Formal process I plans were submitted on October 27, 2009. The zoning for the site is Office Park(OP)and the library is permitted as a government facility within the OP zoning district pursuant to Federal Way Revised Code(FWRC) 19.235.080,"Government Facility." According to submittal documents, the applicant proposes to remove the existing 575 square foot barrel- shaped canopy and replace it with a 450 square foot shed-roof style canopy. The new canopy will sit lower on the southern building facade than the existing canopy and will feature similar forms, geometrics, steel and glass materials,and lighting details as the building addition currently under construction on the opposite side of the building. Existing building walls would be repainted to harmonize the overall library building look. The proposed canopy replacement does not reduce required parking, landscaping,buffering, open space, or public areas; does not change the location of utilities or easements;maintains pedestrian connections; is consistent with the approved architectural design of the site; and creates no impacts to sensitive areas or significant trees. Based on the City's review,the Process I application to replace the entry canopy is administratively approved. Building permit review is required for the proposed canopy replacement. Building permit application 09-104363-CO has been received,but has not been routed yet as we are awaiting payment. This decision shall not waive compliance with future City of Federal Way codes,policies, and standards relating to this project site. The effective date of decision is November 19,2009, or three days from the date of this letter. Pursuant to FWRC 19.55.050(1), any person who received notice of the administrative decision may appeal this decision to the Federal Way Hearing Examiner by December 3,2009(14 days from the effective date of decision). As discussed, we are requesting a modification to an approved site plan- FILE#08-101272-00-PC. When King County Library System planned the expansion of the existing Federal Way Regional Library, the scope was limited to a 9,000 sf building expansion and minor renovations within the 25,000 sf library facility. Due to a limited budget, no work was planned at the existing building entry and canopy. Because bids for the original expansion scope came in lower than planned, and the fact that the existing entry canopy is in need of major repair work, KCLS would like to proceed with plans to replace the existing 575 sq. ft. canopy with a new 450 sq. ft. entry canopy. In keeping with the design concepts expressed in the expansion pavilions(located at the east and north sides of the existing facility)the new canopy will consist of similar forms, geometries, materials and details. As with the new pavilions, the new canopy will be constructed mainly of steel structure and glass and will reinforce the design concepts expresses at the expansion pavilions of"Lantern in the Forest". Lighting will be integral to the design, and will include linear fixtures mounted along the structural steel and recessed down lights at the soffit surface adjacent to the entry doors. The new canopy will be light-filled and welcoming, while offering shelter for patrons. It will be scaled appropriately to offer protection from wind and rain and a safe, well-lit place for patron drop off/pick up. We believe that improvements at the building entry will make a big impact by helping to unify SEATTLE the expansion with the existing building. The renovation will feel more complete, rather than Pier 56 1201 Alaskan Way,#200 being just an addition in back of the library. It will offer a more cohesive experience, tying the Seattle,WA 98101 entry with the expansion, creating a welcoming, light filled entry to library patrons.
