The city's Department of Community Development is in receipt of your request to modify the approved
NWCC Center Plaza — Fire Damage Rebuild site plan. The project was granted Process III approval on

March-26, 2018. According to the Flay '10, 2018, July 25, 2018, and August 13, 2018, submittals of a revised
site plan, exterior elevations, and landscaping plan, or modifications to the site and building are requested.
The proposal is to locate a new trash enclosure on the west side of the property, establish a bank drive-thru
on the north side of Building A, and revise the parking lot layout.
The request for site plan modification is hereby approved as conditioned. There are no changes to exterior site
access points, easements, or impacts to the environment with the requested site plan modifications. Pursuant to
Federal Way Revised Code (FWRC) 19.15.090(3), the modification request is consistent with city codes.

7. Trash Enclosure — A condition of approval of the Use Process III stated, "Per FYV`RC 1915.090(3), a
Site Plan Modification (Administrative Decision) is required for the new trash enclosure." This site plan
modification proposal involves locating a new trash enclosure on the west side of the property within an
existing parking area. It is not a required enclosure; it will be an addition to the site which must comply
with code.
The trash enclosure will not be located within a required setback and will require the removal of existing
parking spaces. The applicant provided a parking analysis. The enclosure is required to be screened from
abutting properties and public rights -of -way by a 100 percent sight -obscuring fence or wall and
appropriate landscape screen (FVv'RC 19.125.040[4]). The submittal shows a emu wall enclosure with
corrugated metal panel doors surrounded by arborvitae.
Bank Drive-Thru — The proposal involves establishing a bank drive-thru on the north side of Building
A. FWRC 19.225.020(4) allows drive -through facilities for banks. Access to and from drive -through
facilities must be approved by Public Works. Drive -through facilities must be designed so that
vehicles will not block traffic in the street while waiting in line and will not unreasonably interfere
with the on -site traffic flow. The applicant submitted a traffic analysis. Per FWRC 19.230.030 (note
43), access to and from the drive-thru facility has been reviewed by the Public Works Department.
The drive-thru facility is designed so that vehicles will not block traffic in the street while waiting in
line and will not unreasonably interfere with on -site traffic Dow. The incorporation of the drive thru
will eliminate a previously planned landscaping area. The applicant submitted a revised landscape
plan, The landscaping that was proposed between buildings A and B was not required and will not be

Parking Lot Revisions — The proposal involves revisions to the parking lot layout. Some regular
spaces will be converted to compact and additional compact spaces will be re-e5tablished on the east
side ♦: the site • replace spaces lost during the 2 I't Avenue South city road project. As depicted on
the site plan, the minimum parking stall dimensional requirements are met. The applicant provided a
parking analysis, which demonstrates that the addition of the trash enclosure will not create a non-
conforming situation as the parking lot revisions will add spaces back to the site. Required parking
will need to be reviewed with each tenant improvement building permit and Zoning Compliance
Review Change of Use as may be required for uses not previously established on the site.
11 Community Design Guidelines — The incorporation of the bank drive-thru will involve the removal of
planned canopies on the north side of the building. The canopies were not required. The applicant was
asked to incorporate safe accessible pedestrian paths at both ends of the drive-thru, and the revised
plans show these paths. FWRC 19.115.050(4)(b) states: "Pedestrian pathways and pedestrian areas
should be delineated by separate paved routes using a variation in paved texture and color, and
protected from abutting vehicle circulation areas with landscaping. Approved methods of delineation
include: stone, brick or granite pavers; exposed aggregate; or stamped and colored concrete. Paint
striping • ♦ as a method of delineation is not encouraged." This shall be made a condition •:
approval of this site plan modification.
11. Stormwater — Public Works Development Services has reviewed the submittal and has the following
conditions of approval:
a. Prior to final inspection of the building permit, the applicant shall verify that the design meets
the required clearance distance for the recycle and waste hauler in accordance with FW`RC
19.125.150.

