located at the above -mentioned address. The proposed modifications include the replacement of three
panel antennas, addition of three remote radio heads on the monopole, and the addition of an FBBC sub -
module within the existing equipment cabinet.
The Process I application was submitted and determ ined to be complete on February 8, 2016. The eligible
f?v_'OW4_-, lax&x exiisistent with the rovisions of the Spectrum,4ct and does not exceed the
substantial change thresholds. The Process I proposal is hereby approved based on the following
statements of fact:
Criteria I
For facilities outside of public rights -of -way, the modification does not increase the height of the tower by
more than 10%, or by the height of one additional antenna array with separation from the nearest existing
antenna not to exceed twenty feet, whichever is greater;
For those facilities in the rights -of -way and for all base stations, it does not increase the height of the
tower or area of base station by more than 10% or 10 feet, whichever is greater.
Staff Response ' The site is not located in the right-of-way. There are no proposed increases to height or
area of base station.
Criteria 2
For towers outside of public rights -of -way, the modification does not protrude from the edge of the tower
more than 20 feet, or more than the width of the tower structure at the level of the appurtenance,
whichever is greater;
For those towers in the rights -of -way and for all base stations, the modification does not protrude from
the edge of the structure more than 6 feet.

Criteria
If the installation includes new equipment cabinets, the modification does not include the installation of
more than 4 equipment cabinets.
Criteria
For all existing facilities, the modification does not include excavation or equipment installation outside
the current site of the tower or base station.
Staff Response — There is no excavation or equipment installation proposed outside of the current site of
the tower.
Criteria 5
If the facility requires screening methods, the proposed modification does not defeat the existing
concealment elements of the tower or base station.
Staff Response — Current screening methods are not defeated as a result of this proposal.
Criteria 6
The modification may not violate any of the conditions of approval associated with prior approvals.
Staff Response — The proposal does not violate any known conditions associated with prior approvals of
the tower or site.
Closing
Due to the site proposal, which is located on Puget Sound Energy (PSE) property, no Building Permit is
required. This decision of approval shall not waive compliance with fixture City of Federal Way codes,
policies, and standards relating to this site and does not constitute any approval on PSE's behalf.
The effective date of this decision is February 11, 2016, three days from the date of this letter, per FWRC
19.05.360
This Process I approval is valid for one year from the effective date of this decision. If no further action is
taken within one year, this decision will expire. A one-year extension of time may be granted only if a
written request is submitted to the city's Department of Community Development at least 30 days prior to
the expiration of the decision.

2pplication to add, remove, modify, or replace Transmission Equipment on a telecommunications Tower located at
29205 18th Avenue S, Federal Way, WA 98oO3 in the City of Federal Way.
Section 6409 of the Middle Class Tax Relief and Job Creation Act Of 2012, commonly known as the "Spectrum Act"
(Pub. Law No. 112-96,126 Stat 156), mandates that state and local governments "may not deny, and shall approve, any
eligible facilities request for a modification of an e3dsting wireless tower or base station that does not substantially
change the physical dimensions of such tower or base station." Under federal law, an Eligible Facilities Request is

T-Mobile's Site Modification request for Marine View Substation / (SE4037) involves the replacement
of three (3) Andrew model TMBXX-6516-R2M antenna with three (3) new Commscope model SBNHH-
1 D65C antenna on the existing mount. Three (3) existing Andrew model TMBXX-6516-R2M and six (6)
existing TMA's will be remain. Three new tower mounted Nokia RRU modules will be added to the
existing five (5) RRU modules. The surge protection module, hybrid cable and 12 runs of Coax (7/8") will
remain. Site is a Crowncastle managed monopole on PSE substation property.
T-Mobile's request is approved with the following conditions;
1) T-Mobile shall be responsible for ensuring the pole will support the increased loading.
2) Final CD's showing location and design of equipment mounting.
3) Execution of a new SIA, under the new template. (Note 1)
4) Final As -Built drawings and closeout photos from this project shall be provided upon completion of the
work.
As with all proposals, final approval is subject to: PSE's review and approval of final, jurisdictional
approved site drawings; structural review; site lease amendment; landscape review and maintenance
agreement if relevant; PSE's receipt of T-Mobile's NTP letter and procurement of all applicable permits.
Please provide us with any applicable revisions and permits/approvals as they are acquired.
Note 1 — New template SLA issued as part of previous modification. L700 modification will likely
involve replacement of Site Equipment Description Addendum page.
