This letter is in response to your inquiry submitted on June 15, 2011, regarding the potential 'change of
use' at 33320 Pacific Highway South. The proposed use is a church located within a tenant space in a
multi -tenant building, Secoma Village. Based on analysis of the proposed use and the Federal Way
Revised Code (FW"RC), a "change of use" has not been triggered and no further review is required.
The site is located within the Community Business (BC) zoning district. Church uses can be established
in the BC zoning district as provided in FArRC 19.220.130. As stated in the change of use analysis
handout you provided, the proposed tenant space was previously leased by a Martial Arts center.
Universal Church's hours of operation would be Monday through Sunday, services at 10 am, 4 pm, and 7
pm- The size of the congregation would vary depending on the day, Monday through Saturday an
estimated 5 to 25 people will be in attendance, and on Sundays up to 200 people. There will also be
Sunday school classrooms for up to 15-20 students and teachers.
As defined in FVY'RC 19.05.030, a change of use is determined to have occurred when it is found that the
general character of the operation has been moded. This determination shall include review of, but not
be limited to, hours of operation, required parking, traffic generation, general appearance, outdoor
storage, and surface water runoff of discharge.
