Our investigation was conducted at the site of the proposed project to 1 collect information regarding subsurface soil/groundwater conditions, present our professional 1 opinion regarding the suitability of the subsurface materials and recommendations for geotechnical design parameters and bearing capacity for the proposed construction. GN Northern has prepared this report for use by Cushman & Wakefield in the design and construction of the proposed improvements. Do not use or rely upon this report for other locations or purposes without the written consent of GN Northern. This study was conducted in general accordance with our Proposal for Geotechnical Investigation dated May 1, 2017; notice to proceed was provided on May 1, 2017 by Mr. Decepida in the form of a digitally signed copy of the proposal. A site plan titled Test Fit - Site Plan - Draft V2, prepared by CESO, Inc. (dated 8/19/2016), was provide for our use. Our field exploration, consisting of seven (7) test -pits was completed on May 4, 2017. Locations of exploration are shown on the Site & Exploration Map (Figure 2, Appendix - I). Detailed test -pit logs are presented in Appendix II. This report has been prepared to summarize the data obtained during this study and to present our recommendations based on the proposed construction and the subsurface conditions encountered at the site. Results of the field exploration and laboratory testing were analyzed to develop recommendations for site development, earthwork, foundation, floor slab support, and pavement design. Design parameters and a discussion of the geotechnical engineering considerations related to construction are included in this report. Valvoline Instant Oil Change 1 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 �J CiF Northern, Inc. 2.0 PROPOSED CONSTRUCTION Based on preliminary information provided, we understand that proposed development at the site will include a new 2-bay, Valvoline Instant Oil Change building. We assume that the new building - ` will be a wood -framed structure and will include a basement level below the at -grade drive-thru i bays. Site development will also include a parking area, drive -lanes into the oil -change bays and a dumpster pad. Structural loading information was not available at the time of this report. Based on our experience with similar projects, we expect wall loads to be on the order of 2,000 plf and maximum column loads to be less than 50 kips. It shall be noted that the assumed loading is based on the limited preliminary information provided at the time of this report. If loading conditions differ from those described herein, GNN should be given an opportunity to perform re -analysis. Settlement tolerances for the structures are assumed to be limited to 1 inch, with differential settlement limited 1 to '/z inch. _l 3.0 FIELD EXPLORATION j Our field exploration was completed on May 4, 2017. A utility clearance was obtained prior to the field exploration. Seven (7) exploratory test -pits were completed at the project site at locations -� suggested by the client. Test -pits were excavated by Lloyd Enterprises using a CAT 420F excavator to depths ranging from approximately 9 to 14 feet BGS. Exploratory test -pits were logged by a GNN field engineer. Upon completion, the test -pits were loosely backfilled with the excavated soils. The exploratory test locations are shown on Site & Exploration Map (Figure 2, -� Appendix I). The soils observed during our field exploration were classified according to the Unified Soil Classification System (USCS), utilizing the field classification procedures as outlined in ASTM 1 D2488. A copy of the USCS Classification Chart is included in Appendix II. Photographs of the field exploration activities are presented in Appendix III following this report. Depths referred to in this report are relative to the existing ground surface elevation at the time of our investigation. The surface and subsurface conditions described in this report are as observed at the time of our J field investigation. A Valvoline Instant Oil Change 2 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 J I C�r Northern, Inc. -1 4.0 SITE CONDITIONS j The 0.67-acre project site is located along the east side of Pacific Highway South, —250 miles k north from the intersection with S. 3481h Street, in the City of Federal Way, Washington. The Property is located in the NE 1/4 of the SE 1/4 of Section 20, Township 21 North, Range 4 East, Willamette Baseline and Meridian. The site location and layout is depicted in Figures 1 & 2, jAppendix I. The site is bound to the west by Pacific Highway, to the south by existing commercial developments, to the east by undeveloped lot(s) and existing stormwater drainage facilities, and to the north by an existing auto parts store. y The parcel is currently vacant and undeveloped. With the exception of an approximate north -south I oriented 2- to 3-foot fill step crossing the eastern third of the site, the project site is relatively flat and generally level with adjacent properties. Surface conditions include a moderate to dense vegetation cover of brush and