Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held August 20, 2015. We hope that the information discussed at that meeting was
helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the city's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South King
Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information handouts
are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing
your formal application, please refer to the complete FWRC and other relevant codes for all additional
requirements that may apply to your project.

PROJECT DESCRIPTION

MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review. These issues can change due to modifications and revisions in the plans.
These major issues only represent comments that the DRC consider most significant to your .project and do
not include the majority of the comments provided. The major issues section is only provided as a means to
highlight critical requirements or issues. Please be sure to read the entire department comments made in the
next section of this letter.

• Planning Division

The City of Federal Way is required to comply with the provisions of our Department of Ecology
Western Washington Phase II Municipal Stormwater Permit, including regulations regarding vesting. To
this end, the city has adopted the 2009 King County Surface Water Design Manual (KCSWDM), along with a
Federal Way Addendum to the KCSWDM. A revised KCSWDM is anticipated in 2016. A complete land use
permit application submitted before the adoption of the new manual will be vested to the 2009
KCSWDM, subject to the provisions of S5.C.4 of our Western Washington Phase II Municipal
Stormwater Permit. Currently, to remain under the 2009 KCSWDIVL a project must begin construction '
prior to January 1, 2022. If the Department of Ecology requirements change, the city is obligated to
enforce these changes.
• Public Works Traffic Division
1. A Transportation Concurrency permit is required per FWRC Chapter 19.90, if the development
generates net new trips during the Weekday PM peak period.
2. A Traffic Impact Fee CITF) payment per FWRC 19.91 is required.
3. A trip generation study to determine the number of trips generated by the proposed development is
required per FWRC 19.135.050.
4. Construct street frontage improvements and right-of-way dedication along the property frontage on
SR 99 and South 376th Street per FWRC 19.135.040.
5. The current proposal needs to meet access management standards per FWRC 19.135.280.
• Lakehaven Utility District
1. Lakehaven has no record of a formal easement that covers existing Lakehaven water main/facilities
on the property. If the applicant has record of such easement, provide a copy to Lakehaven;
otherwise, execution of a formal easement is required.
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions, please contact the
representative listed for that section.
Planning Division (Stacey Welsh, 253-835-2634, star .welsh rgcityoffederalway .corn)
1. Zoning Designation and Use — The subject property is designated Suburban Estate (SE). The proposed use is
a cemetery, which is a permitted use in the SE zone as listed within and subject to the regulations set
forth in the Use Zone Chart of FWRC 19.15.030.3 and 19.195.170.

2. Land Use Application —Per the zone chart, the project requires a Process IV Land Use application. Process
IV is an administrative review conducted by city staff, with a final decision issued by the Hearing
Examiner following a public hearing. The Process IV decision criteria are contained in FWRC
19.70.150.2(a)-(�.
a. Site Plan — The submitted site plan (Sheet L2) needs more color variation, not shades of
green for almost everything on the plan. Reconcile the project details shown/not shown
between Sheets L1 and L2.
b. Appltxfisn — Clarify if two or four parcels will be included in the request.
3. State Environmental Policy Act (SEPA) — The project is subject to environmental review under the State
Environmental Policy Act (SEPA) as the proposal exceeds flexible thresholds (grade/fill of more than 500
cubic yards of material) pursuant to FWRC 14.15.030.1(e). The city may utilize the optional SEPA
Determination of Nonsignificance (DNS) method of combined land use and SEPA notifications when
environmental checklists are thoroughly completed. The optional DIMS process allows a combined
project and anticipated environmental determination public notice period that expedites the overall land
use application process. An, environmental threshold determination made by the Director of Community
Development must be issued prior to land use or building permit approval.
4. Land Use Review Timeframes - The Planning Division will notify the applicant of application status within
28 days of submittal. If the application is determined complete, staff will issue a Letter of Complete
Application. The FWRC limits the administrative review to 120 days from the date of a complete
application. The 120-.day review period will stop any time the applicant has been requested by the city to
correct plans, perform required studies, or provide additional information needed to issue a decision. The
review period will begin within 14 days following submittal of requested items. Please be advised that any
request for corrections and/or additional information must be provided within 180 days of written
notification, or the land use application will expire.
5. Public Notification — Process IV applications and SEPA determinations require a public notice and 15-day
comment period. Within 14 days of issuing the Letter of Complete Application, a Notice of Application
and Optional DNS will be published in the Federal Way Mirror, mailed to persons within 300 feet of the
subject property, posted on the subject property, and placed at the city s three designated notice boards.
6. Term ofApproval — FWRC 19.15.100.2 states that development activity approved through Use Process IV
must be substantially completed within five years of approval. The code section goes on to say that if
phased construction is proposed., the time limits of this section may be extended in the decision on the
application, to allow for completion of subsequent phases.
While recognizing that the cemetery land use is one that involves a long-range planning horizon, it is not
typical or consistent with the intent of code to approve a land use action for 50 years. The applicant must
provide justification for the length of the requested approval, along with details of the projected phases
and project list.
7. General Zoning Regulations — The Use Zone Chart of FWRC 19.195.170 provides regulations for the
proposed use, a cemetery, a permitted use in the SE zone. The following is only a portion of the zoning
regulations governing the proposed use in the SE zone. The applicant should consult the referenced use
zone chart prior to submitting a master land use application:

