The Process III Master Land Use (MLU) application submitted April 14, 2015, with subsequent
resubmittals dated May 18, 2015, June 26, 2015, and August 12, 2015, is hereby conditionally approved
based on the enclosed findings of fact, incorporated into this decision in full, and the following
conclusions based on those facts:
I . The proposal is consistent with the comprehensive plan;
2. The proposal is consistent with all applicable provisions of Federal Way Revised Code (FWRC);
3. The proposal is consistent with the public health, safety, and welfare;
4. The streets and utilities in the area of the subject property are adequate to serve the anticipated
demand from the proposal;
5. The proposed access to the subject property is at the optimal location and configuration; and
6. Traffic safety impacts for all modes of transportation, both on and off site, are adequately
gated.
The remainder of this letter outlines the land use review process'required for this particular site
improvement; summarizes the State Environmental Policy Act (SEPA) process; lists conditions of the
land use decision; and provides other procedural information. This land use decision does not authorize
initiation of construction activities.
REVIEW PROCESS
The site is within the Single Family Residential (RS 7.2) zoning district. A synthetic sports field is
considered accessory to community recreation area/clubhouse, a pen-nitted use in this zone subject to the
provisions of Federal Wcry Revised Code (FWRC) 19.200.120, 'Recreation areas.' The proposed use, not
exempt from SEPA, is reviewed under Use Process 111, Project Approval. The Director of Community
Development makes a written decision on the application based on the criteria listed under FWRC
19.65.100.

SEPA PROCESS
The City of Federal Way issued a Determination of Nonsignificance (DNS) on June 12, 2015, pursuant to
Washington Administrative Code 197-11-355. Following review of the environmental checklist, the City
determined the proposal would not have a probable significant adverse impact on the environment, an
Environmental Impact Statement would not be required, and no SEPA based mitigation was necessary.
CONDITIONS OF APPROVAL
The following conditions are reasonably necessary to eliminate or minimize any undesirable effects of
granting application approval.
2. Prior to final inspection of the engineering permit, the Lot Line, Elimination shall be recorded at
King County at the expense of the applicant.
The owner shall construct the following street improvements:
a. Construct the missing section of pedestrian curb on the shoulder walkway in front of the
existing residence's driveway.
b. Pave pathway connection to 8h Ave S. separate from the vehicle access and ensure it meets
ADA requirements.
c. Add white extruded curb on west side of 8"' Ave S. to reduce opening to only 6 feet at pathway

activities. The City is currently reviewing the associated engineering permit application (File #15-

REQUESTS FOR CHANGE OF VALUATION
Per FWRC 19.65.100.4.i, affected property owners may request a change in valuation for property tax
purposes not withstanding any program of revaluation.
APPROVAL DURATION
Per FWRC 19.15.100.2, unless modified or appealed, the Process III decision is valid for five years from
the date of issuance of the decision. Time extensions to the decision may be requested prior to the lapse of
approval following the provisions listed in FWRC 19.15.110. The improvements must be substantially
completed within the five-year time period or the land use decision becomes void.

Findings for Project Approval
Federal Way Revised Code (FVVRQ Chapter 19.65 'Process 111 Project Approval'
Boys & Girls Club Sports Field Project, File #15-101830-00-UP
The Planning Division hereby makes the following findings pursuant to content requirements of the Process
III written decision asset forth in FWRC 19.65.100(4).
1. Proposal — Demolition of an existing single family residence, construction of an approximately
30,000 square -foot synthetic tuff sports field, installation of six (6) 30' tall field lights, and
associated site work on the 4.22-acre site owned by the Boys & Girls Club.
2. Zoning and Comprehensive Plan Designation — Zoning for the subject property is Single Family
- Residential (RS 7.2). A synthetic sports field is considered accessory to community recreation
area/clubhouse, a permitted use in the RS 7.2 zoning district pursuant to Federal Way Revised Code
(FWRC) 19.200.120, Recreation areas. The Federal Way Comprehensive Plan (FWCP) designation
for the subject property is Single Family, High Density.
3. Site Plan Review Process — The project requires review under Process III, Project Approval. The
Director of Community Development makes a written decision on the application based on the
criteria listed under FWRC 19.65. 100.
4. State Environmental Policy Act (SEPA) — The proposed improvements exceed categorical
exemption level I s pursuant to Washington Administrative Code 197-11-800. The City utilized the
Optional DNS process as allowed by SEPA Rules. A combined Notice of Application and Optional
Determination of Non significance was issued on May 15, 2015. The public comment period ended
June 1, 2015. The City acted as lead agency and issued a Determination of Nonsignificance on June
12, 2015. The threshold determination appeal period ended July 6, 2015, with no appeals submitted
to the Federal Way City Clerk; therefore, the deten-nination has become final.
5. Public Notice — Pursuant to Process III and SEPA regulations, a Notice of Land Use Application
and Optional DNS was published in the Federal Way Mirror, posted on the subject property, and
displayed on the designated City notice boards on May 15, 2015. Noticeswere also mailed to
property owners within 300 feet of the subject property and emailed to agencies. Five written
comments were received on the application.
6. Public Comments — Five written comments were received on the application, copies of which were
provided to the Boys & Girls Club and their consultant, AHBL. The applicant was asked to address
the'submitted comments, and their response is contained in a letter dated August 7, 2015 (enclosed).
Their response addresses comments regarding site clearing, location of the playfields, noise, lighting
traffic, wildlife, and use of synthetic turf. I
In addition, several commenters questioned the proposal and whether it would be more
environmentally beneficial to use the site for other purposes. The project site and facilities are