weeds. Approximate elevations (Google Earth) at the site range from 278 feet MSL to 284 feet MSL. f The history of past use and development of the property was not investigated as part of our scope I of services. A review of selected available historic aerial photos and maps of the site and vicinity indicate that previous development at the site included structures of unknow age or design. In addition to the noted trash and debris fill, buried remnants relating to previous developments could also exist in isolated locations throughout the site. 4.1 Regional Geology j The City of Federal Way is located southeast of the Puget Sound within the Puget Lowlands j physiographic province west of the Cascades. Based on published geologic maps of the project vicinity, the mapped geologic unit beneath the site is identified as Quaternary glacial till deposits. 4.2 Seismic Considerations As per the 2012 International Building Code (IBC), a Site Class `D' may be used for seismic design purposes (see Appendix VII). Site Class `D' corresponds to `stiff soil'. Liquefaction is the loss of soil strength from sudden shock (usually earthquake shaking), causing the soil to become a fluid mass. The project site is mapped by the Washington State Department of Natural Resources' Liquefaction Susceptibility Map of King County, Washington, as well as King County Flood Control District's Liquefaction Susceptibility map (Map 11-5), as having a `very low' liquefaction hazard. JValvoline Instant Oil Change 4 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 J <!;r Northern, Inc 5.0 SUBSURFACE CONDITIONS Based on the findings of our field exploration, surface and subsurface soils at the site consist of an upper, variably -thick layer of un-controlled/un-documented fill material with trash and debris, overlying the native gravelly/sandy strata. Fill soils were found to range in thickness from approximately 4.5 feet (TP-6) in the southwestern portion of the site, to as great as approximately 13 feet BGS (TP-4) near the northern portion of the site. Fill soils were generally characterized as silty sandy gravel with some cobbles, and trash & debris including: metal, asphalt, brick, concrete rubble, wood, newspaper, fabric, etc. Fill soils appeared to range from `loose' to `dense', and the excavation side walls were prone to caving. The soil matrix of the fill material appeared to originate from the native gravelly soils. The native underlying unit was classified as Poorly - Graded Gravel with Silt and Sand (GP -GM) with rounded cobbles, and Gravelly Silty Sand (SM). These native gravelly soils were noted to be `medium dense' to `dense'. Test -pit logs in Appendix II provide detailed stratification of the subsurface conditions encountered. 5.1 NRCS Soil Survey The soil survey map of the site prepared by the Natural Resources Conservation Service (MRCS) identifies the near surface site soils primarily as Everett-Alderwood gravelly sandy loams, with typical soil profile described as gravelly ashy sandy loam grading to very gravelly sandy loam and very gravelly coarse sand (Soil Survey, Appendix V). The parent material for theses soils are identified as glacial outwash and basal till with some volcanic ash. Per the soil survey, this unit generally consists of somewhat excessively to moderately well drained materials. NRCS data indicates that the capacity of the most limiting layer to transmit water (Ksat) is very low to high (0.00 to 5.95 in/hr). 5.2 Groundwater Groundwater was not encountered to a maximum depth of —14 feet BGS at the time of our exploration in early May 2017. To further assist in our evaluation, we reviewed the Washington State Department of Ecology (DOE) database of nearby well logs to estimate groundwater levels i j in the vicinity. Based on our review of a nearby well log, groundwater table is anticipated to be greater than 50 feet BGS in the area; well log is included in Appendix IV. Typically, groundwater Jlevels fluctuate with precipitation, irrigation, drainage, and regional pumping from wells. Groundwater is not considered to be a factor in design and construction at this site. Valvoline Instant Oil Change 5 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 J MNorthern, Inc. 6.0 SUMMARY OF FINDINGS & CONCLUSIONS j Conditions imposed by the proposed development have been evaluated on the basis of the assumed l elevations and engineering characteristics of the subsurface materials encountered in the �I exploratory test -pits, and their anticipated behavior both during and after construction. The f following is a summary of our findings and conclusions based on the data obtained from a review of selected technical literature and the site evaluation. 