The City Planning Division has conducted a review of the materials and Information You submitted to the
City on January 30, 2017. Upon review of your application, City staff has determined that the proposed
Grace All Nations ChUrch constitutes a change Of use from the previous office to a church for a portion of
the building at 34' )03 Pacific Highway South (Assessor Parcel 202104-9068).
This letter serves as a zoning change of use analysis and zoning verification. The subject property is
zoned Commercial Enterprise (CE).
The proposed new use is classified as a church use, which is a permitted use in the CE zoning district
pursuant to Federal Wcry Revised Code (FWRC) 19.240.160. Since the land use is considered a change of
use to a church use, the application must comply with the Change of Use standards contained in FWRC
19.15.025, before Occupancy of the building allowed.
PROPOSAL
The proposal is to convert approximately 3,700 square feet of the 18,000 square -foot building, from an
office use to a church use. The remaining approximately 14,300 square feet of the building is remaininc,
as an office use. No external site improvements are proposed.
ZONING COMPLIANCE REVIEW
Federal Way Revised Code (FWRC) 19.15.025 addresses a zoning change of use at a developed site as
follows:
"19.15.025. Zoning and use review process for new tenants — Change of use 611 a developed site. The
purpose of this section is to review and determine compliance with applicable zoning and development
code requirements when a new else is proposed to occupy an existing building or site. When a land use
changes from one use category in the Zoning charts to another use category, a zoni . ng compliance review
shall be performed as part of the use process review, when required or in conjunction with the required
business registration andlor building permit review. Each paragraph in a zoning chart is a use calegory.
If the new use is in the same use category as any previous legal use of the site, no coning C0777pliance
review is required. "

Pursuant to FWRC 19.240.160, office uses shall provide I parkiner stall for each 3300 square feet of
gross floor area. The existing building is Currently all office use and is approximately 18,000 square

feet. The 18,000 square -foot office requires 60 parking stalls per FWRC 19.240.080.
After converting 3,722 square feet of office to church, there will be 14,278 square feet of office use

remaining, requiring 48 parking spaces.
Adequate parking Must be provided for the church use as specified in FWRC 19.240.160, when
converting approximately 3,722 square feet of the existing office building to church use. Specifically,
per FWRC 19.240. 160, the church use must provide one parking space per 5 seats of church seating,
According to the floor plan of the proposed church Linder city file 416-105973-CO, the proposed
Church sanctuary has 70 seats, which translates to 14 parking spaces required for the church use.
In summary, the 3,722 square -foot church requires 14 parking spaces, and the .14,278 square -foot
office requires 48 parking spaces, for a total of 62 required parking spaces. The existing parking lot

has 70 parking spaces-, therefore, parking stall Count is met on site with the exiting parking lot for 70

Based on the Submitted materials, the proposed project is not expected to generate any net new trips.
A concurrency permit is not required for this development project because no new trips are generated
during the PM peak hour. Based on the submitted materials for no additional square footage, no
traffic impact fee is required.

Based on the narrative submitted for this proposed change of use, PUN ic Works Development
Services has no cornments or requirement for this particular request. This project does not meet ally
of the criteria for nonconforming water quality improvements in FWRC 19.30.120. With that said, if
you are required to create any additional parking spaces, then dependillg upon the additional
irnper . vlOLIS SUrfacinR created YOU may then have to address nonconforming water quality
improvements.

South King Fire & Rescue has no comments on this proposal. The Fire District will review t+f,-

approval. This Change of Use decision does not grant building permit approval. A building perinit is

CONCLUSION & APPROVAL
The proposed zoning change Of use from an "office use" to "church use" for a portion of the existing building is

hereby APPROVED and is considered to be in compliance with relevant zoning requirements.

require additional review processes beyond the information provided with this Change of Use request, including,

Grace All Nations Church 's operation hours are Mon -Fri early am prayer service from 5:30 -7, Friday
Nights 8 pm — 10 pm , and Sundays , usually all day. During these hours, there are usually no cars
parked anywhere in the property limits, so we do have full access of 70+ parking space.
