Jim Ferrell, Mayor
RE. Permit #17-105512-00-SM, Federal Way Premier Storage O*a 352 "d Self Storage), 35201,
Pacific Huy S, Federal Way
The City of Federal Way has received your variance request dated November 13, 2017. After evaluatirm-
the existing conditions along the referenced street, review of Federal Way Revised Code (FVFR
provisions (Section 19.135.280-290), and direction provided by the City Council, the Public Wor
b0partmot hereby approves this request as follows:
1. WAC 468-52-040 limits access spacing to no less than 250 feet, with only one access per
parcel. As such, this request for a second access, located 171 feet between it and the
neighboring driveway to the south, does not conform to these limitations. Access should
only be granted if the applicant can demonstrate that it is otherwise infeasible to carry out
essential and regular functions of doing business.
Federal Way Premier Storage proposes two driveways on Pacific Highway S, of which the
northernmost driveway meets all access standards. The proposed driveway at the southern end of

to & sout h-. This location is proposed because the long, narrow property does not accommodate
the tam -around necessary for the RV and boat storage proposed. Due to the shape of the
property and the proposed use, a second access in the proposed location is the most efficient
layout. A second access is also required for fire safety.
2. Federal Way Revised Code Section 19.135.280 classifies Pacific Highway S as access class
11111 where right in/right out access is permitted every 150'. All driveways, both onsite and
offsite, along this portion of Pacific Highway S will be restricted to right-in/right-out by
medians in Pacific Highway S, thereby prohibiting conflicting turning movements. In
addition, the proposed second driveway will be shaped to facilitate easier, more efficient
right -turn movement for large vehicles.

re-Fre.Aikewati-ki.,acing modification on Pacific
Highway S. WAC 468-52-040, which is the governing standard, limits access on state
highways to access spacing of 250 feet with only one access per parcel. FWRC 19.135.280
classifies Pacific Highway S as access class "I" where left access may be permitted every
330 feet and left -out access is only permitted at signalized intersections. Right-in/right-out
access is permitted every 150 feet.
The northern driveway is proposed 250' south of the Pacific Highway S/S 352 n, St
intersection. A second •
driveway is proposed 359 feet south of the northern driveway. Both
driveways will be limited to right-in/right-out by a center median that is currently under
construction. The second driveway is proposed 171 feet away from the next driveway
serving the property to the south, which does not meet the WAC standard. The proposed
design of the second driveway further limits taming movement to right -out only.
The applicant requests this configuration to make full use of the long, narrow property and to
rprovide a second access for fire trucks.

Pacific Highway South. No driveways are being proposed on the South 352nd Street frontage. Thz
project includes over 640 feet of frontage along Pacific Highway South.
The City code section 19.135.280 requires driveways be spaced a minimum of 250 feet apart (center of
driveway to center of driveway) on state highways. The northern driveway is proposed 250 feet south of
the South 352nd Street intersection. The second driveway will be approximately 359 feet south of the
first driveway. This second or southern driveway will be designated as a right -out only driveway. The
southern driveway will have a gate that will only be operated from inside the site to allow vehicles to exit
the site only. The next driveway to the south, as shown on the Pacific Highway improvement plans, is
approximately 171 feet to the south to serve the adjacent property. This is the driveway separation that
does not meet City standards. We believe because this driveway will be aright -out only driveway, with
access control, that this will not cause disruption to traffic and would safely serve the public for this
development.
See below for the written responses for the reasons the driveway spacing modification is being
requested:
1) The improvements as required would not be harmonious with existing street improvements-
would not function property or safely or would not be advantageous to the neighborhood or City
as a whole.

If the driveway were to be shifted 80 feet north, it would create a dead-end parking situation that
would be more difficult to use as intended.
The improvements will be harmonious with existing street improvements. The right -out on
and City.
2) Unusual topographic or physical conditions preclude the construction of improvements as
required.
Response: The existing lot is approximately 137 feet wide. With required setbacks from
property lines, this limits the useable space on this property. By allowing a reduced driveway
separation, more of this lot can be used efficiently.
3) Proper vertical or horizontal alignments cannot be determined because the existing streets do not
have correct alignments.
The required improvement is part of a larger project that has been scheduled for construction in
the City's adopted six -year transportation improvement program.
Response: The adjacent improvements to this project, including the existing driveway to the
south, are being constructed as part of the Pacific Highway South road improvements. This does
not apply for the driveway spacing modification being requested.