1 ➢ Based on the findings of our subsurface exploration at the site, we have identified large j quantities of uncontrolled and unsuitable fill materials that include significant rubble and debris. ➢ In its current state, the site is generally unsuitable for support of any structures and hardscapes. Construction on the site will require significant remedial grading to remove the undocumented/uncontrolled fill and deleterious materials, and replacement with engineered structural fill soil. ➢ Grading and foundation plans for the proposed construction were unavailable at the time of i this report. GNN shall be provided an Uportunity to review the final grading and foundation plans as they become available. i ➢ The observed subsurface conditions across the site consist of deep, uncontrolled, undocumented, non -engineered fill with significant volumes of trash and debris including concrete rubble, pipe, bricks, wood, and asphalt. Fill materials were noted to depths ranging from approximately 4.5 feet to 13 feet BGS. Our estimation of the depth of fill materials is based on selected, localized points of exploration, and cannot quantify the full 7 extent of the trash/debris. Additional un-controlled and un-documented fill soils with trash/debris, buried within the subsurface profile, may extend to greater depths at isolated locations of the site. ➢ The uncontrolled fill conditions will not provide adequate and reliable subgrade support for proposed building structure and hardscapes. To reduce the risk of differential settlement and structural distress, significant remedial grading and removal of all deleterious materials will be required for proposed development of the site. —j Valvoline Instant Oil Change 6 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 -1 � �Northern, Inc ➢ To improve bearing capacity and reduce the potential for differential settlement from static loading, the entire building pad will require over -excavation to the native underlying sands/gravels and replacement with suitable engineered fill soils. All undocumented fills, trash, and debris must be completely excavated and removed to the level of undisturbed native soil prior to placement of engineered structural fill. We recommend that over - excavation, subgrade preparation, and placement of suitable engineered fill soils shall be completed as recommended in this report. ➢ The native sandy/gravelly soil unit, underlying the upper fill material, was noted to be relatively dense and is considered as a suitable subgrade for engineered fill placement. ➢ Site soils can be readily cut by normal grading equipment. We suggest that appropriate measures and safety precautions be employed by the contractor. ➢ An Environmental Professional shall be present during excavation of the undocumented fill for real-time observation and field screening of the excavated materials to detect for the presence of any hazardous materials. The excavated trash shall be appropriately characterized relative to the presence of hazardous materials to allow for proper handling and disposal. ➢ The onsite fill materials are considered unsuitable for reuse as engineered fill underneath structures, pavements and hardscapes. However, selected soils obtained from the fill may be reused if carefully screened and removed of all trash and debris, along with any gravels greater than 3 inches in diameter. ➢ Groundwater was not encountered to a maximum depth of 14 feet BGS at the time of our exploration. Based on our review of the nearby well logs, groundwater table is estimated to be greater than 50 feet BGS in the area. Groundwater should not be a factor in design and construction at the site. ➢ The underlying geologic condition for seismic design is site class `D'. The minimum seismic design should comply with the 201212015 International Building Code (IBC) and ASCE 07- -� 10, Minimum Design Loads for Buildings and Other Structures. Valvoline Instant Oil Change 7 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 J C�r Northern, Inc. { 7.0 GEOTECHNICAL RECOMMENDATIONS I' The following geotechnical recommendations are based on our current understanding of the y proposed project. The recommendations presented in this report are predicated upon appropriate monitoring and testing of the site preparation and foundation construction by a representative of the Geotechnical-Engineer-of-Record (GER). We recommend that we be engaged to review f' foundation and grading plans in order to provide revised, augmented, and/or additional I geotechnical recommendations as required. i In its current state, the site is generally unsuitable for support of any structures and hardscapes. Construction on the site will require significant remedial grading to remove the undocumented/uncontrolled fill and deleterious materials, and replacement with engineered structural fill soil. Mass removal of all fill soils to a depth of suitable native sub -strata will be required prior to replacement with suitable engineered structural fill soils. Removal of all fill soils shall be observed on a real-time basis by a representative of the GER, replacement with suitable engineered fill soils shall be in accordance with the recommendations of this report. 