You have asked the city to confirm that the proposed use,a plasma donation center,will be allowed to occupy the existing tenant space. First,while a plasma donation center is not specifically identified in the zoning code,we would consider the use to be similar and equivalent to a medical office or clinic,and therefore consider it to be a permitted use in the City Center-Frame(CC-F)zoning district. Second,the donation center is considered a change in use from the previous retail tenants.As such,we need to confirm that the building and site are in conformance with the zoning code requirements for the new use.Generally speaking, parking is the most relevant issue. The previous retail tenants required one parking space per 300 square feet of building area.The proposed donation center,being considered equivalent to a medical office,requires one parking space per 300 square feet.Therefore,existing parking is considered to be adequate.All other zoning criteria are in compliance.The proposed use is considered to be allowed and in compliance from a zoning perspective. This letter does not address building code requirements associated with the change of use and/or occupancy(as applicable).You may need a building permit depending on the extent of interior remodel work you intend to complete.
