(Otak) conducted a review of the Critical Areas Memo dated February 13, 2017, prepared by Talasaea Consultants Inc. (Talasaea), for the proposed self -storage facility on Tax Parcels 2921049048, 2921049053, and 2921049046 in the City of Federal Way (City). The project applicant is proposing a self -storage facility that will utilize 5.2 acres of the site for buildings, parking, and associated facilities. The City requested Otak to complete a secondary review of the critical areas memo per Federal Way Municipal Code (FWMC) 49.145 (Environmentally Critical Areas), and to conduct a site visit to verify the findings of the critical areas memo. Following the review of the submitted materials, a site visit was completed on September 7, 2017 and an Otak review memo, dated September 22, 2017, was submitted to the City. A response memo from Talasea, dated October 30, 2017, was submitted to the City and forwarded to Otak for review. This technical memorandum constitutes the review of the Talasea response memo. During the September 7, 2017 site visit, Otak identified a linear depression on the southernmost portion of Tax Parcel 2921049048 that was not identified in the February 13, 2017 Talasea critical areas memo. Otak recommended that this feature be evaluated by the applicant to document the presence or absence of wetlands at this location and to provide wedand data forms. We concur with the Talasea conclusion that this feature is a constructed swale and should not be regulated as a critical area. We do not fully concur with their conclusion that this feature does not demonstrate criteria to display wetland characteristics, hut such characteristics would likely be the result of stormwater storage and conveyance. Specifically, although the feature showed hydrophytic vegetation indicators, hydric soils and hydrology/hydrology indicators were not Present. Ve ,getation: We concur with the Talasea data collected on vegetation, and the presence of hydrophytic vegetation associated with the feature. Soils.- The data collected by Talasea show a silt loam with matrices of 10 YR 4/2 from the soil surface to a depth of six inches, and 10 YR 5/2 from six inches to 12 inches and deeper. No redoximorphic features were noted. Based on our professional judgement, there is some uncertainty that these soils are hydric, based on indicators associated with indicator F8-redox depressions. We cannot concur with the conclusion that these soils are not by is without more information regarding surrounding soils. Hydrolo ,gy.- We do not concur with Talasea's conclusion that primary hydrology indicators are not present. Our assessment indicates that the presence of a primary hydrology indicator associated with the feature: B8-a sparsely vegetated concave surface, indicating seasonal ponding. Summary In summary, we concur with the Talasea conclusion that this feature is a constructed swale and should not be regulated as a critical area. The feature appears to present wetland characteristics, but would not be considered as a critical area based on FWRC 19.145.110 for exempting features that are artificially created from non -wetland sites. The King County Tax Parcel numbers are 292104-9048, 292104-9053 and 292104-9046 and is approximately 5.2 acres in size. The Public Land Survey System location is the NE 1/4 of NE % of Section 29, Township 21 North, Range 4 East, Willamette Meridian. The parcels are zoned as Commercial Enterprise (CE). onsite. Invasive vegetation observed on the site includes: red alder (Alnus rubra), Himalayan blackberry (Rubus armeniacus), black locust (Robinia pseudoacacia), and Scots broom (Cytisus scopafius). Native vegetation observed on the site includes: madrone (Arbutus menziesii), braken fern (Pteridium aquilinum), salmonberry (Rubus spectabifis) and red -osier dogwood (Cornus sericea). The features appear to drain the site and divert water into the stormwater facility located immediately south of the site. The linear features are maintained with quarry spall and would not classify as a stream, and would therefore be unregulated by Federal Way Revised Code. Features observed on aerial imagery along the easternmost property boundary are not a wetland though this area does appear to receive some runoff from the adjacent development to the east. Soils on -site are variable, another indication of the Site's disturbed nature, but no hydric soil indicators were present where soils were evaluated. 5ternmost parcel. Talasaea conducted a second site visit on 19 October 2017, following comments from the City of Federal Way's review consultant. A third linear feature was subsequently identified in the southwest corner of the site, and a sample point was collected (see attachments). Typical species within this area are reed canarygrass, Himalayan blackberry (Rubus anneniacus), evergreen blackberry (Rubus laciniatus), Scouler's willow, and several sedge species. A single snowberry (Symphoricarpos albus) is growing near the center of the feature at its eastern edge before the rock -lined swale into the stormwater facility. Snowberry is not considered to be a wetland species. No indicators of wetland hydrology or hydric soils were present within this feature. A stake labeling a water line that runs parallel with the road was found, but no stakes indicating a culvert crossing. Probing around under the thick vegetation near where a culvert would be expected also did not locate anything. The lack of a clear culvert providing hydrologic inputs from offsite, in conjunction with the rock -lined swale