building/site is in compliance with zoning code requirements.
A church is a permitted use in this location(Office Park zoning); however,the zoning
code contains different standards for different uses in the same zone. When a change of
use(COU)occurs,the city needs to evaluate the building/site for compliance with the
new use. In this case,the biggest issue is likely to be parking.Churches require one
parking stall for each 5 seats or each 10-feet of bench seating space. If the existing lot is
short of the required parking,you must demonstrate how the parking requirement will be
met.Options include adding new parking spaces on-site,establishing a shared parking
agreement with adjacent property(or documenting an existing),or providing a parking
study demonstrating why fewer parking spaces for the use should be required. See
Federal Way Revised Code(FWRC) 19.130 for more details.
The fee for the zoning compliance review is$148.
3. Business Registration—Obtain a city business registration.Complete and submit the
enclosed city business registration.The fee is$75.

You asked several additional questions,which are addressed below.
1. What is the building's maximum occupancy?
Maximum occupancy is based on the 2009 International Building Code table 1004.1.1.
2. At what point would a sprinkler system be required?
An occupant load of 300 or more for an A-3 occupancy requires a sprinkler system.
3. Any restrictions in converting current landscaping in to additional parking?
The existing landscaping surrounding the building and lot perimeter was a requirement of
approval for the project(fo,r,. most part). It may be possible to eliminate some of it(for
example if replaced apt/here, n site), but this strategy seems un-likely to result in a lot
of area for new parking space
4. How many parking spaces would be required for maximum occupancy?
As noted above,parking is not tied to occupancy,but rather proposed seating,based on
the ratios identified above.
5. What permits will be required: demolition,electrical,plumbing,fire department,
inspections,etc.?
As noted,a building permit and business registration are required.You will likely need
both plumbing and electrical permits as well for work associated with the facility's
bathrooms.

I was able to track down a copy of the city Boundary Line Adjustment for this project(that is what I was looking
for). That document did not shed any light on the existence of a shared parking agreement. In my research I did come
across a number of references to historical covenants,easements and restrictions—any of which may include a shared
parking agreement. Researching that gets beyond my scope as they are not city documents. I would suggest you obtain
a title report, which should identify agreements of this nature. The types of agreements referenced where
condominium agreements and covenants associated with the original subdivision of the property.
In light of that, I will go ahead and finalize my letter—including some of the information Scott provided you by
email. Let me know if you have any questions.

It was very nice to meet you and Scott today. Thanks for your time as I researched the zoning options regarding
the possible church building.
Per our conversation I'm hereby requesting that you please put ALL details in writing and send to me via email
or fax or regular mail.
What I would like you to address on the memo would be the following:
- Ste by step process from submission to approval in terms of building conversion from bank to a church facility
- Current zoning for the building, fees for rezoning and or all change of use applications.
- Parking requirements and options under which the city would allow church use for instance, common parking
agreement, leasing parking from adjacent neighbors, etc...
- Maximum occupancy currently based on building square footage
- At what point would sprinkler system be required
- Any restrictions in converting current landscaping in to additional parking?
- How many parking spaces would be required for maximum occupancy?

Please feel free to add any other condition or requirement you see necessary to grant final permit approval and
church occupancy.
Also where you able to find anything regarding parking common share agreement?
