Dear Mr.Elliott:
The City has completed the administrative review of your proposal,and the Process I application
is hereby approved.
BACKGROUND
The applicant proposes to remove existing book-drop drawers in order to install an automated
book drop system.The project requires some minor building alterations to install new book drops
compatible with the automated system.
The proposal has been reviewed in accord with Federal Way City Code(FWCC)Chapter 22,
Article N.B.,"Process I—Director's Approval,"and for compliance with the standards of the
FWCC contained in: Chapter 22,Article XI,"District Regulations,"for the Community Business
(BC)zone,and applicable sections,if any,of Chapter 22,Article IV,"Nonconformance"; Article
XIII,"Supplementary District Regulations";Article XIV, Critical Areas";Article XV,Parking";
Article XVI,"Improvements"; Article XVII,"Landscaping"; and Article XIX,"Community Design
Guideline."
CONCLUSIONS
Based on our review and the forgoing findings,the proposal is found to be consistent with the
Federal Way Comprehensive Plan(FWCP),FWCC,and with the public health, safety,and
welfare.Approval of the project is recommended.
PROCEDURAL INFORMATION
The effective date of the decision is November 9,2005.The decision may be appealed in the
form of a letter delivered to the Department of Community Development Services(33325 8`h
Avenue South, PO Box 9718,Federal Way, WA 98063-9718)on or before November 23,2005,
by any person who submitted comments or received a copy of this decision.No work on the
proposal can commence until the end of the appeal period.

Because you are the only party of record,you can waive your right to appeal this decision by •
submitting a written waiver request to the address above.Approval is effective once the waiver
request is received,and work on the project can proceed immediately;provided you have
obtained the necessary building permits.The City must receive this waiver request in writing.
Unless modified or appealed, this Process I approval is valid for one year from the effective date
of this decision. If no further action is taken within one year,this decision will expire.A one-time
six-month extension may be granted only if a written request is submitted to the City's
Department of Community Development Services(address above)at least 30 days prior to the
expiration of the decision.
This decision does not constitute building plan approval and does not waive compliance with
future FWCC regulations,policies,or standards relating to this development.
The hourly Process I review fee is$59 per hour.Review and processing time for this project was
one hour.The total review is$59.00. After applying credit for the$59 fee paid at the time of
application,there are no fees due.

Regarding: Process I appeals waiver
We have applied for a building permit to install automated book return equipment
at the Federal Way Regional Library under the File No. 05-105366-00. A component in
the review process was an application for Process I, Director's Approval. The
application was approved effective November 9, 2005, and an appeals process of two
weeks commenced from that date.
Because we are the sole party of record we would like to waive our right to
appeal this decision, thereby ending the appeals period and enabling release of the
building permit.