7.1 Site Preparation - Grading The project GER or a representative of the GER should be on site to observe site clearing, grading, and the bottoms of excavations before placing fill. Local variations in soil conditions may warrant increasing the depth of over -excavation and recompaction. Seasonal weather conditions may I} adversely affect grading operations. To improve compaction efforts and prevent potential pumping 1 ground conditions, we suggest performing site grading during dryer periods of the year. } Soil conditions shall be evaluated by in -place density testing, visual evaluation, probing, and proof -rolling of the fill(s) and re -compacted on -site soil as it is prepared to check for compliance with recommendations of this report. A moisture -density curve shall be established in accordance with the ASTM D1557 method for all processed onsite soils and imported fill materials used as engineered structural fill. 7.2 Clearing and Grubbing At the start of site grading activities, any existing structures, vegetation, large roots, non - engineered fill, trash, debris, or abandoned underground utilities should be completely removed Valvoline Instant Oil Change 8 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 J C;r Northern, Inc. { from proposed building, structural, or pavement areas. Due to the presence of significant volumes of buried trash/debris and rubble within the footprint of the proposed development, depth of 4 removal may be required to extend down to 13 feet BGS or greater. The surface should be stripped of all topsoil and/or organic growth and removed from the construction area. Areas disturbed during site demolition, clearing and de -grubbing should be properly backfilled and compacted as discussed below. i 7.3 Building Pad/Foundation Preparation Based on the findings of our subsurface exploration, unsuitable fill soils were encountered to maximum depths of approximately 13 feet BGS, and may exist to a greater depth. We recommend that entire building pad, plus an additional min. 5 feet on all sides, be over -excavated to expose the native sandy/gravelly soils. The exposed native sandy/gravelly soils at bottom of the over -excavation should be densified by proof -compaction with heavily loaded construction equipment to a dense and non -yielding surface. The weight or impact energy of the compaction equipment should be sufficient to densify the exposed subgrade to a minimum depth of 12 inches. After a suitable subgrade is confirmed by a representative of the GER, the over -excavation excavation shall be backfilled with engineered structural fill soil consisting of suitable/screened onsite soil (see Suitability of Onsite Soils) and/or imported 2-inch minus Gravel Borrow material (meeting the grading and quality requirements of WSDOT Standard Spec. Sec. 9-03.14(1)). Engineered structural fill soils shall be placed in max. 8-inch thick loose lifts and each lift compacted to 95% of ASTM D1557. Compaction of all fill soils must be verified using a 3 calibrated nuclear density gauge in accordance with ASTM D6938. Allowance shall be made for placement of a minimum of 12-inches of compacted imported crushed rock structural fill beneath proposed footings as recommended below in the Foundations section of this report. The intent of these recommendations is to provide a relatively uniform jbearing support zone of engineered structural fill beneath all foundations (consisting of minimum 12-inches of imported crushed rock structural fill over dense compacted engineered gravel borrow extending to the native underlying sands/gravels). Valvoline Instant Oil Change 9 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 1 _J MNorthern, Inc. 7.4 Excavations Excavation of the undocumented fill material shall be adequately sloped, shored or supported to prevent injury to personnel from caving and sloughing. Removal of large size trash/debris may result in widening of the excavations, requiring excavation slopes to be further laid-back. The contractor may complete excavation by benching the side slopes to provide a stabilized excavation. We recommend that an Environmental Professional be present on site during excavation of the undocumented fill soils for real-time observation and field screening of the excavated materials to detect for the presence of any hazardous materials. The excavated trash shall be appropriately characterized relative to the presence of hazardous materials to allow for proper handling and disposal. It shall be the responsibility of the contractor to maintain safe temporary slope configurations since the contractor is at the job site, able to observe the nature and conditions of the slopes and be able to monitor the subsurface conditions encountered. Unsupported vertical cuts deeper than 4 feet are not recommended if worker access is necessary. The cuts shall be adequately sloped, shored or } supported to prevent injury to personnel from caving and sloughing. The contractor and subcontractors shall be aware of and familiar with applicable local, state and federal safety regulation including the current OSHA Excavation and Trench Safety Standards, and OSHA 1 Health and Safety Standards for Excavations, 29 CFR Part 1929, or successor regulations. According to chapter 296-155 of the Washington Administrative Code (WAC), it is our opinion f that the native soil encountered at the site is classified as Type C soils. We recommend that temporary unsupported/open cut slopes shall be no steeper than 1.5 feet horizontal to 1.0 feet vertical (1.5H:1 V) in Type C soils. No heavy equipment should be allowed near the top of `� temporary cut slopes unless the cut slopes are adequately braced. Final (permanent) fill slopes should be graded to an angle of 2H:1V or flatter. Where unstable soils are encountered, flatter slopes may be required. 