Dear Mr. Bethune:
The Community Development Department has completed their review of your Process I Master Land Use
application to modify a developed site containing a 22,084 sq. ft. medical office at 34730 Pacific Hwy S.
The application was received on November 9, 2015. The technical review letter was sent on December 3,
2015. The applicant resubmitted revised plans on January 27, 2016. The Process I application is hereby
approved as conditioned, per the findings, conclusions and conditions noted below.
The City of Federal Way Planning, Development Services, Solid Waste and Recycling, Traffic and
Building Divisions; and South King Fire and Rescue conducted proposal reviews.
FINDINGS OF FACT
1. Proposal — The applicant proposes to remove two tandem parking stalls and a landscape buffer along
Pacific Highway South to accommodate a city road project (i.e., widening). The area impacted by the
city project will be redeveloped with landscaping, one ADA parking stall and ramp, and a pedestrian
connection to Pacific Hwy S.
Site plan modifications unrelated to the road widening include:
• A new screened garbage enclosure;
• Removal of existing parking lot landscaping;
• Installation of new parking lot landscaping with trees;
• Reconfiguration of existing parking stalls;
• A new 18" block retaining wal l along 348"' Street (`Pisa II Roman' design);
■ A pedestrian connection to 348'11 Street;
• Right -out, one-way only egress onto Pacific Hwy S. with a `Do Not Enter" sign; and
• One-way parking aisle circulation where two-way previously existed.
2. Zoning and Comprehensive Plan —Zoning and comprehensive plan designations for the subject
property are Commercial Enterprise (CE). The existing chiropractor office is an allowed use in the
CE zoning district per Federal Way Revised Code (FWRC) 19.240.080 `Office Uses.'
3. Garbage Enclosure — The proposed site -obscuring enclosure composed of 6 ft. cedar fencing
complies with the provisions of FWRC 19.125.150.

4. Rockeries and Retaining Walls — The applicant proposes a new 18" block wall along 348t1i Street.
FWRC 19.120.120(6) requires rockeries and retaining walls shall be setback a minimum of three feet
from an abutting public right-of-way. The applicant has landscaped the area between the right-of-way
and the wall to the road dedication line with day lilies, dwarf roses, rubus and cobble rock,
maintaining a 3 ft. setback.
5. Pacific Highway Entrance —The south-east egress onto Pacific Hwy S. shall be right -out only per the
Traffic Division. "Do not enter" signs will be placed on site.
6. Parking Space and Aisles —Site modification includes pavement markings to delineated parking and
vehicle circulation areas using pavement markings. Due to the road widening, a parking area with
loop access will not be feasible. Staff also recommends the installation of directional signage for one
way circulation.
• Parking stalls meet minimum stall/aisle dimensions pursuant to Bulletin #042 `Parking Lot
Design Criteria.
■ The existing building is 22,084 sq. ft. (gross floor area); therefore, 12 parking stalls are required
(300 sq. ft. per stall). The proposal provides 16 stalls.
• Landscaped areas and abutting parking areas contain pennanent curbing and concrete wheel stops
for diagonal and tandem parking.
CONCLUSIONS OF LAW
1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including, but
not limited to: Permits and Review Processes; Process I — Director's Approval; Community Design
Guidelines; Commercial Enterprise (CE); and Outdoors, Yards and Landscaping.
2. The health, safety, and welfare of the citizens of the city are preserved.
3. Process I "Director's Decision" is the appropriate Master Land Use application as the improvements
are to a developed site and do not exceed thresholds set forth in FWRC 19.15.030(1).
4. The proposed improvements are exempt from State Environmental Policy Act review as the scope of
work meets categorical exemption WAC 197-11-800(1)(b)(iv), "minor new construction -flexible
thresholds."
5. The Federal Way Comprehensive Plan and zoning designation for the subject property is Commercial
Enterprise and `CE.' Pursuant to FWRC 19.240.080, the subject property's medical office use is
permitted in the CE zoning district.
CONDITIONS
1. The proposal is subject to a final inspection per FWRC 19.125.090 `Performance and maintenance