a. Required Yards, Lot Coverage, Bw1&,vg Height — Required yards, lot coverage, and building height for a
cemetery are:
i. Front/side/rear setbacks — Determined on a case -by -case basis.
ii. Maximum lot coverage — 75%.
iii. Maximum building height —Determined on a case -by -case basis.
b. Parking— Determined on a case -by -case basis. Please provide an analysis of current parking and
demand associated with proposed improvements.
c. Special Regulations & Notes
i. The city may permit this use only if it meets the following criteria:
1. It will not unreasonably interfere with any nearby residential uses.
2. The streets and utilities serving the subject property can support the traffic and
demand generated by the proposed use and activity.
3. Any undesirable effects of impacts from this use are clearly outweighed by its
benefits.
ii. The city may impose limitations to reduce or eliminate any undesirable effectors or impacts of
this proposed development. This may include, but is not limited to, limiting the hours of
operation of the uses and facilities on the subject property.
8. Landscaping— Landscape requirements are contained in FWRC Chapter 19.125, "Outdoors, Yards, and
Landscaping." Following are the key landscape requirements for the project.
(a) A landscape plan prepared by a Washington State licensed landscape architect shall be submitted
with the formal application. Please follow general guidelines outlined in FWRC 19.125.040(1)
through (28) when preparing the site plan and planting schedule.
(b) Per FWRC 19.125.060(1), for properties within the SE zone:
a) Type III landscaping ten feet in width shall be provided along all property lines of
nonresidential uses in the SE zoning district in the area of the site where new
improvements are proposed.
9. Wetlands — Several wetlands exist on and adjacent to the subject property. Some of the wetlands were
previously delineated and documented between the years 2004-2005. The industry standard is that these
types of professional reports are valid for approximately five years (see FWRC 19.145.410.1). Therefore,
new reports prepared in conformance with the recently updated Critical Areas Ordinance contained in
FWRC 19.145 are required. There is an updated rating system for wetlands and a range of buffers
depending on the category, see FWRC 19.145.420.
FWRC 19.145.420.7 states that all wetland and wetland buffer boundaries shown on an approved use
process decision and/or building permit shall be honored regardless of subsequent regulatory buffer
increases or natural migration.
FWRC 19.145.440 addresses development within wetland buffers. The applicant must demonstrate the
criteria of this section are met in order to make improvements in wetland buffers, including trails and
stormwater management facilities as detailed in FWRC 19.145.440(2) and (3):

