from your vacant Property (King Colinty Tax parcel 400U4- 1�1) onto 4" Avenue South. This property

is adjacent to aW used by a newiboring0lutch for overflow parking. Prior to St Luke's Church owning
the vacant property, it was occupied by a single-family residence.
The Church Property
The St. Luke's Lutheran Church property consists of four parcels between 4h Avenue South and 6,h
Avenue South.' The largest parcel, 4082104-9038, fronts onto South 312'h Street and contains all of the
Church building improvements, Including the sanctuary, school, offices, along with paved parking lots,
and storm drainage facilities. The adjoining St. Luke's Church parcels, 4082104-9157, #082104-9153,
and #082104-9127 are all vacant. Together, these four parcels meet the definition of a subject property, as
defined In the Federal Way Revised Code (FWRC) 19.05.190 'S'Definitions. Despite the lack of an
overall plan that includes all four parcels, the church use is considered to apply to the subject property.

As noted above, a portion of vacant parcel #082104-9157 is used by the neigbbOriDg church for overflow

parking. According to a 1998 aerial photo, this parking area has been in use for a number of years .

obtained County approval for the parking-, or if the County bad granted approval for the parking area.

However, if King County approval was required for the parking area and the owner did not obtain permits
for it, the parking would be considered an illegal addition to the subject property. The City cannot
authorize a new driveway serving an illegal parking area, and before a driveway to 4th Avenue South is
added, the illegal parking area must be brought into conformance with current develoi%ment standaLds, as
discussed below.
In order to ascertain the correct status of the parking area on parcel 082104-9157, please provide
information of permit approval of the parking area, as available. List the time frame of development

Development Standards
The following identifies general requirements for a new parking lot and driveway addition to the subject
property, and separately lists the general requirements for the addition of a new driveway to a
nonconforming development.
New Parking and Driveway —As the St. Luke's Church subject property includes more than 40 parking
sta *POR"5__Am
(SEPA), and land use review under Use Process IV. Process TV includes a public hearing conducted by
the Federal Way Hearing Examiner following issuance of an environmental determination; the Hearing
Examiner would issue a decision on the proposed development.
Parking lot and driveway improvements are required to meet current code standards for impervious
surface development, including water quality and stormwater drainage per the 2009 King County Surface
Water Design Manual (KCSWDM) and city amendments to the manual; perimeter and interior parking
lot landscaping; parking stall and drive aisle striping; pedestrian connectivity; and design guideline
standards.
The Public Works Traffic Division must review the proposed location of the driveway and will require
that an intersection sight distance analysis be submitted for review. The analysis shall be conducted in
accordance with the latest AASHTO guidelines (3.5 feet object height, 3.5 feet driver's eye height, 14.5
feet back from the edge of the traveled way for passenger vehicles), and must bear the sea] of a licensed
engineer in the state of Washington. Under FVv`RC 19.125.1270(3), the maximum width for a two lane,
two-way driveway I's 30 feet and 40 feet for a three lane two-way driveway. Driveway separation between
existing driveways is subject to the provisions- of FWRC 19.125.280. Note that corresponding driveway
improvements on 4 1h Avenue South may be requftW if the proposed improvements in any 12-month
period exceed 25 percent of the assessed or appraised value (based on an appraisal conducted by a state -
certified real estate appraiser provided by the applicant) of all structures and land combined on the subject
property, wbicbever is greater, except that if the subject property is equal to or greater than 100,000
square feet in size, the land value shall Dot be included in the assessed or appraised value used to
determine the 25 percent per FWRC 19.135.030.
If parking is shared with an adjacent property, a shared parking agreement must be reviewed and

New Driveway Only — A new driveway added to a nonconforming parcel can be reviewed under
Process 1, Director Approval as long as there are no additional adverse impacts to sensitive areas under
FVV'RC 19.15.030(l). If the driveway involves the creation of impervious surfaces having an area of 5,000
square feet or more, it is considered a redevelopment per is 19.30.120, and requires FVVRC
conformance with stormwater drainage, paving, and water quality requirements. Perimeter landscaping
and pedestrian connections may be required depending on the location of the new driveway.

PROJECT DESCRIPTION: ST. LUKE'S CHURCH wants to know what the conditions
and requirements would be to add a vehicular
access/driveway to one of their vacant 4th Avenue South
lots. This access/driveway would need to be in close
proximity to the Mission Church parking lot. The
vacant property (on a separate tax parcel from both
churches) used to have a SF house on it with driveway
access to 4th Avenue South.

Deb,
Per our discussion yesterday, can you please let me know the conditions and the requirements for adding access to our
back property close to where the Korean Church parks on our lot? From here, I will begin conversations with the St
Luke's leadership team, as well as the Korean Church's leadership on how and if we decide to commence with this
request.
In addition, this part of the property used to have a house on it (former owner's name was Cahill), and it would be
interesting to know.if the city/county still has this part of the lot listed with a driveway. If so, let me know what this option
would look like, as well.
