Weare working Vngetting Civil plans for parking lot, Landscape plans and Storm drainage technical info
report.
As soon as we have these plans/reports on hand, I will file the application for E N permit with all
applicable paperwork.
One ofquestions/ideas which | had is related to the type of pavement for the parking lot.
Is it possible to use porous, passing through pavement material such as Permeable Asphalt or Permeable
Concrete, tomitigate complex storm drainage system?
I know that City of Federal Way recently installed that type of material at one of public places
Therefore, my thought was, should we get something like that for our future parking lot?

submitted for the actual Building. It would be best to get the waterlines in with the parking lot

I'm following up on the Request for Administrative Decision the City received, File # 16-105841-AD.
I'm a little confused on what you are requesting. Are you asking if you can proceed with the parking lot improvements as the first
phase? I've already answered that question. Per the attached email, you can proceed with the parking lot portion of the Process IV

Hi Andrey,
The entire parking area has to be comparable to the city street, which appears to
be asphalt.
Parking lots are typically parking areas for commercial projects. A parking pad is
a designated parking area for residential parking.

Hi Andrey,
To occupy the existing building with a Church use you will need to fill out the Zoning Compliance/Change of Use form and submit to the
Permit Center. Pursuant to Federal Way Revised Code (FWRC) 19.15.025, when a use changes from one use category in the zoning
charts to another use category, a zoning compliance review shall be performed. The previous use on site was a School and the new
Church is considered a change of use.
Any new use shall comply with only those standards of the use zoning chart that are directly related to the new use as determined by
the director. Examples include parking, use -specific setbacks, use -specific special regulations and notes, and nonconforming surface
water quality improvements identified in FWRC 19.30.120. I've attached the Church use zone chart which includes parking
requirements. Parking is based on 1 parking stall for each 5 seats or 1 parking stall for 10 lineal feet of bench seating.
When submitting the change of use handout, please include a site plan with the amount of seating for the church and hours of
operation, including the classroom hours.
After completing the change of use if it's determined that additional parking is needed for the Church use, you may choose to provide
parking based on the January 1, 2013, Process IV, Hearing Examiner Decision/Approval, attached. Phase development is acceptable
- construct parking lot improvement now and structures at a later date. No additional land use review is required, however, it is
considered a modification to the approved site plan per FWRC 19.15.090. A request to modify a Process IV approval or an approved
site plan must be submitted to the Permit Center in writing. The City will evaluate the request and decide whether the Hearing
Examiner must also review the request. Any deviation from the approved parking lot layout (reduced number of parking or alternate
location) may require review by the Hearing Examiner but we will know more if/when you submit the request. There is also a fee
associated with site plan modifications.
Please note that a gravel parking tot is not acceptable. Per FWRC 19.130.210, the applicant shall surface the parking areas, driveways
and other vehicular circulation areas with a material comparable or superior to the surface material of the right-of-way providing direct
vehicle access to the parking area.