`19.145.440 Development within wetland buffers.
(1) Generally. Except as allowed in this section, no development or improvement may be located
within a wetland buffer.
(2) Trails. The director may provide written approval for passive pedestrian recreation facilities
designed in accordance with an approved critical area report and the following standards:
(a) Trails are composed of pervious surfaces no more than five feet in width. Raised boardwalks
and wildlife viewing structures composed of non -treated pilings may also -be considered;
(b) Trails are generally located parallel to the perimeter of the wetland and within the outer 25
percent of the buffer; and
(c) Trails shall avoid the removal of mature trees.
(3) Stormwater management facilities. The director may provide written approval for stormwater
management facilities limited to stormwater dispersion butfalls and bioswales within the outer 25
percent of the buffer of category III -and IV wetlands if the location of such facilities.will not
.degrade the functions or values of the wetland:"
The improvements shown on the site plan within wetland buffers would not be approved as part of the
Use Process IV land use application for the cemetery use. A separate application submittal and approval
for wetland buffer intrusions is required. The applications can be processed together. Any actions not
requested for approval at this time need to be applied for in the future.
Streams— A.portion of the Hylebos is located on the subject property. This feature must be delineated on
the submitted site plan in conformance with FWRC 19.145. The applicant must demonstrate the criteria
of the FWRC are met in order to make improvements, including construction of a footbridge over the
stream. Requests for stream crossings must meet a high standard, pursuant to FWRC 19.145.320. FWRC
19,145.270 and .330 address development within stream buffers. The improvements shown on the site
plan within the stream buffer would not be approved as part of the Use Process IV land use application
for the cemetery use. A separate application submittal and approval for stream buffer intrusions is
required. The applications can be processed together. Any actions not requested for approval at this time
need to be applied for in the future.
10. GeolAgically Ha.ZardousAreas — Portions of the site are located within an Erosion Hazard Area. The site plan
shows erosion prone areas and areas with existing slopes greater than 40%. A professionally prepared
geotechnical report is required as part of the application submittal per FWRC Chapter 19.145.250. All
development activities on or within 50 feet of a geologically hazardous area are subject to the Critical
Areas Ordinance, see FWRC 19.145.220.
11. Critical Ares Review dam' Optional Direct Services Prrmgr m — The applicant is responsible for providing critical
areas reports to the city and for covering the cost of the city's consultants who may review the reports.
The city has a Critical Areas Review Optional Direct Services Program, which provides another option for
obtaining the services of a qualified consultant (see enclosed handout).
12. Tree Density Requirements — A tree and vegetation retention plan as required under FWRC 19.120.040(2)
must also be submitted with the Process III application. The tree and vegetation retention/replacement
plan must be prepared by a certified arborist or certified landscape architect. The standards require each
development to maintain a minimum tree unit density. As required under FWRC 19.120.130(2), the
minimum tree density in the SE zone is 25 tree units per acre. The subject property's density would be
1,397 tree units (25 tree units x 55.87 acres).

A tree unit is a value assigned to existing trees retained on the property, or replacement trees. The larger
the tree, the greater value it is assigned. Required tree density can be composed of retained trees and
replacement plantings per FWRC 19.120.130. The tree and vegetation plan must explain where the 1,397
tree units are to be located. Staff will consider a sampling concept to map tree units site wide. The formal
landscape plan must detail information about tree unit credits and replacement as appropriate.
If an applicant cannot provide for the minimum tree units per acre on site, off -site mitigation or fee -in -
lieu payment to the city's urban forestry account may be approved by the Community Development
Director. See FWRC 19.120.140 for off -site mitigation and fee -in -lieu payment requirements.
13. Clearing & Grading — The applicant is required to obtain clearing and grading plan approval as a
component of Process IV approval. Consult FWRC 1.9.120.040(1) for items that are required to be
included on the plan, including the anticipated amounts of cut and fill. Review FWRC 19.120.060(2)(c)
and 19.120.090.3 with regard to longer time frames -for clearing/grading on a project.
14. Community Design Guideline — Review of the .proposal under -the city's design guidelines, FWRC Chapter
19.115, is required for the project and will occur in conjunction with the use process. The principal
applicable guidelines for the project are noted below. However, this does -not necessarily include all
applicable guidelines, and project designers must consult -the guidelines in their entirety in preparing an
application. The application must include a written narrative identifying how the proposal complies with
the applicable design guidelines.
a. FWRC 99.9 95.050 Site Design — Refer to all sections of this chapter for site design standards. Key

15. Crime Prevention Though Environmental Design — Implement Crime Prevention through Environmental
Design (CPTED) principles to reduce opportunities for criminal activities to occur (see FWRC
19.115.010[2]). The city's Police Department and Planning Division will evaluate the formal application
and review for compliance with CPTED principles. A completed CPTED checklist (enclosed) must be
submitted with your application. CPTED includes:

a. Natural Surveillance —Promote visibility of public spaces and areas.

