MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review.These issues can change due to modifications and revisions in the plans.These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided.The major issues section is only provided as a means to highlight critical requirements or issues. SEPA is required for the building addition. 2. The addition must meet community design guideline standards. • Public Works Development Services Division 1. Runoff from all new and existing pollution-generating surfaces must be treated using the Resource Stream Protection Menu of the 1998 King County Surface Water Design Manual. 2. The proposed rain gardens are an acceptable alternative for roof runoff flow control.Design must meet the requirements of the 2005 King County Surface Water Design Manual. • Public Works Traffic Division 1. A Concurrency Analysis is required in order to assess project impacts and determine traffic and safety mitigation measures. 2. The current proposal needs to meet access management standards. PLANNING DIVISION(Deb Barker,253-835-2642,deb.barker®cityoffederalway.com) A) Land Use Review Process—The zoning of the subject site is OP,Office Park.The OP zoning district permits government facilities pursuant to Federal Way City Code(FWCC)Section 22-833 (enclosed).The required review process for the project is Process III,Project Approval, when environmental review is required.A Process III development submittal requirements checklist and master land use application are enclosed along with applicable code sections.Process III is an administrative review that is processed following determination of a complete application.Building permits can be issued after land use approval is granted. B) SEPA—The existing 25,000 square-foot library was built in 1990 under Federal Way codes in effect at the time.Both the SEPA determination and the land use decision captured impacts from the 25,000 square-foot building.Although the SEPA checklist disclosed a future 10,000 square-foot expansion,the resulting analysis dealt with only a 25,000 square-foot building,not a 35,000 square- foot building. In addition, it has been determined that the subject site is located within a 5-year wellhead protection area,subject to environmental review.Under WAC 197-11-800(1),minor additions not covered under the initial environmental review must undergo SEPA review;therefore, the 9,000 square-foot addition requires SEPA. An environmental checklist must be submitted and reviewed prior to the City issuing an environmental threshold determination.All property owners within 300 feet of the site are notified of that decision.' The notification includes a 14-day comment and 14-day appeal period. SEPA review must be concluded before land use approval and any other applicable land use review may be granted. D) Critical Areas—Under FWCC,wetlands and wellhead protection zones meet the definition of critical areas. Regulated Wetlands—There is a regulated wetland located east of the subject site.This wetland is identified in the City's wetland inventory as a Category I wetland with a corresponding 200-foot buffer.However,in 2004,the City's wetland consultant noted that the wetland appears to be a Category II wetland,which requires 100-foot buffers?A project currently proposed at Panther Lake Elementary School,south of the library site,will require verification of this information and the results of that query will be forwarded to your attention. However,the formal Process III application for the library addition must include a wetland delineation that verifies the location of any wetlands on or within 200 feet of the subject site.Any intrusions into the wetland buffer must be reviewed under the provisions of FWCC Section 22-1359,requiring either Process III or Process IV review depending upon the extent of the intrusion.It does not appear that the proposed library addition will intrude into the wetland buffer. Wellhead Protection Zone(FWCC Chapter 22,Article X1V, "Critical Areas")—As noted above,the subject site is located within a 5-Year Wellhead Protection Zone.As part of the formal application,a "Critical Aquifer Recharge and Wellhead Protection Areas"checklist must be completed and submitted.Also,please note the pertinent critical area information on the SEPA checklist. E) Nonconformance—Under FWCC Section 22-334(3)(a),a project is required to be brought into conformance with all development regulations in effect at the time the addition is proposed. As such, the applicant shall meet all development regulations applicable to the property,including but not limited to height,setbacks,lot coverage,parking,building design,and perimeter and interior parking lot landscaping as discussed below. F) Development Regulations:Required Yards, Height, and Parking— Required Yards—Under note 4 of FWCC Section 22-833,the front yard setback is 25 feet and side and rear setbacks are 20 feet.The existing building meets these standards and the addition which is set back 20 feet from the street also complies. Height—Building height shall not exceed 35 feet above average building elevation.The addition proposed between 10 feet and 30 feet in height meets this requirement. Parking—Parking requirements for a government facility are on a case-by-case basis pursuant to FWCC Section 22-833.The formal application must demonstrate that the existing 175 parking stalls are adequate to meet the needs of the enlarged library.To that end,please provide a parking study with the formal application that addresses parking requirements for comparable facilities size, 2 Sheldon Associates reviewed the wetland categorization in conjunction with the St.Francis Hospital parking lot expansion project. 