than through what is contained in adopted City policies and codes. Some comments mentioned I
10. Required Landscaping —Under FW-RC 19.125.060(2), perimeter landscaping is required as
follows: Type III 'Visual Buffer' landscaping ten feet in width along all property lines of
nonresidential uses. This is applicable to the south and east property lines adjacent to the new field
(as long as the Lot Line Elimination is completed).
Proposed Landscaping
The planting plan details the ten -foot width of Type III landscaping along the south and east property
lines adjacent to the new field. The landscaping plan is consistent with applicable standards set forth
in FWRC Chapter 19.125.
11. Clearing & Grading — The applicant has submitted an engineering permit (EN). Clearing and
grading activities are being reviewed for consistency with applicable standards set forth in FWRC
Chapter 19.120. The site is relatively flat and grading amounts to approximately 3,250 yards for the
field and 6 10 yards of cut/fil I for the pipe trench.
12. Tree Retention/Replacement — Pursuant to FWRC 19.120.13 0, compliance with the City's tree
density requirements in the RS zones (25 tree units per acre) requires 106 tree units on the subject
property's 4.22 acres. The applicant has proposed to remove 63 trees in conjunction with the site
development, 99 trees will remain on site, and 27 replacement trees are provided as shown in the
required planting plan. This requirement is satisfied.
13. Critical Areas —Portions of the subject property are within a I -year Wellhead Protection Zone. The
proposed improvements do not trigger any added code requirements.
14. Community Design Guidelines —Per FWRC 19.115.030, applications for expansion of existing
developments shall meet only those provisions of this chapter that are determined by the director to
be reasonably related and applicable to the area of expansion. Therefore, for its limited applicability,
site design is consistent with FWRC Chapter 19.115, "Community Design Guidelines," based on
provision of key design elements identified as follows:
The field project is located adjacent to 8t" Ave South and will have a 6' chain link fence along the
perimeter of the field that will allow for external visibility into the site. The field is also located
adjacent to the existing Boys & Girls facility, which will allow direct visibility between the uses on
the site. Lighting and regular maintenance will ensure the site reflects active ownership and
utilization of the fields.

Pedestrian pathways and areas are delineated by separate paved routes using a variation in paved
texture (stamped asphalt), and protected from abutting vehicle circulation areas with landscaping.
For the western field entrance. an extruded curb will be yrovided along the south side of the yarki"
lot. As part of that construction a small portion of the existing drive aisle will be widened to ensure
that it maintains a 20' width.
15. Lighting —The original proposal included installation of eight (8) 30' tall field lights. In order to
comply with the structural setbacks in City code, the lighting component of the project has been
modified, and as a result, reduced to six (6) field lights. The applicant submitted an illumination

summary that details spill on adjacent properties and the right-of-way. The maximum off -site light
spill level is 1.6 horizontal fbotcandles (fe) in one locafloA near the southern property line. Liot
spill along the eastern �ide aO Ave S. will peak at. 1 horizontal fe. The highest on -field level is 53
fc. For reference, an average fc rating for an active building entrance is 2 fc. According to the
applicant's consultant, the illumination levels produced by the proposed field lighting would not