2. Per redlined plans place curb -stops for each tandem parking stall along the eastern property line;
pursuant to FWRC 19.125.070(4), concrete wheel stops shall be provided in all abutting parking

3. Place at least 2 inches of mulch in all new landscaped areas.
4. The applicant shall obtain a Right -of -Way permit for sidewalk access to Pacific Highway S. Please
contact the Public Works Department, Right -of -Way Permits, at 253-835-2725.
5. The applicant shall submit a building permit application for stairs, ramps, and ADA handrails.,
APPEALS
The effective date of this decision is February 20, 2016. Pursuant to FWRC 19.55.050, any person who
received notice of the administrative decision may appeal this decision to the Federal Way Hearing
Examiner by March 5, 2016 (14 days after effective date). Any appeal must be in the form of a letter
delivered to the Community Development Department with the established fee. The appeal letter must
contain a clear reference to the matter being appealed and a statement of the alleged errors in the
director's decision, including the identification of specific. findings and conclusions made by the director
disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
REVIEW BY OTHER DIVISIONS (BUILDING PERMIT REQUIRED)
The Building Division requires a building permit application for the concrete ramp, two-sided hand -rail
and two -riser stairs Note 1, Sheet L 1.0, noted as "For Submittal Only Not for Construction Use " in order

Community Development and Public Works Departments and South King Fire have reviewed your Use
Process I application for site improvements to the Northwest Wellness Center at the corner of Pacific
Hwy South and S. 348"' Street (34730 Pacific Hwy South). The request includes the removal of two
tandem parking stalls and parking lot circulation resulting from city road improvements along Pacific
Hwy South. The area impacted by the road widening will be redeveloped with a rain garden, pedestrian
pathway to the public sidewalk, and one ADA parking stall.
Other site improvements unrelated to the right-of-way widening include a new screened garbage
enclosure, existing landscape planter removal and reconfiguration, a pedestrian connection from 348"'
Street, overall parking stall reconfiguration/restriping and one-way traffic aisles.
Unless otherwise noted, the following comments provided by staff reviewing your project must be
addressed prior to issuing the Use Process I decision (15-105689-UP). Please direct questions regarding
any of the technical comments to staff representatives below.

Landscape Islands — The applicant proposes several new landscaping islands. The site plan
modification does not intend to increase the number of parking stalls, and therefore the minimum
parking lot landscaping size requirements do not apply. However, staff advises the applicant work
towards achieving the minimum code requirements of FWRC 19.125.040 and FWRC 19.125.070
(groundcover, mulch for evaporation, Type IV landscaping in islands and drought resistant/native
plantings) to achieve site conformance for future redevelopments.
Sign Permits — Two ground signs shown on the site plan will not be a part of this approval. Please
apply for separate sign permits, unless exempt per FWRC 19.140.060, through the Permit Center.

3. New Garbage Enclosure — Show screening details on the plan submitted. A new enclosure should be
screened from abutting property and rights -of -way with a 100 percent site -obscuring fence or wall.

4. Curbs Stops (Optional) — The parking proposal does not include or propose concrete curb -stops for
parallel parking (FWRC 19.125.070(4)). Planning strongly recommends the installation of curb stops
or an alternative wheel stop.
5. Inspections — Site modifications are subject to site improvement and landscaping inspections by the
Planning Division. Call Associate Planner Leila Willoughby -Oakes at 253-835-2644 to schedule an
inspection. Please see other reviewer comments for required inspections.

1. The applicant must provide a more detailed parking stall site plan in addition to ramp and stair
configurations, to verify compliance with 2009 ANSI 117.1 501.
2. Commercial applications require handrails on both sides of the new stairs (2012 IBC, Section 1009, 1010
and 1012); it appears the drawing depicts one handrail. Please provide more detail on the site plan,
including ramp and stair details if the applicant proposes a new ramp and stairs. Please contact Peter
Lawrence, Plans Examiner, for more information.