08-101272 Doc M 44660 Ms.Lisa Scribante Page 4 April 10,2008 scheduling,and programmatic requirements. G) Landscaping— Perimeter Landscaping—A preliminary landscape plan prepared by a licensed landscape architect in accordance with FWCC Chapter 22,Article XVII,"Landscaping"is required as part of site plan submittal.Pursuant to FWCC Section 22-1566(h)(1), 10 feet of Type III landscaping must be provided along all property lines abutting public right-of-way or ingress egress easement; 15 feet of Type I landscaping must be provided along all property lines abutting residential zoning districts; and Type III landscaping 5 feet in width must be provided in all other perimeter areas'.Type II and Type III landscaping is a mixture of evergreen and deciduous trees,large shrubs,and groundcover, spaced to provide a visual screen or visual buffer creating a partial visual separation as described in FWCC Section 22-1565(b)and(c). In most cases,the existing landscaping around the library meets or exceeds these requirements.However,the 10 feet of perimeter landscaping along the north side of the site containing the right-of-way will be impacted by the addition,and will require augmentation to meet perimeter standards. Interior Parking Lot Landscaping—Twenty-two square feet of interior lot landscaping per parking space must be provided for landscape island in accordance with FWCC Section 22-1567(b)(1), "Parking Lot Landscaping."The formal application should demonstrate how this requirement is met within the existing parking lot. It is understood that no changes are proposed to the existing interior parking lot landscaping. Significant Trees—Significant trees are defined by the FWCC as evergreen or deciduous trees in good health,and a minimum of 12-inch caliper,or 37 inches in circumference,measured 4.5 feet above the ground. Significant trees do not include red alder,cottonwood,poplar,or big leaf maple. Generally,at least 25 percent of the significant trees on site must be retained or replacement trees provided. A significant tree inventory for the site must be provided with the formal land use application,and denote those trees proposed for removal in conjunction with the library addition. H) Community Design Guidelines—The library expansion must comply with the Community Design Guidelines of FWCC § 22-1634 and§ 22-1638,which contain guidelines applicable to all types of development.Additional guidelines specific to projects in the OP zoning district are contained in FWCC § 22-1638(b).Project designers must consult the guidelines in their entirety when preparing the Process III application.The formal land use application must include a written narrative identifying how the project complies with all applicable guidelines,as detailed in the FWCC. A full design review will follow submittal of a formal application. 1. Building design for all zoning districts—[FWCC, 22-16351 a. Please note that if three of the noted façade treatment options are incorporated,dimensional flexibility can be provided. b. Building articulation and scale. Please refer to the various options for building façade articulation. 2. Zone specific requirements: OP(FWCC Section 22-1638(b)) 1) Surface parking may be located between the building and the right-of-way provided that parking located between the building and the right-of-way maximizes pedestrian access and circulation. 2) Entrance facades shall front on,face,or be clearly recognizable from the right-of-way. 3) Building entrances shall be architecturally emphasized and shall incorporate transparent glass. 4) Ground level mirrored or reflective glass is not allowed adjacent to ROW or pedestrian area. 5) If utilized,chain link fences visible from public ROW or adjacent properties and not screened by Type I landscaping shall be vinyl coated mesh with architectural pole caps and decorative grid pattern. In the case of the existing building,the parking lot is located behind the building as well as adjacent to 1s`Avenue South.Pedestrian access from building entrance to the parking lot and to the 1s`Avenue South right-of-way and the entrance is maintained. While the building entry is architecturally emphasized,it faces south and is not visible from either street.However,under FWCC Section 22-1632,the subject application for an expansion shall meet only those provisions determined by the director to be reasonably related and applicable to the area of expansion or remodel.In that the library expansion is proposed on the opposite side of the building from the entrance,the entrance façade is determined to not be reasonably related or applicable to the area of expansion or remodel,and the requirements of FWCC Section 22- 1638(b)(2)and(3)are waived for this project. 