The applicant, the City of Federal Way Surface Water Management, proposes to repair a berm in Lakota
Park. Per the application, the berm was designed to protect the upstream wetlands, protect Lakota Park,
and reduce Lakota Park erosion hazards. The outlet system of the facility consists of a control structure
and an 18-inch diameter concrete pipe that runs under the park and outfalls to the east branch of Lakota
Creek. In 2015, water within the wetlands overtopped the berm and flooded the fields and track. This

which will be restored after construction.
A related SEPAI application was also submitted to the city for the proposed work. The city issued a
Determination of Nonsignificance on Oct. 20, 2017. The appeal period ended on Nov. 24, 2017, with
appeals filed. I
The city reviewed the request and r•• documentation in conjunction with applicable sections of
FWRC 19.145, and finds that the proposed work in the critical area quaes for a •. exemption as
practical alternative with less impact on the critical area exists. The specific locations and extent of the

of the applicant and not pose an unreasonable threat to the health, safety, or welfare on or off the subjec
property. The intrusions pose minimal impacts to the critical area's function and values. The project doe