13. Water and Sewer (Lakehaven) — Lakehaven does not have any comment on the proposed
modifications (new trash enclosure area, new bank drive thru, new parking lot layout) to the
previously approved site plan; except to note that a separate Lakehaven Sewer Service Connection
Permit will be required to connect the new covered trash enclosure area drain to Lakehaven's sewer
system. As of August 29, 2018, the sewer service connection for the trash enclosure (S SCP 28495) is
either complete, or nearly complete.
14. Fire — South King Fire & Rescue reviewed the proposed modifications and has no comment on the
land use approval.

through operations at the proposed 3,600 SF Sound Credit Union located within Building A of the
Center Plaza shopping area. The purpose of this memorandum is to document the future trip
generation and potential queuing impacts to on -site internal circulation.

development site has designed space for I vehicle at the window and 3-4 vehicles to the extents of
the drive -through lane for a total of 4-5 vehicles contained completely within the drive -through lane.
The site has a 26-foot wide two-lane north -south drive aisle with the parking lot directly east of the
drive -through lane. The drive aisle in the parking lot is located approximately 180 feet from the 2 1
Avenue S access. A site plan is included in the attachments of this memo.
Trip Generation
The new proposed 3,600 SF of bank with drive -through will generate 234 ADT with 24 new AM
peak -hour trips (12 inbound/12 outbound) and 48 PM peak -hour trips (24 inbound/24 outbound). The
trip generation summary is included in Table 1.

Way with similar square footage reported an average of 18 teller window transactions per day base
on two weeks of transaction data provided by the client. Based on ITE data, approximately 2 1 % •
the banks trips are anticipated to occur during the PM peak -hour; which equates to 4 teller windo
transactions occurring during the PM peak -hour.

Gibson Traffic Consultants, Inc. (GTC) has been requested to provide a queuing analysis for the
remodel of the Sno Falls Credit Union with the removal of the teller window on the west side of the
building and the addition of and Interactive Teller Machine (ITM) on the east side of the new
building located at 9025 Meadowbrook in Snoqualmie. The ATM that is standalone from the
building will remain with the remodeled building and new ITM.
Through discussions with the credit union manager, Tim Williams, queue data at the teller windo
was collected on Tuesday June 19, 2018 from 3:15 PM to 5:30 PM and on Wednesday an]
PM. CollectinN data at the existin�_i credit unio
ieller window seemed to be the most reasonable representation of clientele and operation for t
queuing analysis of the proposed ITM.
Data from the three days shows that the maximum queue observed on either day was 1 vehicle
vehicle at the teller window/tube and I vehicle waiting to use the teller window). On the first d
this occurred once at 3:31 PM. On the first day there were a total of 5 vehicles over the 2-hour
15- minute period that used the teller window, one vehicle every 27 minutes, with an avera
service rate, time in to time out, of 5 minutes and 2 seconds.
On the second day there were a total of 12 vehicles over the 6-hour period that used the tell
window/tube, one vehicle every 30 minutes, with an average service rate, time in to time out, of
minutes and 15 seconds. A queue of I vehicle occurred twice, once at 3:53 PM and again at 4:3
PM.
On the third day there were a total of 14 vehicles over the 6-hour period that used the tell
window/tube, one vehicle approximately every 25 minutes, with an average service rate, time in•
time out, of 3 minutes and 51 seconds. A queue of 1 vehicle occurred twice, once at 12:35 PM
again at 3:23 PM.

Based on the three days of observations there was no one time period that stood out as a peak -hour,
the closest would be from 3:30 to 4:30 PM when there were 3 vehicles the first day, 4 vehicles the
second day and 2 vehicles the third day during that hour.
Based on the proposed design there will be room for a minimum of 2 full size vehicles to queue
behind the vehicle at the ITM before impacting the access easement. From the data collected at the
site and a maximum queue ever observed of I vehicle there would be no overflow onto the access
easement.
Recommendations

have been clouded in addition to the summary of the changes contained in this letter. Please feel free to

tables. Additional information has been added to the tables clarifying the uses and number of
compact stalls provided. The tables only reference the uses and parking required / provided for the
Buildings A, B and C.
c. The site plan addresses both the existing parking totals at the time of this application and the
proposed parking totals upon completion of the project
d. The Landscape Plan has been updated to reflect the changes associated with the addition of

anticipated location of a drive -up ATM machine. The details for the banking equipment in the drive-

normally occupied.
f. The Civil documents are being updated and will be submitted Public Works to review the impact
of the drive-thru changes on the approved documents.
g. The site plan has been modified to reflect a layout that uses the correct minimum size stalls
throughout the site.