3. Lighting—Any proposed lighting or any changes to existing lighting must be shown on the site plan or a separate sheet. Building elevations shall also depict wall-mounted light fixtures and any wall-mounted or ground-mounted mechanical equipment. 4. Crime Prevention through Environmental Design(CPTED)—When the library was constructed in 1990,the City had not adopted CPTED standards. As a government facility, it is prudent to review the CPTED checklist to identify CPTED based design solutions and review the CPTED based standards currently in place at the facility. A CPTED checklist is enclosed and should be completed and submitted with the formal application. I. Surface water runoff control and water quality treatment will be required per the 1998 King County Surface Water Design Manual(KCSWDM)and the City of Federal Way Addendum to the 1998 KCSWDM.This project meets the requirements for a Full Drainage Review.At the time of land use site plan submittal,a preliminary Technical Information Report(TIR),addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required.A Level 1 downstream analysis shall also be provided in the preliminary TIR.The City has 1"= 100', five-foot contour planimetric maps that may be used for basin analysis. 2. The project lies within a Level 1 flow control area,thus the applicant must design the flow control facility to meet this performance criteria.Alternatively,the proposed rain gardens are acceptable for roof runoff flow control,and must meet the requirements of the 2005 King County Surface Water Design Manual. All new impervious area must be accounted for when sizing flow control facilities. 3. The project also lies within a Resource Stream Protection Water Quality Area.Water Quality Treatment shall be designed to meet the treatment criteria of the Resource Stream Protection Menu. In addition to the KCSWDM,our initial review suggests that FWCC Section 22-337, "Nonconforming Water Quality Improvements"applies to this site. Specifically,the following items are applicable: 1.a.Redevelopment which involves the creation or addition of impervious surfaces having an area of 5,000 square feet or more; 1.b.Redevelopment which involves the construction or replacement of a building footprint or other structure having a surface area of 5,000 square feet or more,or which involves the expansion of a building footprint or other structure by 5,000 square feet of surface area or more; 1.g.Redevelopment,other than normal maintenance or other than the tenant improvements,but including any increase in gross floor area,in any one consecutive 12-month period which exceeds 50 percent of the assessed or appraised value(whichever is greater)of the structure or improvement being redeveloped.The applicant may provide an appraisal of the improvement.The appraisal must be from a source acceptable to the City.The Director may require the applicant to provide an appraisal from a second source acceptable to the City if the assessed valuation appears to be inaccurate or inappropriate.If more than one appraisal is provided by the applicant or required by the City,the greater of the two amounts shall be used.For purposes of this determining value under this section,improvements required pursuant to FWCC Sections 22-334(nonconforming development),22-336(street/sidewalk improvements),22-337(nonconforming water quality improvements)and 22-1473 (street/sidewalk improvements)shall not be counted towards the 50 percent threshold which would trigger application of this subsection; Therefore,water quality treatment will be required for the entire site,including new and existing pollution generating impervious surfaces.Treatment options must be selected from the Resource Stream Water Quality Menu provided in the KCSWDM. 08-101272 Doc a 44660 Ms.Lisa Scribante Page 7 April 10,2008 4. If infiltration is proposed,soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. 5. Detention and water quality facilities must be above ground(i.e.open pond).Underground facilities are allowed only with approval from the City of Federal Way Stormwater Management Division. 6. Show the proposed location and dimensions of the detention and water quality facilities on the preliminary plans. 7. If more than one acre will be disturbed during construction,a National Pollutant Discharge Elimination System(NPDES)permit may be required. Information regarding this permit can be obtained from the Washington State Department of Ecology at http://www.ecy.wa.gov/programs/sea/pac/index.html,or by calling 360-407-6437. Right-of-Way Improvements See the Traffic Division comments from Soma Chattopadhyay,Traffic Engineer,for traffic related items. Building(or EN)Permit Issues 1. Engineered plans are required for clearing,grading,road construction,and utility work. Plans must be reviewed and approved by the City. Engineering review fees are$782.00 for the first 12 hours of review,and$65 per hour for additional review time. A final TIR shall be prepared for the project and submitted with the engineering plans.Both the TIR and the plans will require the signature/seal of a professional engineer registered/licensed in the State of Washington. 