FWRC 19.15.025 addresses a change of use at a developed site as follows:

CHANGE OF USE ANALYSIS
The proposed vocational school is located in the Community Business (13C) zoning district. A vocational
school is a permitted Use pursuant to Use Zone Chart FWRC 19.220.040 'School —Day care facilities,
commercial — Animal kennels'. Further, the definition of 'Business or vocational school' per FWRC
19.05.020 '13' includes 'training in the fields Such as health services', stated below:
'...ineans a post -secondary institution that offers ins/ruction in business prinCiples andprOC/ices
that will enhance one's ability to perform in a business setting, i.e., secretarial, accounting,