glare that would be considered a public nuisance under FWRC 7.05.030.
Lighting will be shielded and directed at the field. Lighting standards do not reduce the amount of
landscaping required for the project. As a condition of approval, after installation of the field lights,
the applicant shall submit an "as installed" update to the illumination summary with off -site lighting
levels detailed. Staff will review the report to verify how the install compares with original projected
lighting levels.
16. Additional Permitting — A demolition pen -nit is required for removal of the existing home.
Electrical and building permits are required for the field lighting. Construction of the field requires
an engineering pen -nit rather than a building permit.
17. Transportation Concurrency and Traffic Impacts — As a component of the Use Process III
application, projects undergo traffic concurrency analysis pursuant to the state Growth Management
Act; goals and policies of the Federal Way Comprehensive Plan; and FWRC- Chapter 19.90
Transportation Concurrency Management. The Public Works Traffic Division found that the project
is estimated to generate no new weekday PM peak hour trips. They concluded that it is reasonable to
assume that pedestrian activity will increase with the construction of the sports field. A concurrency
permit is not required for this project.
18. Street Frontage Improvements — The site is located at 30815 8Ave South, Federal Way.
Vehicular access into the subject property is from 8th Ave S. Since the proposed project is estimated
to generate no additional vehicle trips during the PM peak hour and the subject pr��pe� does not
have continuous frontage on 8" Avc South, requiring full frontage improvements would not be
commensurate with the impacts of the development. The project is expected to increase pedestrian
activity to and from the site, which does not have existing pedestrian facilities. The owner must
construct the following street improvements consistent with providing safe pedestrian access to the
site:
a. Construct the missing section of pedestrian curb on the shoulder walkway in front of the
existing residence's driveway.
b. Pave pathway connection to 8'h Ave S. separate from the vehicle access and ensure it meets
ADA requirements.
c. Add -white extruded curb on west side of 8'h Ave S. to reduce opening to Only 6 feet at
pathway connection point to allow pedestrians to cross from S. 309"' St., but better protect
walkers from traffic along 8'b Ave S.
19. Stormwater — The applicant has submitted an engineering permit for review (I 5-101834-00-EN).
The project will be required to meet the requirements of the 2009 King County Surface Water
Design Manual (KCSWDM and the City of Federal Way Addendum to that manual. Conservation
Flow Control and Enhanced Basic Water Quality requirements apply. Two dispersal trenches will be
used to disperse the collected drainage from the new field. An underdrain system will be constructed
under the synthetic turf field with a perimeter conveyance pipe. The system will be tight -lined to a
catch basin and notchboard trench system per the 2009 KCSJTDM. The trenches will disperse the

20. Water/Sewer— The site currently has separate I" domestic and I" irrigation services/meters. A water
service connection application submitted separately to Lakehaven is required for each new service
connection to the water distribution system, or any modification to an existing water service connection
(e.g., larger service, irrigation, abandonment of existing service(s), re -activation, etc.), in accordance
with standards defined in Lakehaven's current 'Fees and Charges Resolution.'
The existing service to parcel 0821049119 (30835 8th Ave S.) only has the smallest 5/8"x3/4" meter on
it. It is a single I" service line out to the main, so upsizing to a I" meter is possible without having to
access mainline (existing water main is on the west side of ROW and outside of asphalt pavement).
However, that would only get about 20-25 GPM with a I" meter, so if site use indicates higher
irrigation (turf water -down) GPM use then an entirely new/additional 11/2" or larger service/meter
would be required.
21. Conditions of Approval —The following conditions of approval are attached to the Process III
decision:
• Sports field use hours shall be limited from 9:00 a.m. to 9:00 p.m.

King County at the expense of the applicant.
• The owner shall construct the following street improvements:

Before final acceptance of the project by Public Works, a Native Growth Protection Area
Declaration of Covenant shall be recorded at King County at the expense of the applicant.
• After installation of the field lights, the applicant shall submit an "as installed" update to the
illumination summary with off -site lighting levels detailed.
V. Conclusion — As conditioned, the proposed site plan application has been determined to be
consistent with the Federal Way Comprehensive Plan (FWCP), with all applicable provisions of the
FWRC, and with the public health, safety, and welfare. The streets and utilities in the area of the
subject property are adequate to serve the anticipated demand from the proposal, and the proposed
access to the subject property is at the optimal location and configuration for access. The proposed

development is consistent with Process IIII, Project Approval, decisional criteria required Linder
FWRC Chapter 19.65.

