Cliff Cawthon, Advocacy and Policy Manager for Habit for Humanity Seattle-King & Kittitas Counties, spoke in favor of 3rd party administration of City of Federal Way CDBG home repair program. Habitat completed 56 repair projects in Federal Way in the last 10 years. In 2022, 8 projects in Federal Way. Moving forward they would like to partner with Federal Way residents in the future on repair projects to reduce displacement for seniors and low-income. First time doing so and was delighted to share the good work. APPROVAL OF FEBRUARY & APRIL 2023 MEETING MINUTES: Commissioner Stark motioned to approve February 2023 meeting minutes and Commissioner Scanlon seconded the motion. Motion carried 7-0. Commissioner Shultz motioned to approve April 2023 meeting minutes and Commissioner Stark, seconded the motion. Motion carried 7-0. OPEN DOORS FOR MULTICULTURAL FAMILIES: ODMF is a Human Services General Funded Agency. ODMF were invited to present to the Human Services Commission to share the work performed serving culturally and linguistically diverse individuals with developmental or intellectual disabilities and their families. Presenters: Olga Lindbom, Programs Manager, and Diana Atanacio, Family Support & Aging and Disability Services Program Manager. Power Point presentation provided to HSC. Commissioners Festa and Schultz made inquiries concerning ODMF programs and added additional resource information from professional experience. FUSION: Fusion is a Human Services General Funded agency. Fusion was invited to present to the Human Services Commission to share the work performed serving homeless families in Federal Way. Presenter: David Harrison, Executive Director. Power Point presentation provided to HSC. Commissioners Taylor, Ssebugwawo, Alexander, Schultz and Stark made inquires concerning FUSION programs, and added additional resources for needs of unhoused residents in Federal Way. COMPREHENSIVE PLAN AD HOC COMMITTEE UPDATE: Commissioner Schultz reported the sub-committee met end of April to continue working on the Vision of the Human Services Chapter of Comprehensive Plan. Commissioners Walsh, Schultz, and Scanlon were present for the sub-committee. Commissioner Walsh stated that they are honing on Mission statement. Commissioner Schultz reported that the Comprehensive Plan AD Hoc Committee met in May to begin discussing the Climate Chapter-what can be done about climate change? New buildings will have more HVAC systems, planting trees, solar panels in new construction and parking lots, green roof tops, housing and how it will affect the low-income housing and improve resiliency of communities. HSC May 15, 2023 Meeting Minutes Page 3 Commissioner Ssebugwawo commented on the importance of energy efficiency, repairs to low-income and immigrant households. Commissioner Stark commented on the pervasiveness of cheaper to build housing that doesn’t include increased energy efficiency. Commissioner Festa commented on the importance of energy efficiency in the realm of low- income/Affordable Housing. Coordinator Bachrach followed up on Commissioner Walsh and Schultz summary, the Community Services team will conduct engagement opportunities through surveys, focus groups and one-on-one discussions starting in June 2023 through July 2023- approximately 4-6 weeks. Welcome Commissioner feedback on where to send surveys, and conduct focus groups. Program Manager Bridgeford spoke on Climate resiliency for low- and moderate-income housing and maybe one of the strategies helping with Housing Repair program and costs. AMERICAN RESCUE PLAN ACT (ARPA) (Funding for Social Services): Coordinator Bachrach reminded the Commissioners that the ARPA applications are due May 31st. Asked if there were questions on the tool discussed? Commissioner Walsh asked if there will be examples provided of responses to better gauge rating levels? Commissioner Schultz if there is an estimate on how many applications will be submitted to be read? An additional Technical Assistance session provided via Zoom on May 10, 2023 5-7 PM. Approximately 6 attendees. Questions from TA are posted on the website. Coordinator Bachrach will provide 1:1 TA through May 31, 2023. HOUSING REPAIR PROGRAM: Executive Assistant to Council, Amy Glandon, reported on the background of the Housing Repair Program for City of Federal Way, there are two avenues for housing repair: Major Housing Repairs and Minor Home Repairs- both programs are for homeowners in the city limits of Federal Way. Three significant challenges for the program implementation include: 1. Seniors: qualification has been difficult because there is limited help with paperwork/applications; 2. Procurement of Contractors and 3. Scope of Projects requested. Proposal to Human Services Commission made to request Federal Way City Council to contract for third-party vendor to administer Federal Way Housing and Minor Home Repair Programs. Commissioner Stark motioned to recommend to Federal Way City Council to contract with a third-party vendor to administer the Federal Way Housing Repair Program. Commissioner Schulz seconded the motion. Motion carried 7-0. Commissioner Scanlon seconded the motion. Motion carried 7-0. STAFF REPORT: Coordinator Spaulding-Klewin shared the schedule for in-person visits to the different agencies. At the next meeting there will be three report-outs for three (3) in-person visits that have transpired to date. Wrapping up the Monitoring visits held over from 2022, next visit is with the Ukrainian Community Center.
