Dear Mr. Hazard:
The Department of Community Development Services has completed its review of the above referenced
application. The above referenced Boundary Line Adjustment (BLA) application to adjust the boundary
line between two parcels on the Lakecrest Shopping Center, one of which is the currently under
development review for the Walgreens Drugstore project (City File Nos. 03-100859-00-UP and 03-
100860-00-SE) is conditionally approved. The BLA will be acceptable for final approval and recording
subject to the following conditions:
1. Cross parking and access easements must be indicated graphically on the face of the BLA
map and the King County recording number(s) referenced. Also include an exhibit showing
the proposed lot lines, the parking and access easement areas, and the proposed building
footprint with the drive -through facility shown. This exhibit is necessary to ensure that the
proposed lot lines, building footprint, and access to parking easements are consistent
2. Submit two copies of the BLA as mylars with the recording fee of $00.00. One mylar must
have original signature(s) for recording at King County, the second may be a photo-mylar,
for the City of Federal Way files.
Note that the BLA must be recorded prior to the issuance of the building permit for the proposed
Walgreens Drugstore (City File No. 03-102787-00-CO).

the following information submitted on April 7, 2003:
Snyder/Lakecrest Shopping Center Boundary Line Adjustment prepared by
Hebrank, Steadman & Associates, dated February 27, 2003;
Lot Closure Calculations prepared by Hebrank, Steadman & Associates,
submitted April 7, 2003; and,
Title Report prepared by First American Title Insurance Company, dated March
10, 2003.
The information is to adjust the boundary line between two lots within the Lakecrest
Shopping Center located at the southwest corner of the intersection of South 288th Street
and Military Road South. Based on the materials submitted, the application is complete.
Please consider this letter as a Letter of Completeness. Pursuant to the Federal Way City
Code (FWCC), Sec. 20-44, your application is deemed complete as of April 24, 2003. A
120 day time line for reviewing the project has started as of this date. The City has 120
days from the date that an application is deemed complete to take action on the
application. This 120-day time frame is stopped any time that the City requests additional
information. You will be informed of the status of the 120 day time line when you are
notified in writing that additional information is needed.
Having met the submittal requirements, your application is now ready for processing.
Pursuant to the City's determination of a complete application, the following comments

are being provided following a preliminary technical review of the application by the
City. Based on these comments, the 120-day maximum review time frame is suspended
at Day 120, and it will be re -started within fourteen (14) days of the date of your
complete response to these comments.
Planning Technical Review
The proposed lot layout potentially interrupts access from the southerly portion of
the shopping center to South 288'4 Street. Additionally, individuals may access
proposed Lot A through Lot B, park on Lot B and shop at stores located on Lot A,
and visa versa. Utilities which serve Lots A or B may cross the other lot. To
address these potential access, parking and utility issues, blanket cross parking,
access and utility easement should be provided to cover Lots A and B.
Public Works Technical Review (Ann Dower, Public Works Department (ph.
253.661.4125).
1. Tax lot numbers for all lots including the adjoining lots surrounding the described
BLA must be included.
2. Provide equipment and procedures used to prepare the survey
3. Add the date monuments were visited.
4. Provide documents mentioned in the Title Report that states the right to make
necessary slopes for cuts or fills upon said premises for road as granted by deed
under recording nos. 6433475 and 6660137.
5. Please remove all information from the plan sheet not required by FWCC 20-43
and/or the attached Boundary Line Adjustment information sheet for clarity and
microfilming.
Building Technical Review (Scott Sproul, Building Department (ph. 253.661.4122).
1. With the creation of lot lines through the BLA process, the proposed Walgreens
building will have to meet building set back requirements for type of exterior wall
construction and opening protection as noted in table 5-A of the UBC. This was
not an issue when this building was part of the larger parcel. The areas of
potential problems are for a building type of V-N construction. The drive -through
canopy and exterior wall must be of one hour construction if located less than 20
feet from any property line, opening protected less than 10 feet and not permitted
less than 5 feet. This will be the same for any exterior wall less than 20 feet from
the property line; the east and west walls are less than 20 feet from the property
line.

1, The term "mortgage" when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquires actual knowledge of an defect, lien, encumbrance, adverse claim or
other matter affecting the estate or interest or mortgage thereon covered by Skis Commitment other than those
shown in Schedule B Thereof, and shall fail to disclose such knowledge to the Company in writing, the Compar-y
shall be relieved from liability for any Ioss or damage resulting from any act of reliance hereon to the extent the
Company is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such
knowledge to the Company, or if the Company otherwise acquires actual knowledge of any such defect, lien,.
encumbrance, adverse claim or other matter, the Company at its option may amend Schedule B of this
Commitment accordingly, but such amendment shall not relieve the Company from liability previously incurred.

Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties
included under the definition bf Insured in the form of policy or policies committed for and only for actual loss

eliminate exceptiOns shown in Schedule B, or (c) to acquire or create the estate of interest or mortgage thereon
covered by this Commitment. In no event shall such Iiability exceed the amount stated in Schedule A for the
policy or policies committed for and such liability is subject to the Insuring provisions, exclusion from
coverage, and the Conditions and Stipulations of the form.of policy or policies committed for in favor of the
proposed Insured which are hereby incorporated by references and are made a part of this Conunitment except
as expressly modified herein,.
Any claim of loss or damage, whether or not based on negligence, and which arises out of the status of the title
to the estate or interest or the lien of the insured mortgage covered hereby or any action asserting such claim,
shall be restricted to the provisions and conditions and stipulations of this Commitment.