Land Use Issues — Stormwater
1. The City of Federal Way is required to comply with the provisions of our Department of Ecology
Western Washington Phase II Municipal Stormwater Permit. Section 5.C.4.a. of the permit provides a
definition of "application" and application deadlines that the developer should bear in mind as this
project is planned. If the Department of Ecology requirements or dates change,the city is obligated to
enforce these changes.
2. Current surface water runoff control and water quality treatment requirements are outlined in the 2009
King Coun y Surface Dater Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009
KCSWDM. A revised KCSWDM is anticipated in 2016. A complete land use application submitted prior
to adoption of a new manual will vest the project to the 2009 KCSWDM, provided construction begins on
or before January 1, 2022 (Western Washington Phase II IVluriicipal- Stormwater Permit Section 5.C.4.a.).
3. This project meets the requirements for a Full Drainage Review.•At the time of land use site plan
submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to
the eight core and five special requirements of the KCSWDM will be required. A Level 1 downstream
analysis shall also be provided in the preliminary TIR. The city has 1" = 100', five-foot contour
planimetric maps that may be used for basin analysis.
4. Currently, the project lies within a Conservation Flow Control Area; thus, the applicant must design flow
control facilities to meet this performance criteria. In addition to flow control facilities, Best Management
Practices (BMP's) are required as outlined in the KCSWDM. The project also lies within an Enhanced
Basic Water Quality Area. Water quality treatment shall be designed to meet the treatment criteria of the
Enhanced Basic Water Quality Menu.
5. In addition to the KCSWDM, our initial review suggests that FWRC 19.30.120, "Nonconforming Water
Quality Improvements," applies to this site. Specifically, the following items may be applicable:
"La. Redevelopment which involves the creation or addition of impervious surfaces having an area of
5,000 square feet or more;
"1.b. Redevelopment which involves the construction or replacement of a building footprint or other
structure having a surface area of 5,000 square feet or more, or which involves the expansion of a
building footprint or other structure by 5,000 square feet of surface area or more;

"1.c. Redevelopment which involves the repair or replacement of 5,000 square feet or more of an
impervious surface, when such redevelopment is not part of a routine maintenance activity;
"1.d. Redevelopment which involves the collection and/or concentration of surface and/or stormwater
runoff from a drainage area of 5,000 square feet or more;
"Le. Redevelopment which contains or directly discharges to a floodplain, stream, lake, wetland, or
closed depression, groundwater recharge area, or other water quality sensitive area determined by
the Public Works Director, based on a written map, policy, water quality monitoring data or plan
in existence or implemented by the Director prior to submission of a redevelopment application
which is determined to trigger application of this subsection, or based on information developed
during review of a particular redevelopment application;
"1.f. Redevelopment which involves a change in use, and the changed use has a potential to release:a
new pollutant(s) to surface water systems within the City. For the purposes of this subsection,
"new pollutant(s)" means a pollutant that was not discharged at that location immediately prior to
the change in use, as well as a pollutant that was discharged in less quantities immediately prior to
the change in use;
"1.g. Redevelopment, other than normal maintenance or other than -the tenant improvements, but
including any increase in gross floor area, in any one consecutive 12-month period which exceeds
50 percent of the assessed or appraised value (whichever is greater) of the structure or
improvement being redeveloped. The applicant may provide an appraisal of the improvement.
The appraisal must be from a source acceptable to the City. The Director may require the
applicant to provide an appraisal from a second source acceptable to the City if the assessed
valuation appears to be inaccurate or inappropriate. If more than one appraisal is provided by the
applicant or required by the City, the greater of the two amounts shall be used. For purposes of
this determining value under this section, improvements required pursuant to FWRC Sections
19.30.090 (nonconforming development), 19.30.110 (street/sidewalk improvements), 19.30.120
(nonconforming water quality improvements) and 19.135.030 (street/sidewalk improvements)
shall not be counted towards the 50 percent threshold which would trigger application of this
subsection;"
When one or more of these criteria apply, water quality treatment for the entire site will be required to
meet current standards, including runoff from all new and existing pollution generating surfaces.
6. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must
be provided to verify infiltration suitability. .
7. Detention and water quality facilities must be above ground (i.e. open pond). Underground facilities are
allowed only with approval from the City of Federal Way Public Works Department.
8. Show the proposed location and dimensions of the detention and water quality facilities on the
preliminary plans.