The City received comment letters from the neighbors regarding the the Federal Way Boys and Girls Club
Synthetic Field project. We have reviewed each letter and have noted comments and our responses below
1. What is the affect of the clearing of the wooded area on the project site? How it may affect drainage
in the surrounding area, and how it may affect aquifer recharge?
An analysis of the new conveyance system proposed in the project by our civil engineers found that
the systems are adequate to convey a 25-year storm event, as detailed in the submitted Technical
Information Report, dated April 2015. The new field will have underdrains collecting water to prevent
major runoff. The water will be dispersed into a protected onsite forested area, encouraging
infiltration and evapotranspiration by the vegetation. The report also examined the conveyance
system's ability to convey a 100-year peak flow, which it was able to contain without overtopping of
catch basins. Additionally, no drainage complaints have been made in the downstream analysis area
in the past 25 years as researched via the ling County iMap. Aquifer recharge rates will not be
significantly impacted as the proposed discharge location is within the native growth protection area
identified on Figure 1.3 - Basins Map of the Technical Information Report.
2. There are concerns regarding the location of the playfields on the project site.
The property owner and our civil engineers analyzed the location of the playfields during the initial
design process. It is the best location to facilitate the Boys and Girls club's program, manage
stormwater control, allow for site accessibility, and the overall usability of the fields.
3. There are concerns regarding noise pollution resulting from the use of the synthetic fields.
Noise produced by the use of the fields will be typical of recreational uses that are typical of the Boys
and Girls Club. Off -site impacts from these activities will be minimal and limited to the duration of
scheduled activities on the fields. The noise levels resulting from the use of the fields will not
unreasonably disturb or interfere with the peace and comfort of neighboring properties or exceed the
limits on noise generation and time placed on the site by the city.
4 There are concerns regarding light spill on surrounding properties resulting from the lighting
component of the proposal.
As shown in the submitted lighting plan prepared by Musco Lighting, dated June 3, 2015,the off site
illumination levels will reach a maximum of 0.3 vertical footcandles across 80 Avenue South. The off -
site illumination levels for the properties adjacent to the south range from 0.1 footcandles to a
maximum of 1.6 footcandles,- The illumination levels produced by the proposed field lighting wouldnot
create glare that is inappropriate for the project location next to residential uses, nor would it create
glare that would be considered a public nuisance under Section 7.05.010 — Glare regulation of the
Federal Way Revised Code.

The Federal Way Public Works Department has reviewed our plans and agreed with our findings that
the project will not generate additional traffic beyond what is expected for our use.

This proposal clears approximately 1. 01 acres of vegetation on the project site, while retaining the
wooded areas directly to the west and south of the clearing. Although no specific study has been
conducted
ducted regarding the impact of this proposal on the distribution of animals commonly found in this
area of Federal Way, retaining existing wooded areas in the immediate vicinity of the project site will
provide wildlife necessary habitats for normal functions. We have utilized the Washington
Department of Fish and Wildlife's Priority Habitat and Species online mapping tool to analyze the
potential of affecting threatened or endangered wildlife, and found there are no identified habitats or
migration routes for 'these species within 1, 000 feet of the project site.
7. There are concerns regarding the long-term health risks that may result from materials used in the
synthetic turf.
The synthetic turf materials that are being used in this project are typical of synthetic turf fields that
have been installed elsewhere in the community and surrounding areas. We are not aware of any
long-term studies that suggest health complications resulting from the use of synthetic turf fields.

The Federal Way Public Works Department has reviewed our plans and agreed with our findings that

This proposal clears approximately 1.01 acres of vegetation on the project site, while retaining the
wooded areas directly to the west and south of the clearing. Although no specific study has been

area of Federal Way, retaining existing wooded areas in the immediate vicinity of the project site will
provide wildlife necessary habitats for normal functions. We have utilized the Washington
Department of Fish and Wildlife's Priority Habitat and Species online mapping tool to analyze the
potential of affecting threatened or endangered wildlife, and found there are no identified habitats or
migration routes for these species within 1, 000 feet of the project site.
7. There are concerns regarding the long-term health risks that may result from materials used in the
synthetic turf.
The synthetic tun` materials that are being used in this project are typical of synthetic turf fields that
have been installed elsewhere in the community and surrounding areas. We are not aware of any
long-term studies that suggest health complications resulting from the use of synthetic tun` fields.

