Per the memo, a linear roadside ditch feature with flowing water exists on the east side of l2`1' Avenue South.The water flows north through a 12-inch concrete culvert beneath the property's driveway. The ditch south of the culvert is a constructed feature,as such is not regulated by Federal Way Revised Code(FWRC) Chapter 19.145, Environmentally Critical Areas. North of the culvert,the ditch system contains gravel and appears to have enough fluvial energy to maintain a small channel. This ditch system is classified as an intermittent non-fish bearing stream, Type Ns stream, with a 35-foot buffer. The City agrees with the steam classification (Type Ns)and buffer width determination (35 feet) for the stream north of the driveway culvert on the project site per FWRC 19.145.270. We also agree the section drainage feature south of the driveway culvert, does not qualify as a stream per FWRC 19.145.260. The OHWM along the Type NS stream and stream buffer of 35 feet should be depicted on any development proposal to ensure compliance with FWRC 19.145. Additional land use review is required for any future development proposal that may intrude into the stream buffer per FWRC 19.145.330. The purpose of the site visit was to collect information and data for critical areas and habitat features that are on and near the subject property. Wetlands and streams occurring on site were characterized during the site visit. The property is located near and on the west side of highway I-5. Stream Characterization A linear roadside ditch feature with flowing water exists on the east side of 12" Avenue South, emanating from an old, possibly decommissioned stormwater pond at the corner of South 372nd Way and 12"Avenue South. The water flows north through a 12-inch concrete culvert beneath the property's driveway. At the time of the site visit, the ditch was dry approximately 233 feet upstream of the culvert. Upstream of the culvert, the stream is alternately grass lined, with a wetted depth of approximately 0.1 to 0.2 feet and with a wetted width of approximately 1.5 feet. The ditch is incised roughly 2.5 feet on its east edge, though this feature appears constructed and is not created by fluvial energy. Although most of the channel is grass-lined, fines and some gravel occur sporadically—likely due to erosion of the cut slope east of 12" Avenue South. Hydrology is supported by stormwater runoff and the expression of groundwater from the cut slope east of 12" Avenue South. The ditch south of the culvert is a constructed feature, and as such is not regulated by Federal Way Revised Code (FWRC) and is exempt per FWRC 19.145.110(3) and does not have a war CEIVED APR 14 2017 CITY OF FEDERAL WAY COMMUNITY DEVELOPMENT Page 2 February 28, 2017 On the north side of the culvert, the ditch system contains fines, some gravel, and appears to have enough fluvial energy to maintain a small channel. Less vegetation occurs in the channel compared to the upstream ditch portion of the system to the south of the property driveway culvert. The wetted width of this portion of the system is approximately 1 foot,with a wetted depth of 0.1 feet. The approximate flowpath is approximately 6 feet in width when the ditch is full. The west side of the stream is a flat,grass-lined shoulder; the east side is a berm containing upland vegetation. The stream system flows into a tight line to the west into an 18-inch concrete culvert. The ditch collects some precipitation, stormwater and groundwater upgradient and discharges to an unknown location to the property to the west. The ditch to the north of the property culvert is mapped by the City of Federal Way as a linear stream system from the corner of 12`h Ave. South and South 372'd Way. As noted above, the ditch system to the south of the property driveway is an artificially created roadside ditch and is not regulated under the FWRC. To the north of the property driveway, however, the ditch system may be classified as an intermittent non-fish bearing stream. Fluvial energy and the presence of a sufficient amount of groundwater in the channel during the wetter months suggest that the system conveys water due to the fact Per Federal Way Revised Code Chapter 19.145.270 (Stream buffers), this intermittent ditch/stream will require a 35 foot buffer. Dominant Plant Community The vegetation adjacent to the stream consists of an upland plant community.The following table summarizes the dominant species found within this site. The vegetative community is dominated by facultative upland species and does not display wetland plant community characteristics. UPI..:Upland species;FACU:Facultative Upland species;FAC:Facultative species Critical Areas Analysis on Subject Property The property was previously owned by SK Trucking LLC from February 2013 to August 2016 when it was sold to the current property owner for single family residence use. Originally, the site contained a small house on the north end of the property and the remaining site was mostly covered by Himalayan blackberry. Currently the house still remains on the site and the blackberry has been cut back significantly. Much of the property is a large field of mixed grasses, upland vegetation and bare soil. It is likely that the use of the site for a trucking company created disturbances to the site. Evidence of disturbance on the site includes compacted soils,excavation, and fill material.The site currently has deep tracks on bare soil from heavy machinery equipment. Generally, these disturbed areas appear to pond water but show no wetland characteristics. Soil pits had no redoximorphic features and consisted mostly of compacted soils with a matrix color of 10YR 3/2 throughout. A small ponded depression located at the north eastern corner of the property was found to have significant algal mats.This depression was located adjacent to a berm that appeared to have been excavated and was surrounded by upland vegetation.The presence of algae indicates that current ponding of water is present long enough to establish a small obligate vegetation community. Algal mats were concurrently found growing on the concrete driveway. Due to the highly disturbed nature of the site, the lack of hydric soils and presence of upland plant species it is unlikely that this small depression meets wedand criteria. It is recommended however, that the depression is observed during the growing season for hydrology and wetland plant species. Page 4 February 28, 2017 Apart from the found intermittent non-fish bearing stream on the east side of the property, background research and the site visit revealed no critical areas within the property itself or its immediate vicinity.