9. If more than one acre will be disturbed during construction, a National Pollutant Discharge Elimination
System (NPDES) construction storm water permit may be required. Information regarding this permit
can be obtained from the Washington State Department of Ecology by calling 360-407-6048, or at

10. If work is to be done below the ordinary high water mark, a Hydraulic Project Approval (HPA) permit
may be required. Information regarding this permit can be obtained from the Washington Department of
Fish and Wildlife.
Right -of -Way Improvements
1. See the below Traffic Division comments from Senior Transportation Planning Engineer Sarady Long,
for traffic related items.
2. If dedication of additional right-of-way is required to install street frontage improvements, the dedication
shall be conveyed to the city through a statutory warranty deed. The dedicated area must have clear title
prior to recording.
3. All stormwater treatment and detention requirements outlined above shall apply to new improvements
required within the public right-of-way.
4. FWRC 11.05.110 requires that overhead utility lines be relocated underground if over 500 feet, or 3 spans
are affected by a project. This condition will be applied to Pacific Highway South.
Building (or EN) Permit Issues
1. Engineered plans are required for clearing, grading, road construction, and utility work. Plans must be
reviewed and approved by the city. Engineering review fees are $824.50 for the first 12 hours of review,
and $68.00 per hour for additional review time. A final TIR shall be prepared for the project and
submitted with the engineering plans. Both the TIR and the plans will require the signature/seal of a
professional engineer registered/licensed in the State of Washington.
2. The Public Works Development Standards Manual (including standard detail drawings, standard notes, and
engineering checklists) is available on the city's websitecityoffcdetalway.com/inde-x.aspx?nid-!Ll)
to assist the applicant's engineer in preparing the plans and TIR.
3. Bonding is required for all street improvements and temporary erosion and sediment control measures
associated with the project. The bond amount shall be 120 percent of the estimated costs of the
improvements. An administrative fee deposit will need to accompany the bond to cover any possible
legal fees in the event the bond must be called. Upon completion of the installation of the improvements,
and final approval of the Public Works Inspector, the bond will be reduced to 30 percent of the original
amount and held for a two-year maintenance period.
4. The developer will be responsible for the maintenance of all storm drainage facilities (including the
detention and water quality facilities) and street systems during the two-year maintenance period. During
that time, the Public Works Inspector will make periodic visits to the site to ensure the developer's
compliance with the maintenance requirements. Upon satisfactory completion of the two-year

maintenance period, the remainder of the bond will be released. Maintenance for public roads and
subdivision drainage facilities then become the responsibility of the city. Maintenance for private roads
and drainage facilities, including short plats, remain the responsibility of the individual property owners.
5. When topographic survey information is shown on the plans, the vertical datum block shall include the
phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are
called out.
6. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. Site plans shall be
drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans.
S. Provide cut and fill quantities on the clearing and grading plan.
9. Temporary Erosion and Sediment -control (TESC) measures, per Appendix D of the 2009 KCSWDM,
just be shown on the engineering plans.
10. The site plan shall show the location of any existing and proposed utilities in the areas affected by the
construction.
PUBLIC WORKS TRAFFIC DIVISION (Sarady Long, 253-835-2743, saradv.long a.ciiyoffederalway.com)
Transportation Concurrency Analysis (FWRC 19.90)
A concurrency permit will be required for the development if the project generate new weekday PM trips.
The concurrency analysis will be evaluated as each phase is submitted for applicable development
permits. The concurrency analysis will determine if adequate roadway capacity exists during the weekday
PM peak period to accommodate the proposed development project. Please note that supplemental
transportation analysis and concurrency mitigation may be required if the proposed project creates an
impact not anticipated in the six -year Transportation Improvement Plan (TIP).
2. Per the Institute of Transportation Engineers (ITE) Trip Generation -- 8th Edition, Land Use Code 566
(cemetery), the proposed project is estimated to generate approximately 0.84 PM Trips per acre of grave site.
Staff is unable to determine trip generation for the proposed development using the Institute of
Transportation Engineers ITE's Trip Generation due to lack of information on the total acreage of the
new/proposed graves site. The applicant needs to provide this information and depicted clearly on the
submitted plans. Alternatively, the applicant's traffic engineer may submit a trip generation study to
determine the number of trips generated by the proposed development. At a minimum, the trip
generation study shall include three (3) studies for similar land use and settings approved by the Traffic
Division. The methodology for determining the trip generation shall be based upon the guidelines
established in the most recent edition of the ITE Trip Generation Handbook.
4. If the project generates new PM Trips, the concurrency permit application fee is ,$344.50 for 1 to 10 trips
and,$3,374.50 for51 to 500 trips. The concurrency applicant fee must be paid in full at the time the
concurrency permit application is submitted with the land use application. The fee may change based on
the new weekday PM peak hour trips as identified in the concurrency trip generation. The applicant has

