This office and other staff have reviewed your environmental che-eklist. We have
determined that the proposal does not have a probable significant adverse impact on -the
environment. As a result, an Environmental Impact Statement (EIS) is not required to

Notisignificance (QNS) is enclosed.
A 14-day comment period is required by the SEPA Rules (WAC 197-11-340). A notice
inviting comments will be published in the Federal Way Mirror on December 13, 2003.
At the end of the comment period, the Department will determine if the DNS should be
withdrawn, modified, or issued as proposed. All final determinations may be appealed
within 14 days following the comment deadline. No licenses, permits, or approvals will
be issued until completion of the appeal period.
Our decision not to require an EIS does not mean that the license(s), permit(s), or

proposal will be made by the appropriate administrative or legislative body vested with
that authority. The environmental record is considered by the decision maker(s) and
conditions may be imposed to reduce identified environmental impacts, as long as the
conditions are based on adopted and designated City policy.
After a final decision has been made on your proposal (i.e., after a permit has been issued
or City Council action taken, as applicable), you may, but are not required to, publish a
Notice of Action as set forth in RCW 43.21 C.075. The Notice of Action sets forth a time

period after which no legal challenges regarding the proposal's compliance with SEP
can be made. A copy of the Notice of Action form, and copies of RCW 43.21C.080
WAC 197-11-680 providing instructions for giving this notice, are available from thie

The City is not responsible for publishing the Notice of Action. However, the City is
responsible for giving a notice (to parties of record) stating the date for commencing a
judicial appeal (including the SEPA portion of that appeal) if your proposal is one for
which the City's action on it has a specified time period within which any court appeals
must be made.

SECOR International Incorporated (SECOR) is pleased to present this Phase I Environmental Site
Assessment (ESA) report. Presented below is an overview of the project, inclUding a summary of our
significant findings:

CONCLUSIONS
SECOR has performed a Phase I ESA in conformance with the scope and limitations ofASTM Practice E
1527 of Mervyn's #128 located at 2201 S. SeaTac Mail, Federal Way, Washington, the "Site." Any
exceptions to, or deletions from, this practice are described in Section 1.5 of this report. This assessment
has revealed no evidence of recognized environmental conditions (RECs) in connection with the Site.
Although it does not represent a recognized environmental concern to the Site, an adjacent: facility,
ARCO 95241, at 2202 S. 320t St., has impacted groundwater beneath the SeaTac Mail parking lot, north
of the Site. A release was reported at the ARCO facility in 1991and the faeiiity is undergoing active
remediation. SECOR reviewed the file for this listing at the Washington Department of Ecology (DOE) in
Bellevue, Washington. According to the most recent groundwater monitoring report in the filar, dated
September 14, 2001, considerable groundwater contamination is present, including off site impact in the
SeaTac Mall parking lot. Contamination levels in groundwater beneath the mall parking lot were as high as
97,800 parts per billion (ppb) total petroleum hydrocarbons as gasoline, 3,300 ppb, benzene, 7,400 ppb
toluene, 2,540 ppb ethylbenzene, and 14,000 ppb xylenes, in March 2003. Two extraction wells are jar ent in
the mall parking lot in the area of highest concentrations. Groundwater flow at the Arco Site is variable,
generally flowing toward a cone of depression around the extraction wells, The extraction wells are located
approximately 800 feet northwest of the Site near the main entrance to the mail harking lot. The, neatest
monitoring well to the Site is located approximately 3 0 feet north of the Site and contained 0.674 ppb toluene
and 1.6 pleb xylenes in March 2003. All other constituents of concern were tool present' above Method
detection limits. Based on the distance of the area of known contamination and the on -going remedia:tion,
this listing does not represent a recognized environmental condition to the Site. However, in the event that
future renovations will impact the mall parking lot north of the Site, further investigation may be warranted.

6.1 ASBESTOS SAMPLING
The roof is constructed of a multi -layer system including the following (from the roof flecking to the top skin): a
tar impregnated felt vapor barrier adhered to the top of the metal roof decking, a'/ inch layer of perlite, 1.5
inches of foam insulation, tar mastic, 1.5 inches of foam insulation, and a PVC skin- Not all layers were
present in all samples, with sample R a-7 locking the
tar mastic between the layers of insulation and the pertitee
layer, and sample r S-6lacking the tar mastic between the layers of insulation_ Two additional full -depth roof
samples were collected (RS-2 and R , but due to the homogeneous nature of 'he roofing, the samples
were not analyzed. The following potentially asbestos containing materials were sampled:

A release was reported at the ARCO in 1991
and the facility is undergoing active
remediation. Soil and groundwater have been
impacted. SECOR reviewed the file for this
listing at the Washington Department of
Ecology (DOE) in Bellevue, Washington.

monitoring report in the file, dated September
14, 2001, considerable) groundwater
contamination is present, including off -site
impact in the SeaTac Mall parking lot.
Contamination levels in the mail parking lot
were as high as 97,8011 parts per billion (ppb)
total petroleum hydrocarbons as gasoline,
3,300 ppb benzene, 7,400 ppb toluene, 2,540
ppb ethylbenzene, and 14,000 ppb xylenes. in
March 2003. Two extraction wells are
present in the mall parking lot In the area of
highest concentrations- Groundwater flow at
the Arco Site is variable, generally flowing
toward a cone of depression around the
extraction wells. The oxtraction wells are
located approximately 800 feet northwest of
the Site near the main entrance to the mall
parking lot. The nearest monitoring well to
the Site is located approximately 350 feet
north of the Site and contained 0.674 ppb
toluene and 1.6 ppb x)lenes. All other
constituents of concern were not present
above method detection limits. Based on the
distance of the area of known contamination
and the on -going remediation of the facility
this listing does not represent a recognized
environmental condition to the Site. However,
in the event that future renovations will impact
the mall parking lot north of the Site, further
inv9s atio

The facility received no further action status in

A release was reported at the facility in 1992
and the facility is undergoing active