2. The Federal Way Development Standards Manual(including standard detail drawings, standard notes, and engineering checklists)is available on the City's website at www.cityoffederalway.com to assist the applicant's engineer in preparing the plans and TIR. 3. Bonding is required for all improvements associated with the project.The bond amount shall be 120 percent of the estimated costs of the improvements. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called.Upon completion of the installation of the improvements,and final approval of the Public Works Inspector,the bond will be reduced to 30 percent of the original amount and held for a two-year maintenance period. 4. The developer will be responsible for the maintenance of all storm drainage facilities(including the detention and water quality facilities)and street systems during the two-year maintenance period. During that time,the Public Works Inspector will make periodic visits to the site to ensure the developer's compliance with the maintenance requirements.Upon satisfactory completion of the two-year maintenance period,the remainder of the bond will be released. Maintenance for public roads and subdivision drainage facilities then become the responsibility of the City.Maintenance for private roads and drainage facilities,including short plats,remain the responsibility of the individual property owners. 5. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase"DATUM: N.G.V.D.-29"or"DATUM: K.C.A.S.,"on all sheets where vertical elevations are called out. 08.101272 Doc M 44660 Ms.Lisa Scribante Page 8 April 10,2008 6. Site plans shall be drawn at a scale of 1"=20',or larger.Architectural scales are not permitted on engineering plans. 7. Provide cut and fill quantities on the clearing and grading plan.Erosion control measures,per Appendix D, 1998 KCSWDM,must be shown on the engineering plans. 8. The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. Based on the Institute of Transportation Engineers Trip Generation 7th Edition,land use code 590- (Library),the project is expected to generate approximately 64 new weekday evening peak hour trips onto the nearest key intersections for additional 9,000 square feet.Therefore,a Concurrency Analysis report is required for this proposal.The concurrency application fee is$3,201.The applicant would be expected to contribute pro-rata share towards Traffic Improvement Plan(TIP) projects impacted by 1 or more peak hour trips. Mitigation improvements necessary beyond those identified in the TIP to meet the City's adopted level-of-service standard are required to be provided by the applicant to meet concurrency requirements of the Growth Management Act. 2. Please submit the details of use(such as storage area,reading area,and office area) for additional 9,000 square feet so that staff will be able to calculate the trip generation appropriately. Site Analysis Orientation The existing Federal Way Regional Library is located on a very wooded site in southwest Federal Way.The site consists of healthy mature evergreens and mixed with a lower percentage of deciduous trees and native shrubs.The site character is very natural and organic in feel.To the north is a single-family neighborhood, to the south is a natural designated wetland,to the east is a developable commercial site currently vacant and to the west is the existing Panther Lake Elementary School. Landscape Concept Our intent is to preserve, manage and celebrate the natural qualities of the site. Our goal is to add space to the existing library in a very site sensitive way and create the least amount of site impact through careful placement of the addition and restraint in the introduction of new landscape.We propose to introduce a series of rain gardens that will absorb rainwater collected on the new addition roof segments and keep the water on the site, not adding quantity to the existing detention system. The existing roof water is currently carried to three detention ponds located on the southwest portion of our site. The rain-gardens will also allow us to plant appropriate new vegetation to assist with the health and absorption qualities with rainwater.We also propose to repair any disturbed part of the site using native plants and ground covers. Tree protection requirements will be a key component communicated to the contractor in order to protect the wonderful inventory of existing trees we intend to save and celebrate. Parking Area Currently, the site includes parking located to the south and west of the existing building. The existing parking area includes stalls for 180 vehicles, far in excess of the amount