7.5 Utility Excavations Utilities shall be placed on bedding material which meets the manufacturer's specification. Placement of bedding material is particularly critical where maintenance of precise grades is essential. Backfill placed within the first 12 inches above utility lines should be compacted to at JValvoline Instant Oil Change 10 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 eir Northern, Inc. least 90 percent of the maximum dry density as determined by ASTM D 1557, such that the utility lines are not damaged during backfill placement and compaction. In addition, rock fragments greater than 1 inch in maximum dimension should be excluded from this first lift. The remainder of the utility excavations should be backfilled and compacted to at least 95 percent of the maximum dry density as determined by ASTM D1557. Onsite soils may be suitable for utility trench backfill provided they are free of trash/debris and } oversized material, and can be adequately compacted. We recommend that a minimum of 4 inches j of bedding material be placed above and below all utilities and be in general accordance with the utility manufacturer's recommendations and local ordinances. We recommend that pipe bedding, if required conforms to appropriate specification presented in the 2016 WSDOT Standard Specifications for Road, Bridge, and Municipal Construction. All excavations should be wide 1 enough to allow for compaction around the haunches of pipes. Otherwise, materials such as controlled density fill (CDF) may be used to eliminate the compactive effort. Backfilling for the remainder of the trenches could be completed utilizing common fill or select granular fill, depending on soil moisture and weather conditions. Compaction of backfill material should be accomplished with soils within ±2% of their optimum moisture content in order to achieve the minimum specified compaction levels recommended in this report. However, initial lift thickness could be increased to levels recommended by the manufacturer to protect utilities from damage by compacting equipment. We recommend that utility trenching, installation, and backfilling conform to WSDOT, APWA and local building department standard specifications. 7.6 Imported Crushed Rock Structural Fill Imported structural fill shall consist of well -graded, crushed aggregate material meeting the grading and quality requirements of 2016 Washington State Department of Transportation (WSDOT) Standard Specifications section 9-03.9(3) (1-1/4 inch minus Base Course Material) presented in the table below: Valvoline Instant Oil Change 11 GNN Project No.: 217-830 Federal Way, Washington May 12, 2017 J <N� Northern, Inc. The compaction effort must be verified by a representative of the GER in the field using a nuclear density gauge in accordance with ASTM D6938. The thickness of the loose, non -compacted, lift of structural fill shall not exceed 8 inches for heavy-duty compactors or 4 inches for hand operated compactors. 7.8 Suitability of Onsite Soils Onsite soils include varying amounts and sizes of trash and debris throughout the proposed footprint of the development. The onsite fill materials are not suitable for reuse as engineered fill underneath structures, pavements and hardscapes. However, selected sandy/gravelly excavated soils obtained from the fill may be reused if carefully screened and removed of all trash and debris, along with any gravels greater than 3 inches in diameter. The screened onsite soils shall result in a well -graded mix and shall be approved by the project GER. All fill soils shall be placed as compacted, engineered structural fill. 7.9 Foundations The design and construction criteria presented below shall be observed for a spread footing foundation system. The construction details shall be considered when preparing the construction documents. To provide a uniform bearing support and minimize the potential for total and differential settlement, we recommend that all foundations shall bear on minimum 12-inches of 1'/4-inch minus imported crushed rock structural fill atop engineered fill soils extending to the native gravels as discussed above in the Building Pad/Foundation Preparation section. Provided all foundation elements are constructed in accordance with the recommendations of this report, an allowable bearing capacity of 3,000 psf may be used for design purposes. This value may be increased one third (33%) for short-term (transient) loading events. We estimate the total settlement for footings constructed on prepared subgrade as recommend herein to be less than 1 inch, with differential settlement less than half that magnitude. We recommend that all exterior footings shall extend at least 24 inches below the adjacent exterior finished grade for frost