1. The plans submitted on November 9 show new landscaping and walls within the 3' utility strip
behind sidewalk. It is recommended that within that area, the property owner wait until the Phase 5
Pacific Highway construction is complete to avoid damage to the new installation. Walls will not be
permitted within public right-of-way (unless they are a part of the Phase 5 design).
2. A right-of-way permit will be required for the sidewalk access to Pacific Highway Sand for any other
construction within public right-of-way. Please contact the permit desk at 253-835-2725.
3. Please submit a plan and profile for the rain garden and indicate where overflow will go. Show the
plants that will be used. Where does roof runoff go now? The plan will need to show that water isn't
going to flow into the public right-of-way and the rain garden will function as well or better than the
current flow control system.
PUBLIC WORKS TRAFFIC DIVISION

Reduce the driveway width and increase the angle of the driveway on Pacific Highway S to
limit/restrict northbound right -turn into the site. Also, provide a "Do Not Enter" sign for the right -out
only.
2. To improve traffic circulation, Public Works staff encourages the applicant to close the southernmost
driveway on Pacific Highway S and utilize the driveway to the north for right -in and right -out. This
would improve access to the site but would entail reconfiguring the proposed one-way parking layout.
If possible, the applicant should explore a 90 degree parking layout to take advantage of the
northernmost driveway on Pacific Highway S.

Please note, if future development occurs, Federal Way Revised Code (FWRC) 19.135.280 may be
enforced, which would require a minimum of 250 feet between the intersection and driveway on
Pacific Highway S.

When resubmitting requested information, please provide a written response (cover letter) to the above -
referenced items and four (4) copies of corrected full size drawings including rain garden detail with the
enclosed resubmittal form. Further correction may be necessary as a result of submitting additional
information.
PROJECT CANCELLATION
Pursuant to FWRC 19.15.050, if an applicant fails to provide additional information to the city within 180
days of being notified that such information is requested, the application shall be deemed void and the
city shall have no duty to process, review, or issue any decisions with respect to such an application.

Attached please find four sets of the Paving and Parking Layout Plan and the Landscape Planting Plan
construction documents for the site improvements to the NW Wellness Center based on the proposed street
improvements by the City of Federal Way. There is no clouding on the plan as these are new plans based on the
December 3, 2015 letter requesting revisions and additional information. The revision delta and date reference the
Technical Review Comments of December 3, 2015. No signage is included in this permit and a-signage permit
application will be submitted by the sign manufacturer and installer.
The revisions include:
1. Providing a Landscape Planting Plan for the site including parking lot islands and frontage.
2. Details for enclosing the trash enclosure with a 6' tall solid wood cedar fence and gate.
3. Added wheel stops to parking stalls.
4. Provided dimensions, elevations, rails and details for construction of handicap parking ramp.
5. Provided rails and details for the steps:
6. Moved the retaining wall inside the right-of-way by jogging the wall and changing two stalls to the west
to compact spaces.
7. Noted the requirement for "ROW Use Permit" for work off the property.
8. The rain garden has been eliminated for traditional landscape. The downspouts on the west side have
been directed to a new drywell.
9. Reduced to one way egress to the north. (right turn only for the southwest driveway on Pacific Highway
South. Coordination with City of Federal Way Engineering will be required to reduce the curb cut and
apron to match the on -site work and new driveway width. Added "Do Not Enter" sign to be coordinated
with the sign permit by the sign manufacturer and installer.

Proiect Narrative
The proposed scope of work is required due to the road and sidewalk improvements through the
widening of Pacific Highway South and South 348"' Street. The work includes reorientation of
the parking lot stalls, circulation pattern, associated planters and interior sidewalks at the
Northwest Wellness Center. Work includes tying in the existing downspouts on the east side of
the building to surface drain to the parking lot and existing catch basins, construction of a 18"
high gravity block wall to replace an existing railroad retaining wall and construction of a small
rain garden for infiltration of down spouts on the west side of the building. Work includes minor
removal of existing paving, adding new paving, new extruded curbs, concrete walks, handicap
parking, re -seal coating and striping. All new planters will be landscaped.
No subsurface drainage is in the proposed work.
The existing sign will be relocated and a sign permit will be completed by the signage company.