typically required for this building use/type and enough to adequately accommodate(by city code)the addition(approximately) 9000 square feet of library space. There have been complaints from patrons regarding light levels in the parking lot-some areas are especially dim at night. At this time, lighting improvements are not a part of this project scope-all improvements will be made by KCLS facilities group with funds from a separate budget. Kay Johnson Page 2 of 3 Federal Way Regional Library Project Mithun Project No. 07300.00 February 25, 2008 Storm Water Detention Ponds Storm water detention ponds are located at the southwest corner of the property as previously mentioned.We will not be adding to their load with any additional water. Existing Library Analysis and Proposed Remodel The existing building was constructed in 1991 and consists of concrete tilt up panels, steel structure and a built-up roof over a concrete deck. Windows are storefront and curtain wall system infilling punched openings in the concrete tilt-up panels. The construction type when originally permitted was Type II-N and the building is fully sprinklered. The existing library totals 25,000 square feet, consisting of open library space, back of house administration space, public meeting rooms and restrooms and lobby functions. The 1991 aesthetic of the existing building is of a post-modern style. The building consists of nine square volumes of space punctuated by three large windows and a number of small punched windows. To increase day light into the center of the existing space we have proposed and add-alternate of a series of new skylights over the center of the library space. Our proposed remodel work within the existing library includes a complete re-planning and re- configuring of the open library spaces.This will include relocation of; collections, seating, computers and staff assist areas.We will be adding new carpeting, painting, and some ceiling elements to warm the space, adjust inadequate lighting and improve acoustics. Other primary goals include reducing congestion, improving way finding and circulation and providing better staff control for patron safety and functional efficiency. We are proposing minimal work to the back-of-house administration area, restrooms and entry.We are proposing some remodeling of the transitions from the lobby to the library space to create a more open and welcoming entry. The multipurpose room will be getting additional new windows, revised lighting, and some new finishes. More dramatically, we have proposed to replace the solid wall at the north side of the space with a moveable set of glass panels and doors to create a much more connected, transparent and flexible multipurpose room to the library. In addition to our architectural work proposed for the existing library, see Flack&Kurtz's Schematic Design Narrative for description of Mechanical, Plumbing, Fire Protection and Electrical systems planned. Library Addition Design Concept As an overarching goal for both the remodel of the existing space as well as the creation of the new space is the integration of a highly sustainable design creating the least impact on our environment. Our intent is to reduce the Library's demand on energy, reduce impact to our site and increase the health and well-being of those who work and visit the library.We will be using LEED as a guideline creating a minimum LEED silver addition and reducing the Library's carbon footprint to its lowest level possible within the parameters set by KCLS. Included in our sustainable strategies are: - Minimize site impacts - Keep the rain water on site - Reduce energy load through improved building system efficiencies - Create a healthy indoor environment Kay Johnson Page 3 of 3 Federal Way Regional Library Project Mithun Project No. 07300.00 February 25, 2008 With the goal of adding approximately 9000 square feet of library space we looked carefully at the conceptual strategy, which balances three primary objectives: 1. Increase library usability and functionality for patrons and staff. 2. Respect and celebrate the site attributes 3. Create an exciting, variety filled addition as a counter point to the exiting library. Synthesizing these goals we have proposed the concept of: "Lantern in the Forest" We are proposing a balanced addition of space connected to two sides of the existing library and linked by a series of three highly transparent pavilions(the lanterns). These pavilions create space that is highly useable yet gives variety and interest to the patron through a variety of ceiling heights and volumes. Each pavilion is a"daylight harvester" bringing in as much indirect light as possible while celebrating the wonderful qualities of the forest that the building exists in. The geometries of each pavilion are carefully placed to save as many trees as possible and allow three rain gardens to collect and absorb water from the roofs. Seating, study areas, children's collection, periodicals and popular collections are planned within the three pavilions.We are