protection to conform to the local building codes. Interior footings may be supported at nominal depths below the floor. All footings shall be protected against weather and r water damage during and after construction and must be supported on suitable bearing materials as described above. Lateral forces on foundation from short term wind and seismic loading would be resisted by friction at the base of foundations and passive earth pressure against the buried portions. We recommend a passive earth pressure in compacted granular backfill of 300 pef. This lateral foundation resistance value includes a factor of safety of 1.5. We recommend a coefficient of friction of 0.40 be used between cast -in -place concrete and compacted crushed rock structural fill. An appropriate factor of safety should be used to calculate sliding resistance at the base of footings. ? 7.10 Slab -on -Grade Floors Slab -on -grade floors may be supported on subgrade prepared per the recommendations discussed above in the Building Pad/Foundation Preparation section and a minimum 6 inches of imported crushed rock structural fill placed atop the prepared subgrade. We recommend a minimum 6-inch layer of crushed aggregate fill shall be placed beneath the concrete slabs. The fill material shall - consist of 3/4-inch aggregate with less than 5 percent passing the No. 200 sieve (WSDOT Specification 9-03.9(3), Crushed Surfacing Top Course. The architect shall determine the need and use of a vapor retarder and sand layer. 7.11 Retaining Walls Foundation bearing support zone for the retaining wall shall be prepared/constructed per the recommendations present above in the Building Pad/Foundation Preparation section with a minimum 12 inches of imported crushed rock structural fill placed atop the prepared subgrade. Note that our recommendations are independent of other structural considerations such as wall stiffness, load factoring, and crack control. i The following table presents recommendations for static lateral earth pressures for retaining wall ] design. The values are given in terms of equivalent fluid pressures (pounds per square foot per foot j of embedment) without surcharge loads and are based on the assumption that proper drainage is provided behind the wall, the backfill is horizontal and that no -buildup of hydrostatic pressure occurs. The horizontal resultant force (pressure x H/2, where H is height of buried wall) should be applied at an H/3 distance from the base of the wall. A uniform surcharge load of 250 to 350 psf is typically used to approximate vehicle loading on retaining walls. However, we recommend that these values should be reviewed by the structural designer based on anticipated load. Seismic Lateral Earth Pressure Combination of Static & Seismic j For the seismic loading condition, based on the height of wall and the backfill materials, we recommend using the Seed & Whitman method based on the Mononobe-Okabe equation. This method combines the seismic lateral pressure with the static active pressure for the total lateral I pressure. We used the online USGS Unified Hazard Tool to calculate a PGA of 0.556g for a 2,475- year return interval (RI) for the project site, and estimated a horizontal coefficient Kh equal to 0.28g. For the seismic loading, we recommend an additional lateral earth pressure of 24H psf triangular distribution applied to the walls (resultant force located at 0.6H). Passive Pressure and Sliding Resistance ` We recommend a soil passive pressure in terms of equivalent fluid pressure of 250 pcf. This lateral i foundation resistance value includes a factor of safety of 1.5. We recommend a coefficient of friction of 0.45 be used between cast -in -place concrete and compacted crushed rock subgrade soils. An appropriate factor of safety should be used to calculate sliding resistance at the base of footings. These values can be used for design of sliding and overturning resistance. Wall Drainage Retaining structures should include adequate back drainage to avoid build-up of hydrostatic pressures. Positive drainage for retaining walls should consist of a vertical layer of permeable 1 material (chimney drain), such as a pea gravel or crushed rock (typically'/4- to 3/a-inch crushed), at } least 18 inches thick, positioned between the retaining wall and the backfill. We recommend t installing a non -woven filter fabric such as Mirafi 140N between the drainage material and the I general backfill to prevent fines from migrating into the drainage material. This is intended to reduce potential locked -in lateral pressures caused by compaction with heavy grading equipment. 