the option of having an independent traffic engineer prepare the concurrency analysis consistent with city
procedures; however, the fee remains the same.
Transportation Impact Fees (TIF) (FWRC 19.91)
1. Staff is unable to provide the estimated traffic impact fee for the project at this time. Once the trip
generation is known, staff will be able to provide the estimated impact fee. Please note, the actual impact
fee will be calculated based on the fee schedule in effect at the time a permit application submittal is filed
and must be paid prior to permit issuance.
Street Frontage Improvements (FWRC 19.135)
1. Based on the submitted materials, it appears that some of the phases may meets the 25 percent threshold
criteria for requiring street frontage improvements as identifted•in the FWRC 19.135,030. The applicant/
owner may submit an appraisal for the subject property, or King County Assessor's records may be used.
The Development Services Division will evaluate this data to determine if the project actually meets the
city's 25 percent threshold for requiring street frontage improvements.
2. The applicant/owner would be expected to construct street improvements consistent with the planned.
roadway cross -sections as shown in Map III-4 of the Federal Way Comprehen ive Plant (FWCP) and Capital
Improvement Program (CIP) shown as Map III-19 (FWRC 19.135.040). Once the trip generation has
been completed and approved, staff will conduct a limited analysis to determine the required street
improvements. If the improvement is warranted, the applicant would be expected to construct
improvements on the following streets to the city's planned roadway cross -sections:
SR-99 is a Principal Arterial planned as a Type "E" street, consisting of a 64-foot street
with curb and gutter, 6 inch planter strips with street trees, 8 foot sidewalks, and street
lights in a 98-foot right-of-way. Assuming a symmetrical cross section, the existing 100-
foot right-of-way will be adequate to accommodate the improvement.
South 376th Street is a local road consisting of a 20-foot street with an 8 inch ditch, 5-foot
sidewalk, and street lights in a 52-foot right-of-way. Assuming a symmetrical cross section,
an additional 22-foot right-of-way dedication and half street improvements are required as
measured from the street centerline.
3. The applicant may make a written request to the Public Works Director to modify, defer, or waive the
required street improvements (FWRC 19.135.070). Information about a right-of-way modification
requests are available through the Public Works Development Services Division. Please note that these
modification requests currently have a nominal review fee.
4. Tapers and transitions beyond the project frontage may be required as deemed necessary for safety
purposes, taper rate shall be WS"2/60, or as directed by the Public Works Director.
5. WAC 468-52-040limits access on state highways to access spacing of 250 feet with only one access per
parcel. Pacific Highway South is access class "1," where left access may be permitted every 330 feet and
left -out access is only permitted at signalized intersections (FWRC 19.135.280).
6. Driveways that serve uses other than single-family residential uses and zero lot line townhouse
development have a maximum driveway width of 30 feet for a two-lane two-way driveway and 40 feet for

-a three -lane two-way driveway (FWRC 19.135.270). Driveway widths may be increased in order to
provide adequate width for vehicles that may be reasonably expected to use the driveway, as determined
by the Public Works Director.

There are no building relate issues that require comments or involvement.
LAKEHAVEN UTILITY DISTRICT (Brian Asbury, 253-946-5407, BAsbuty lakehaven.org)
1. Based on the submittal it appears no existing and/or future Lakehaven water/sewer facilities will be
required, desired, or affected by the proposed land use action. If any water utility conflicts are
encountered, the applicant should promptly contact Lakehaven for additional information.
2. Lakehaven has no record of a formal easement that covers existing Lakehaven water main/facilities on
the property. If the applicant has record of such easement, please provide a copy to Lakehaven;
otherwise, execution of a formal easement is required. The applicant can either prepare and submit to
Lakehaven (for review and easement preparation) the appropriate legal description (typical minimum 15-
foot width for single utility easements) and graphical depiction of the required easement area, or notify
Lakehaven to prepare a "blanket" type easement that would generally describe the existing facilities on
the property.
3. The site has one (1) existing irrigation water service connection/meter (SvcNo 3536, 2"). Lakehaven
records differ from the applicant's comments at the DRC meeting that all onsite irrigation was supplied
via a private well. Lakehaven staff will contact the facility to confirm actual use of this meter, for proper
utility billing purposes.
SOUTH KING FIRE AND RESCUE (Chris Ingham, 253-946-7244, Chris.Ia ham southldn fire.or
Require 20 feet for access to structures such as the office/assembly room. A narrow road is acceptable
through the rest of the site for medical aid responses; a minimum of 12 feet.