the existing parking to the field. The path would go along the existing fence line. As part of this construction we would

The City received comment letters from the neighbors regarding the the Federal Way Boys and Girls Club
Synthetic Field project. We have reviewed each letter and have noted comments and our responses below.
1. What is the affect of the clearing of the wooded area on the project site? How it may affect drainage
in the surrounding area, and how it may affect aquifer recharge?
An analysis of the new conveyance system proposed in the project by our civil engineers found that
the systems are adequate to convey a 25-year storm event, as detailed in the submitted Technical
Information Report, dated April 2015. The report also examined the conveyance system's ability to
convey a 100-year peak flow, which it was able to contain without overtopping of catch basins.
Additionally, no drainage complaints have been made in the downstream analysis area in the past 25
years as researched via the King County Map. Aquifer recharge rates will not be significantly
impacted as the proposed discharge location is within the native growth protection area identified on
Figure 1.3 - Basins Map of the Technical information Report.
2. There are concerns regarding the location of the playfields on the project site;
The property owner and our civil engineers analyzed the location of the playfields during the initial
design process. It is the best location to facilitate the Boys and Girls club's program, manage
stormwater control, allow for site accessibility, and the overall usability of the fields.
3. There are concerns regarding noise pollution resulting from the use of the synthetic fields.
Noise produced by the use of the fields will be typical of recreational uses that are typical of the Boys
and Girls Club. Off -site impacts from these activities will be minimal and limited to the duration of
scheduled activities on the fields. The noise levels resulting from the use of the fields will not
unreasonably disturb or interfere with the peace and comfort of neighboring properties or exceed the
limits on noise generation and time placed on the site by the city.
4. There are concerns regarding light spill on surrounding properties resulting from the lighting
component of the proposal.
As shown in the submitted lighting plant prepared by Musco Lighting, dated May 12, 2015, the off -site
illumination levels will reach a maximum of0.3 vertical footcandles across e Avenue South. For
reference, local streets with low pedestrian conflict areas are recommended to have an illumination
level of 0.8 footcandles. The illumination levels produced by the proposed field lighting would not
create glare that is inappropriate for the project's location next to residential uses.

5. In explaining how the project meets water quality requirements, distinguish clearly
between Federal Way Revised Code and KCSWDM requirements, and make sure the

6 Under Water Quality, please explain maintenance of the artificial turf. Will chemicals or
disinfectants be sprayed on the fields and eventually end up in the dispersion area? If
so, are they chemicals that would harm the vegetation, wildlife, or ground water?
Response: The Water Quality section has been updated. No chemicals or
disinfectants will be used on this field. Routine maintenance will include watering
with tap water and fluffing of the rubber pellets.
7. Under Water Quality, please answer: is it likely that the crumbs from the artificial turf will
clog the dispersion trench, and if so, what measures will be taken to prevent this?
Response: The Water Quality section has been updated. From our experience on
multiple artificial turf projects, there has been no indication that turf pellets would
be transported to conveyance pipes or to the dispersion trench.
8. Add the memo dated May 4, 2015 regarding full dispersion to the TIR.
Response: The memo has been added as Figure 2.1.
9. Please revise Section 8 of the TIR to be specific to this site. If a sediment trap is not
provided, indicate how the project will meet sediment retention and flow control
requirements (KCSWDM, Sections D.3.5 and D.3.9).
Response: Sediment traps and interceptor swales with check dams will be used
to meet sediment retention and flow control requirements. Section 8.0 of the TIR
has been updated. The plans have also been updated to reflect this erosion
control element.

