Community and Economic Development on January 30, 2012. The proposed use, on parcel # 185295-
0010, is foran indoor trampoline park located within theFederal Way CrossingRetail Centerat35025
Enchanted Way South. Based on analysis of the proposed use and the Federal Way Revised Code
(FWRC), a "change of use" has not been triggered and no further review is required.
The site is located within a Commercial Enterprise (CE) zoning district. An indoor trampoline park is
considered an entertainment use, which is permitted in a CE zoning district pursuant to FWRC
19.240.110. Based on the city's records, the previous use was Mo's Home Collection, a furniture and
cabinet store. As stated in the change of use information you provided, the proposed hours of operation
would be I 0:00arn- I 0:00prn, Monday •
through Friday (open until 1200am on Fridays), 9:00am-12:00am
Saturdays, and 9:00am-9:00pm Sundays, for a maximum of 130 "jumpers." You also provided examples
of similar facilities with parking ratios that included Skyzone in Kirkland, Washington, and Absolute Air
Park in Arlington, Washington, which have parking ratios of approximately I stall per 300 sq. ft. grpss
floor area (GFA).
As defined in FWRC 19.05.030, a change of use is determined to have occurred when it is found that the
general character of the operation has been modified. This determination shall include review of, but not
be limited to, hours of operation ' required parking, traffic generation, general appearance, outdoor
storage, and Surface water runoff or discharge.

Based on this analysis, it is found that the establishment of an entertainment use
in the existing tenant
space would not modify the general character and does not constitute a change of
use. As there is no
"change of use," and as long as there are no changes to required landscaping, required parking, existing
architectural design, or to sensitive areas, the proposal is not subject to any further
land use review.
A separate building permit application is required for any interior tenant improvements and/or change of

I've been speaking with your associate Alexa Heidrich about our proposed change of occupancy at 35025 Enchanted
Parkway South, Federal Way, WA 98003, in the Federal Way Crossings mail. |anntrying toascertain the expected
timeline for permit review; in particular whether the change of occupancy can be done administratively or will be
subject tncomment, etc.
The current use isretail, specifically furniture sales. The zoning isCE The store itself bapproximately 18,5U0SF, with
anadditional 3DUUSFmezzanine. The proposed use will fall under Entertainment. VVewill beanindoor trampoline
park, offering jumpers of all ages an environment to jump on a series of networked trampolines. All total, | expect vve
will have approximately 10,000 SF of trampolines. Our retail sales will be minima I—t-shirts, hats, etc. Our food service
will also be minimal— probably just vending machines.
Hours of operation will be similar to other mail locations: roughly 10 to 10 weekdays (later Friday night), 9 to 12
Saturday, 9 to 9 Sunday.