7.12 Pavement Design Due to the presence of un-controlled fills throughout the project site, significant remedial grading will be required to minimize the risk of pavement distress. We recommend that the new pavement section be constructed on an improved subgrade. We recommend that the pavement subgrade over - excavation be completed in accordance with one of the following two options: (1) Pavement areas shall be over -excavated to completely remove all trash and fill soils to eliminate any potential risk of future distresses. Based on our subsurface exploration, we anticipate depth of over -excavation to be a minimum 4.5 feet and as great as approximately 13 j feet BGS. Deeper depths of fill soils may be encountered in isolated and/or unexplored areas, and will require proper over -ex and removal. (2) Pavement areas shall be over -excavated to remove all fill soils for a depth of minimum 4 feet BGS. It must be understood that if this option is selected the owner must accept ny risks related to future distresses to the pavement including: sigpificant settlement cracking. and/or development of potential sink holes resulting from unknown voids within the fill material. After appropriate over -excavation is complete and confirmed a representative of the GER, the 1 exposed subgrade shall be moisture -conditioned (as needed) and proof -compacted using heavy grading equipment with a minimum 30-ton dead weight making minimum 5 roller passes at any given area. Proof -rolling of the subgrade shall result in a dense and non -yielding surface. After a suitable subgrade is confirmed by a representative of the GER, the over -excavation shall be backfilled with engineered structural fill soil consisting of suitable/screened onsite soil (see Suitability of Onsite Soils) and/or imported 2-inch minus Gravel Borrow material (meeting the grading and quality requirements of WSDOT Standard Spec. Sec. 9-03.14(1)). Pavement shall be constructed on a dense and non -yielding surface. All fills used to raise low areas must be compacted structural fills and shall be placed under engineering control conditions. The base course rock must be placed as structural fill in uniform, horizontal lifts and each lift must be compacted to at least 95% of the maximum dry density as determined by ASTM D1557 method. Crushed aggregate base course material shall conform to WSDOT Standard Specifications Section 9-03.9(3), Crushed Surfacing Base Course. JThe asphalt paving materials should be compacted to a minimum 92% of the maximum theoretical specific gravity (Rice's density). We recommend that proper surface and subsurface drainage measures must be incorporated in the parking and driveway design. Rigid Pavement: Design for concrete sections were produced using the American Concrete Institute ACI 330R-08 �! Guide for the Design and Construction of Concrete Parking Lots and the 1998 Rigid Pavement =J Supplement to the 1993 AASHTO Guide. Based on our experience with similar soil types a kvalue of 100 psi/in was estimated. Rigid concrete pavement design recommendations are based on an assumed modulus of rupture of 550 psi and a minimum compressive strength of 4500 psi for the concrete. The subgrade shall be prepared in accordance with the recommendations of this report. Reinforcing requirements for concrete paving sections shall include #4 bars @ 18 inches O/C E.W. Reinforcing steel holds the internal cracks within the slab close together to ensure that the load is transferred via aggregate interlock. Dowels are required at the end of the slabs to ensure that joint transfer is maintained across the contraction joint when aggregate interlock is lost. However, the cracks that will form within the slab (in this slab to be saw cut every 15 feet) will be held together via the reinforcing steel ensuring that aggregate interlock is maintained. Upon completion of required stripping and removal of topsoil and organics, we recommend that the entire pavement subgrade should be recompacted with a drum roller. The base course rock must be placed as structural fill in uniform, horizontal lifts and each 6-inch lift must be compacted to at least 95 percent of the maximum dry density as determined by ASTM D1557 method. We recommend that proper surface and subsurface drainage measures must be incorporated in the parking lot design. l7.13 Surface Drainage With respect to surface water drainage, we recommend that the ground surface be sloped to drain I away from the structure. Final exterior site grades shall promote free and positive drainage from the building areas at all times. Water shall not be allowed to pond or to collect adjacent to foundations or within the immediate building area. We recommend that a gradient of at least 3% for a minimum distance of 10 feet from the building perimeter be provided, except in paved locations. In paved areas, a minimum gradient of 1 % shall be provided unless provisions are J included for collection and disposal of surface water adjacent to the structure. Catch basins, yard drains, drainage swales, ditches, or other drainage facilities shall be appropriately located as necessary. We recommend that all surface water such as that coming from roof downspouts and catch basins as well as all subsurface water coming from footing subdrains, be collected in tight drain lines and carried to a suitable discharge point, such as a storm drain system. Surface water and downspout water should not discharge into a perforated or slotted subdrain, nor should such water discharge onto the ground surface adjacent to the buildings. Cleanouts shall be provided at convenient locations along all drain lines.