that is the eastern edge of this feature, seem to indicate that this feature is only collecting water from the immediate area. Any water collected within this depression would drain relatively quickly towards the adjacent stormwater pond given the topography within this area, and as evidenced by the lack of hydric soil or wetland hydrology indicators, despite the presence of some hydrophytic vegetation. Based on our review of field conditions, this feature is not a wetland nor a stream, but rather a constructed swale that was constructed at some point in the past. In summary, the report from Talasaea describes two linear drainage features observed on Tax Par 2921049048. The drainages were found to be maintained, created features for the purpose of diverting water from the site to a stormwater facility located immediately south on Tax Parcel 2921049158. Talasaea found no critical areas on or in the immediate vicinity of the site. I Following the review of submitted materials, a site inspection was completed by Otak biologists on September 7, 2017. We generally concur with the findings by Talasaea. The findings of our report review and site investigation are as follows: 1. The critical areas report from Talasaea describes two linear drainage features observed on site, on Tax Parcel 2921049048, on the eastern side of the parcel. The features appear to emanate from the east side of the parcel, draining from east to west, turning to flow south on the east side of the parcel, following the property boundary and discharging to a catch basin on the south easternmost corner of the parcel. Both features are linked to one another by flow during wet periods, and both were dry during the site visit. Both features lacked evidence of channel -forming and -maintaining processes typically The northerly portion of the drainage feature (flow direction from east to west) was not lined with quarry spall and displayed substantial soil cracking —indicating periods of inundation and/or saturation. A soil sample had a matrix color of 10YR 4/2 and exhibited trace redoximorphic features. After review of background material, it appears that the location on the eastern side of the parcel shows potential to be a relict stream drainage associated with Hylebos Creek. This drainage feature is no longer associated with Hylebos Creek and is not mapped per the City's critical area maps. The site itself is highly disturbed, and has had much soil turnover and compaction by heavy machinery over many years. It is likely that the soils found within this drainage feature are relictual. in nature and the soils are no longer hydtic. The source of hydrology for this draina e feature appears to emanate, in 1 9 2 Page 3 September 22, 2017 part, from a blocked catch -basin on the property south of the parcel. This catch basin likely causes a backwatering effect, effectively causing the water to scour out this drainage feature. Additional runoff may also provide hydrology to the drainage feature, as well. The portion of the drainage feature along the east side of the parcel (flow direction from northeast to southwest) is lined with quarry spall and drains to a catch basin on the south eastern comer of the property. This drainage is a maintained, constructed feature. Historical aerial imagery shows both features created at the same time as the 356 h Street Regional Retention Pond, just south of the subject property. It is likely that these features were created to drain the site and surrounding industrial land uses and channel water to the stormwater facility: Both drainages are created and maintained features and do not meet the definition of a wetland or "stream per the City of Federal Way (FWMC 19.145.110 — Exemptions) and the Army Corps of Engineers. 2. - No critical areas were found on Tax Parcels 292104904E and 2921049053. These two parcels on the eastern most portion of the project site were dominated by black locust (Robinia pseudoacmia) and black cottonwood (Populus balramifera) saplings, Himalayan blackberry ( bus armeniacus), Canadian thistle (Cirsium amense), and scotch broom (Cytisus scoparius). No evidence of hydrology, hydro hytic vegetation, or stream characteristics was present on this portion of the site. 3. Otak biologists identified a linear depression on the southernmost portion of Tax Parcel 2921049048 that was not identified in the critical areas memo. This depression displayed evidence of seasonal ponding, and was dominated by green ash (Fraxinus latifolia), Scouler's willow (Salix scouleiiana), black cottonwood, willow -herb (Epilobium ciliatum), and sedge species (Carex sp.). We recommend this feature be evaluated by the applicant to document the presence or absence of wetlands at this location and to provide wetland to forms. The King County Tax Parcel numbers are 292104-9048, 292104-9053 and 292104-9046 and is approximately 5.2 acres in size. The Public Land Survey System location is the NE % of NE 1/4of Section 29, Township 211 North, Range 4 East, Willamette Meridian. The parcels are zoned as Commercial Enterprise (CE). The subject property is currently undeveloped, but is very disturbed as evident by the vegetation onsite. Invasive vegetation observed on the site includes: red alder (Alnus rubra), Himalayan blackberry (Rubus armeniacus), black locust (Robinia pseudoacacia), and Scot's broom (Cytisus scoparius). Native vegetation observed on the site includes: madrone (Arbutus menziesil), braken fern (Pteridium aquilinum), salmonberry (Rubus spectabilis) and red -osier dogwood (Corpus sericea).