Plans:
General comments:
1„ Please research whether 95% compaction of the subgrade is really necessary
underneath the soccer fields. Lesser compaction would allow more rain water to
infiltrate so that this proposal better meets the definition of "pervious" surface.
Response: The geotechnical engineer was consulted on this matter. He
recommends the 95 percent compaction to ensure longer, better performance of
the field. The existing soils are a native till and would be slow to infiltrate,
regardless of compaction amount.
Staff suggests that the new parking area be constructed of pervious pavement.
Response: The suggestion has been brought to the owners and it was decided
that pervious pavement will not be used due to increased maintenance needs and
surrounding foliage. In our professional opinion, this increased amount of
impervious surface area will not produce any ill drainage effects.
3. ADA require that the pathway next to the new handicapped parking and connecting to
8th Ave S meet ADA requirements for slope, width, surfacing, etc. The gate should not
swing so as to obstruct access, and the light pole must be placed so that it does not
obstruct the sidewalk. Staff is of the understanding that crushed rock is not ADA
compliant; however certain products such as Gravelpave can be ADA compliant. Please
revise accordingly.
Response: Plans have been updated to show a proper ADA path, with finish
grades to guide construction. The gates will swing into the field, away from the
ADA path. By the light pole, the path has gotten wider to accommodate ADA
requirements. The path will be paved asphalt. All plan sheets have been updated
to reflect these changes.
4. Add white extruded curb on west side of 8th Ave S to reduce opening t only 6 feet at
pathway connection point to allow pedestrians to cross from S 39th St, but better protect
walkers from traffic along 8th Ave S.
Response: The white extruded curb has been added as requested (see Grading
Plan Sheet C3.1).
5. Bollards or barrier plantings are suggested along the south side of the driveway
entrance to ensure that a motorist won't accidently drive down the slope and into the
field.
Response: This suggestion has been brought to the owners and it was decided to
not add bollards or barriers to the driveway entrance. There is an existing
gatepost that will remain, which is partially blocking this area. The area to the
west of this gatepost needs to remain clear, as this is the emergency vehicle
access route to the field.

Response: The pipe type has been specified as N-12 ADS pipe, and labels have

1. The applicant will need to submit applications to Lakehaven for any necessary (new or
modified) water service connection(s).
Response: The proposed plan will maintain the existing service and use it for an
irrigation service (refer to the irrigation plan). We understand that since all of the
revisions are on the private side of the meter, no applications are required. An
application for a Water Availability Certificate was submitted on June 17, 2015.
Once a response is received, it will be forwarded onto the City.
2. Existing 8" AC water main (east>west) on the property is not shown on the submitted
civil drawings (existing hydrant at west terminal end of this main is shown), and there are
two (2) 12" field/storm drain lines proposed to cross this existing water main. Utility
conflicts should be identified and coordination (if necessary) should occur as early as
possible in the planning process.
Response: The design has assumed a 3-foot cover over the existing water pipe; a
note was included on the plans to pothole and verify, by survey, water pipe
elevations at the proposed crossings. As designed, there will be a minimum
6-inch pipe clearance at these two locations. If a redesign is necessary,
coordination with the City and Utility District will be required.

dub. FWMC 19.200110 indicates the heights of lighting poles for sports fields are considered on a case -by -case
basis. Before we make our formal land use permit submittal, as we have discussed, I want to find out if staff would

support our proposal to install four 50' high light poles to light the field. According to our lighting designer, 50' is the

SUBJECT: Project Design Intent
The proposal for the Federal Way Boys & Girls Club Synthetic Field Project is compliant with the city's design
guidelines and will create a safe and aesthetically pleasing accessory field for the clubhouse. The proposal
successfully meets the city's guidelines in the following ways:
OPTED (FWRC 19.115.010(2))
I. Natural Surveillance
The field project is located adjacent to 8th Avenue South and will have a 6 foot
chain link fence along the perimeter of the fields that will allow for external
visibility into the site. The field is also located adjacent to the existing Boys &
Girls clubhouse, which will allow direct visibility between the two uses.
H. Access Control
Pedestrian access to the fields will be controlled through the use of two gates
located along the field's 6 foot perimeter chain link fence. An emergency access
gate is also provided at the northeast corner of the perimeter fence.
III. Ownership
The field and surrounding landscaping will be regularly maintained, reducing the
perception that the area is ownerless.

I. General Criteria
IN All natural features and amenities on the property will be retained to the extent
possible.. Pedestrian amenities incorporated into the design include a gravel
walkway that connects the field to 8th Avenue South and a gravel walkway that
connects the field to the existing on -site playground. The pedestrian areas and
walkways are designed to connect existing site features, such as parking and
recreational area entrances. Textures for pedestrian areas and amenities will be
consistent throughout the proposal and consist of gravel walkways. Physical
features and elements of the proposal are designed to promote visibility and
safety by providing non -opaque fencing and minimizing screening elements such
as dense landscaping. Access control is addressed above, and will consist of 6'
chain link fence with gate access. Signage, lighting, and regular maintenance will
ensure the site reflects active ownership and utilization of the fields.
