After evaluatirm- the existing conditions along the referenced street, review of Federal Way Revised Code (FVFR provisions (Section 19.135.280-290), and direction provided by the City Council, the Public Wor b0partmot hereby approves this request as follows: 1. WAC 468-52-040 limits access spacing to no less than 250 feet, with only one access per parcel. As such, this request for a second access, located 171 feet between it and the neighboring driveway to the south, does not conform to these limitations. Access should only be granted if the applicant can demonstrate that it is otherwise infeasible to carry out essential and regular functions of doing business. Federal Way Premier Storage proposes two driveways on Pacific Highway S, of which the northernmost driveway meets all access standards. The proposed driveway at the southern end of MMM'i M@AL9'b70PLV_4LP"Lj*WjU]j 11 to & sout h-. This location is proposed because the long, narrow property does not accommodate the tam -around necessary for the RV and boat storage proposed. Due to the shape of the property and the proposed use, a second access in the proposed location is the most efficient layout. A second access is also required for fire safety. 2. Federal Way Revised Code Section 19.135.280 classifies Pacific Highway S as access class 11111 where right in/right out access is permitted every 150'. All driveways, both onsite and offsite, along this portion of Pacific Highway S will be restricted to right-in/right-out by medians in Pacific Highway S, thereby prohibiting conflicting turning movements. No driveways are being proposed on the South 352nd Street frontage. Thz project includes over 640 feet of frontage along Pacific Highway South. The City code section 19.135.280 requires driveways be spaced a minimum of 250 feet apart (center of driveway to center of driveway) on state highways. The northern driveway is proposed 250 feet south of the South 352nd Street intersection. The second driveway will be approximately 359 feet south of the first driveway. This second or southern driveway will be designated as a right -out only driveway. The southern driveway will have a gate that will only be operated from inside the site to allow vehicles to exit the site only. The next driveway to the south, as shown on the Pacific Highway improvement plans, is approximately 171 feet to the south to serve the adjacent property. This is the driveway separation that does not meet City standards. We believe because this driveway will be aright -out only driveway, with access control, that this will not cause disruption to traffic and would safely serve the public for this development.
