The City is in receipt of your request dated August 10, 2016, for a "change of use at a developed site" in
?Wvkoi-z
Micropigmentation and Clinic on the site located at 30390 Pacific Hwy S., Unit 206 (King County parcel
#042104-9106), which is zoned BC (Community Business).
Zoning Compliance Review
FWRC 19.15.025 addresses a change of use at a developed site as follows:
19.15.025 Zoning and use review processfor new tenants — Change of use at a developed site. The
purpose of this section is to review and determine compliance with applicable zoning and
development code requirements when a new use is proposed to occupy an existing building or site.
When a land use changesftom one use category in the zoning charts to another use category, a
zoning compliance review shall be performed as part of the use process review, when. required, or in
conjunction with the required business registration andlor buildingpermit review. Each paragraph in
a zoning chart is a use category. If the new use is in the ' same use category as anyprevious legal use
of the site, no zoning compliance review is required.
A new use is proposed to occupy the existing building. Vocational schools are a permitted use per FYrRC
19.220.040. The site was previously used by Helena Catholic Books, which is a pen-nitted use per FWRC
19.220.010. The two uses are not located within the same zoning chart use category; therefore, a zoning
compliance review is required as indicated above.
For the bookstore, FWRC 19.220. 10 required I space for each 300 square feet of floor area. Required
parking for vocational schools is I space per employee and 0.5-space per student, per FWRC 19.220.040.
The Academy of Micropigmentation and Clinic will have 2 employees and 6 to 14 students, requiring a
total of 5 to 9 paved parking stalls. The site plan shows 42 existing parking stalls, thereby exceeding the
required number of stalls.
Furthermore, South King Fire and Rescue has reviewed your application and offers the following
comments:
1. Fire extinguishers are required to be a minimum 2A:10:BC classification.
2. Any added door hardware other than at the main exit is required to be single action, such as a
lever and not a door knob.

Your change of use is considered to be in compliance with the relevant zoning requirements and is
hereby approved. This does not constitute approval of a building permit or change of occupancy.