promoting as much seating and study areas as possible within these areas. We also have added four new study rooms and a fifth room called a"quiet room"which will house as twenty or more people for quiet study. To create the most open and connected library possible we are'eroding'the two facades of the existing library where we link the three pavilions. Due to the nature of the existing tilt-up concrete construction we will need to continue a series of columns down between the existing and new space. Our intent is to keep the connection as open and inviting as possible. Our interior pallet will be using nature as an inspiration to introduce both organic saturated colors to bring interest to the interiors, as well as introducing wood elements into the space.Wood screens will be used in combination with acoustic backing to help mitigate noise as well as give a tactile quality to the space. Our intent is to use the trees that we need to take down and harvest the wood for use ias accent furniture and in our wood ceiling and wall treatments. The new pavilions will be constructed of steel structure, metal decking and high performance glass curtain wall.We have maximized our glass to increase our daylight harvesting and bring the attributes of the forest visually into the library. Energy loss will be balanced with our high performance glazing choice and a radiant floor heating system.These glass and steel pavilions at night will create a striking affect as people approach the library and see these new'lanterns in the forest'. 4 CHRIS WEBB & AsSuIl rEs INC, PS � =� M To: Lisa Scribante Date: Wednesday, April 09, 2008 MITHUN Cc: From: Christopher Webb, PE Re: Raingarden Narrative Federal Way Regional Library (MITHUN #0730000) Introduction Raingardens are small depressions in the ground that receive stormwater from small basins and provide stormwater retention (quantity) and biofiltration (quality) benefits. Raingardens are an core BMP that is part of a Low-Impact Development (LID) stormwater management approach. LID is an emerging approach to stormwater management that is decentralized, is based on ecological principles, uses vegetated approaches, uses smaller infiltration rates over larger areas, and is more integrated into site design than traditional centralized hard pipe engineering solutions to stormwater management. LID is being promoted locally by many jurisdictions and agencies such as the Washington State Department of Ecology, the Puget Sound Partnership and many if not most local Counties and Municipalities in Western Washington. These landscape elements serve dual function by being part of the stormwater system and part of the aesthetic landscape design. This hydraulically functional landscape design approach maximizes infiltration and recharge (even in till soils) and provides incidental irrigation to this landscaping with stormwater . Sizing and location The raingardens were sized by the Civil Engineer (KPFF) per the applicable sections of the applicable version King County Stormwater Design Manual (SWDM). Based on their methodology a minimum area was determined for the raingardens. The landscape architect then laid out the raingardens to maximize public interest and education through viewing through the windows of the new library and to work with site grades. Making the stormwater system an attractive and visible feature of the stormwater system provides a public education benefit, mitigates the creation of new impervious surface by increasing the amount of stormwater retention on-site, and provides aesthetic interest. Discussion of Cross Section While the sizing methodology is based on the KCSWDM approach, the cross section is based on successful projects and experience from throughout the Puget Sound basin. The 2005 KCSWDM, Appendix C includes a typical cross section of a raingarden that is comprised of a 12" depression in the ground with compost tilled into the native soil in the bottom of the raingarden. No mention of an overflow or freeboard above the overflow is discussed in this simple diagram found in the KCSWDM. This edge was utilized to provide a more distinct look for the raingarden and to minimize the area of the raingarden taken up by sloped sides. • The section shown on the plans provides an underdrain and a recharge zone below the underdrain. This underdrain will maintain aerobic conditions within the raingarden while by providing a recharge zone below the underdrain pipe water will remain in this area and be allowed to infiltrate slowly over time as the soil allows. " In summary, the design features shown above will result in a higher performing raingarden within the same footprint of a standard KCSWDM raingarden. The design features shown above are based on the best available science locally on the construction and performance of raingardens. Further, the raingarden described above will be built according to specifications with strict requirements for testing the soil, preparing the site, etc. that are based on experience gained in constructing many other raingardens.
