schedule for the trees located in Zone 1 • the •• report. Lake Easter Estates contains a Category H Wetland
with associated I 00-foot buffer. Pursuant to Federal Way Revised Code (FWRC) 15.10.070(l), generally no
clearing and grading of trees and vegetation may take place within a regulated wetland buffer-, however,
• #10-0 1 allows vegetation • if the following criteria can be met:
1 . The proposed activity will not adversely affect water quality.
2. The proposed activity will not destroy nor damage a significant habitat area.
3. The proposed activity will not .•: affect drainage or stormwater retention capabilities.
4. The proposed activity will not lead to unstable earth conditions nor create erosion hazards.
5. The proposed activity will not be materially detrimental to any other property nor to the city as
a whole, including the loss of significant open space.
6. The proposed activity is necessary to:
a. Maintain existing pathways and landscaping, ensure the health of existing vegetation,
achieve limited pruning to allow for view maintenance, reduce tree mass or redirect tree
growth, or similar purposes; and/or
b. The proposed activity is necessary to minimize potential impacts from dead, dying,
diseased, or otherwise dangerous or nuisance vegetation.

deadwood and increase vigor within the trees. Small trees competing with the larger trees that have

On August 9, 2012, the Department of Community and Economic Development received your request for director's
approval of your proposal to manage and cut down trees on the Lake Easter Estates located at the above- referenced
address. Submitted with the proposal is a tree assessment and landscape management review prepared by a certified
arborist for use by the Lake Easter Estates Board of Directors. Lake Easter Estates contains a Category H Wetland
with associated 1 00-foot buffer. Pursuant to Federal Way Revised Code (FWRC) 15.10.070(l), generally no

between the individual units are a mix of large deciduous and evergreen species and more
suitablefor wide open spaces such as park lands and boulevards. They have been continually
topped andpruned to reduce their size and interference with the buildings and decks. This
practice has caused dense canopies with poor structural integrity to the branches, which is
increasingpotential hazards and branchfailure that will increase danger to public health and
damage to private property. The trees in this zone are also located within the I 00'wetland buffer
and subject to FWRC 15.10.0 70 and Interpretation #10-01. Stafffinds criterion in the referenced
code and interpretation has been met and the replacement of trees as recommended in this

Two of the deciduous species in this zone are London Plane - Platanus acerifolia, and Pin
Oak - Quercus palustri'se These trees are large shade trees suitable for wide open spaces
such as park lands, and boule ardsm These two species are genetically large trees
species with expansive canopies and root systems, These trees have been repeatedly
topped and tipped pruned to reduce their size and interference with the buildings and;
decks. This practice has caused dense canopies with poor structural integrity to the
branches increasing hazard potential and branch failure that will increase damage to
roofs, gutters, decks and private property.
An example of this damage can be seen at unit 30855 caused by two large oaks that are
causing severe structural damage to the buildings, decks and personal property; this
situation requires immediate abatement. Tree removal to ground level should occur prior'
to the winter storm season. I recommend the stumps and surface roots be ground below
grade to help prevent re -sprouting and ease of planting in the future. Tree replacement
can occur in the early spring when the Board has developed a list of appropriate tree
replacement species that can offer each homeowner a choice that responds to their
personal interests.
Red Maple -Acer rubrurn, is also a large deciduous shade tree often used as a street
tree because it adapts to a wide range of soil and water conditions. This tree has also
been subjected to repeated branch pruning to reduce its size and interference with the
buildings and decks and there for suffers from poor form and an increase in hazard
potential.
Several pines and a cherry also exist in Rorie 1. Though some species of pines and
cherries might be appropriate for these locations, the ultimate size of the tree variety and
its management would be key to their success in the close proximity between decks and
adjacency to the buildings.
The large shade trees have caused severe maintenance problems for the buildings.
Because they are growing near the lake with ready access to water, they will continue to
grow increasing the following building maintenance "issues:
• roof and gutter damage
• excessive algae growth
•- clogging drains
• heaving and cracking concrete foundations
• fungal wood rot of siding and decks
The row of Flowering Plums - Prunus cerasifolia, growing along the shoreline of the lake
display symptoms of fungal problems and decay. They have been poorly pruned causing
dense canopies with excessive suckering and poor form, These management practices
have also resulted in restricting views to the lake.

Mr. Conlen,
Lake Easter Estates is requesting your approval to remove a number of trees and shrubs from our property over the next
5 to 7 years. The trees are either diseased, causing buckling of sidewalks and/or paving, or are, or will be causing
foundation problems to various units. We will be removing the trees via a licensed, bonded, and insured contractor who
specializes in tree removal and stump grinding. The method for felling the trees is by chainsaw. No large equipment will
be utilized. Of the tree being taken out in the buffer area, only 45 to 50% of them will have their stumps ground. A
portable compact stump grinder will be used to do this work. The remainder will be left to decay naturally.
I have attached our arborist report and a map showing trees targeted for possible removal. I have done an inventory &
calculation and we will meet our minimum tree density requirements after our removal process is completed.

Approved Basic Plan #12-102024-00-MF

The Basic plan showing the three potential design types for replacement decks at Lake Easter
Estates Condominiums, Buildings I through 4, is approved and building permits for individual
decks can be issued contingent upon the following:
1. This approval is valid until the adoption of a new edition of the International Building
Code, anticipated on July 1, 2013.
2. Each deck shall require a separate building permit, but will not require plan review to
utilize the approved designs.
3. Modifications to existing decks not in accordance with this approved plan must undergo
a separate review process for building permit, including land use review, and modified
decks will need to be brought into compliance with current building codes.
4. No additional land use review will be required to replace decks which are currently
nonconforming as to setback from Lake Easter (25' minimum) if utilizing this plan.
Approval is based on the replacement decks being the same size as existing gpproved
decks. Available records indicate that the original structures were approximately 169
square feet (13' x 13'). In the absence of evidence showing approval of a larger deck
(such as a building permit) subsequent to the original construction, nonconforming decks
will be required to be brought into conformance if any work is done beyond normal
maintenance.
5. Replacement decks proposed utilizing an alternative design will be required to undergo
land use review prior to building permit.