these drawings were revised and submitted for review as part of this requested Site Plan
Modification. Instead, a new Sheet SD-01 was submitted and labelled as "Site Plan," along with
Sheets G-001 and SD-02.
b. Sheet SD-01 contains tables regarding required parking for each building on the subject property.
Please supplement these tables with the F\VRC code required parking ratios for the various uses, and
also show the total building square footage for Buildings A-C. In addition:
i. It is unclear if the proposed bank has been factored into the parking table for Building
A. FVVRC 19.225.020 categorizes bank use as "retail," with a -required parking ratio of
1 space for each 300 square feet of gross floor area.
ii. For reference, per FWRC 19.130.170, in the City Center -Core (CC-C) zone the
applicant may designate up to 40 percent of the number of parking spaces for
compact stalls if the parking lot has more than 20 spaces.
c. The amended site plan shows some of the existing parking areas being converted to compact stalls.
Provide an analysis on the plan that shows, the previous number of stalls on the subject property and
how many Nvill be added to the site with the stalls converted to compact; also, factor in ffie removal
of stalls for the addition of the new trash enclosure.

Building A. With the proposed site plan modification, a drive-thru will be located there instead; the
approved landscap�ing pjasi must be arnended.
e. On the approved elevation drawing (Sheet A-201), does the north elevation reflect the proposed
bank ten -ant I or does the sheet also need to be updated? Are there doors planned on that side that
will exit out into the drive-thru? Sheet A-201 may require updating.
f. The civil plans submitted have no changes from the set that was approved with the land use decision
(other than the date), so why were these submitted?
g. On Sheet SD-02, the compact angled parking stall detail shows an 8 x 15 foot space. The city's
Parking Lot Design Criteria handout (enclosed) specifies 8 x 18 feet for a 45 degree compact space.
h. See the Traffic Division comment below regarding pedestrian paths. FWRC 19.115.050(4)(b) states:
"Pedestrian pathways and pedestrian areas should be delineated by separate paved routes using a
variation in paved texture and color, and protected from abutting vehicle circulation areas with
landscaping. Approved methods of delineation include: stone, brick or granite pavers-, exposed
aggregate; or stamped and colored concrete. Paint striping on asphalt as a method of delineation is
not encouraged." Update the site plan accordingly.

a. Per FVVRC 19.125.040.4, all trash enclosures shall be screened from abutting properties and/or
public rights -of -way by a 100 percent sight -obscuring fence or wall and appropriate landscape screen.
b. Per FWRC 19.125.040.2, all outside storage areas shall be fully screened by Type I landscaping a
minimum of five feet in width, as described in FWRC 19.125.050.1.

4. The site plan has depicted a modification to permit drive up banking. This side of the building is a rated
assembly due to the proximity of the building to the north. Please provide elevation drawings of this side
of the building showing the drive up window and other building modifications on the site plan. A code
compliant set of revised building plans demonstrating compliance with the applicable codes is required.
5. The trash enclosure requires a building perrnit with plans. Please provide the required number of copies
along with a building permit application. Further information can be obtained by contacting the Permit
Center at -criiiit.cents r@.cinoffederalxviv.com, or 253-835-2607.
6. The plans lack any of the required information to make a rational and code compliant assessment for the
drive up banking window and drive through access way. There are no details as to the removal of the
stairs, sidewalk, and retaining wall. The civil plans have no changes from the original civil plans that were
submitted with the original building permit, other than the date. The plans lack much information so no
building comments can be made regarding the drive up banking window or the access way.
7. The line to solid waste was included in impervious surface calculations submitted under the existing permit.
