Dear Mr. Reider:
The Community Development Department is in receipt of your September 27, 2017, and November 8, 2017)
submittals in support of a request to receive authorization to clear underbrush on parcels 162104-9013,
162104-9030, and 162104-9056 in order to deter illegal encampments and criminal activity on the property.
For clarification, a Boundary Line Adjustment (BLA) involving the above -referenced properties was recorded
on November 8, 2017. Property lines were adjusted and as a result, the proposed underbrush activity is now
proposed entirely on Lot 1 of BLA 17-100455-SU. King County Assessor records have not been updated as of
the writing of this decision, so it is not yet clear which previously existing parcel number is assigned to Lot 1.
According to the request, the property contains areas of heavy underbrush which support the concealment of
illegal encampments and criminal activity. The request states, "removal of the underbrush in these areas will
provide immediate safety to the employees of the Tech Center and the public who continue to use the trials
throughout the campus." The proposed work will occur outside of critical areas and their buffers and the
Managed Forest Buffer. The property contains Wetland BS North with a 60 foot buffer, which is preserved in
the submitted plan.
Additionally, the request states that clearing of the underbrush will not include removal of trees larger than
five inches in diameter (measured six inches from the top of the root if deciduous, 17 feet if coniferous). The
vegetation will be trimmed until level with the existing ground surface and chipped in place with a brush hog
or similar machinery, with some removal done by hand. Any resulting bare or disturbed soil will be covered
with materials from the site such as hog fuel. No grading activity or stockpiling of materials will be
conducted. The removal will occur in two phases as depicted on the enclosed snap: Phase 1 will occur
between the Greenline Technology Center and Weyerhaeuser Way South, and Phase 2 in areas of dense trees
between the Technology Center parking lots. The underbrush will be accessed via interior driveways and
walking paths.
This letter, Administrative Decision 17-104632-AD, constitutes that authorization based on the information
detailed above and the following:

• The subject property is governed by the 1994 Weyerhaeuser Concomitant Agreement, which
requires use of the 1994 Federal Way Code (FWCC) for development standards.
+ FWCC 22-1093(8) authorizes a land surface modification, "...to avoid an imminent threat to
public health or safety; to prevent an imminent danger to public or private property." Based on
information provided confirming incidents of public threats and misdemeanor activity by
trespassers encamped or hiding on the property and surrounding campus, this criterion is met.
The department hereby conditionally approves a land surface modification for vegetation maintenance and
clearing on the subject properties.
CONDITIONS OF APPROVAL
• No trees more than five inches in diameter (measured six inches from the top of the root if
deciduous, 17 feet if coniferous) may be removed.
• No grading activity that includes cutting and/or filling shall be allowed, unless authorized
through a separate development permit.
• All reasonable attempts shall be made to litnit any incidental soil disturbance during
vegetation cutting and removal, and any incidental soil disturbance that occurs shall be
covered with straw or available hog fuel.
• No stockpiling of materials allowed.
• The buffer of Wedand BS North shall be marked with temporary materials to ensure
underbrush clearing activities do not occur in the buffer or wetland.
This administrative decision shall not waive compliance with future City of Federal Way codes, policies, and
standards relating to this site.

Development Services is okay with their proposal, however, I'd like to make sure that we condition the approval such
that it's clear that their clearing is limited to the cutting and removal of the underbrush/vegetation, but there can be no

vegetation cutting, and any incidental soil disturbance that occurs shall be covered with straw or available hog fuel.

Thank you for forwarding the City's Technical Review Comments dated October 19, 2017.
We have addressed the comments and are resubmitting materials in order to obtain an
Administrative Decision regarding this request.
We would also like to take this opportunity to further clarify the purpose and intent of this
request Specifically, this request is directly substantiated by the need to avoid an
imminent threat to public health and safety and to prevent an imminent danger to private
property. The recent clearing of underbrush on the adjacent property to the north, and
other homeless encampment removals throughout the City, have caused a segment of the
homeless population to relocate into areas of thick forest and dense underbrush. These
dense forested areas exist throughout the entire Greenline Campus.
Evidence of some of the encounters with this homeless population, including removal of
encampments on this property can be found in recent police reports and incident reports
filed by campus security personnel with Securitas. These reports include dangerously
aggressive homeless or trespassers requiring even Federal Way police to return with
backup in order to safely remove these individuals. Filed reports involve trespassers
driving vehicles on walking trails and camping in these vehicles parked in the underbrush
adjacent to walking trails. Further, Securitas (IRG's security service) has encountered both
dumping (by homeless and others) and the use of the overgrown property to stash items
burglarized from adjacent North Lake residents (see reports showing the recovery of a
boat stolen from a North Lake homeowner). Several reports document vandalism to the

buildings on the campus, including the former Headquarters Building, now known as the
Greenline Building.
A summary of those reports is included with this response letter, along with the revised
application materials. These attached reports represent a fraction of the reports filed thus
far in 2017.
We have specifically chosen the areas defined on the attached map to begin this removal
of underbrush as the Phase 1 area contains no critical areas or Managed Forest Buffer
requirements. The Phase 2 area only contains one wetland and buffer, which can easily
be protected.
Removal of the underbrush in these areas will provide immediate safety to the employees
of the Tech Center and the public who continue to use the trails throughout the campus.
Per our typical response letters we have reiterated the City's comments in italics and
included our responses below in bold font
1. Three parcels are listed in the request letter from ESM, while five are listed on the
Master Land Use Application. Two of the parcels listed on the application have no
work proposed on them. Please clarify and update application materials as
necessary to reflect the proposal.
The Master Land Use Application has been revised to reflect the same 3 parcels
listed in the original request letter, dated September 27, 2017. The underbrush
removal will occur on the following 3 parcels: 1621049056, 1621049013, and
1621049030.
2. The following note is listed twice on the underbrush clearing map.- `NO CLEARING
WEST OF WEYERHAEUSER WA Y S. WITH THIS REQUEST" The maps shows work
occurring west of Weyerhaeuser Way South. Please clarify and update application
materials as necessary to reflect the proposal.
The typo has been corrected. The map now reads: NO UNDERBRUSH REMOVAL
TO OCCUR EAST OF WEYERHAEUSER WAY S. WITH THIS REQUEST.
3. Provide information related to the condition of vegetation in the areas proposed for
clearing per FWC 22-1093(9) The submitted `Evaluation of Trees at Greenline
Business Park" report does not appear to have been prep- arcd in support of this
underbrush clearing proposal. There is no way to tell the location of the trees
detailed in the tree inventory/condition spreadsheet The report's DBH tree
measurement mechanism is not comparable to the measurements described in
FWC 22-1095, which are the same as those listed in the request letter from ESM.
The purpose of underbrush removal is not for the removal of dead, dying,
diseased, or dangerous vegetation. ESM would like to retract the previously
submitted "Evaluation of Trees at Greenline Business Park" from the record as it

was only provided previously as additional information and is not necessary or
helpful in reviewing this request
4. Will you be cutting or completely removing the underbrush? How will you access
the areas to be cleared, in particular Phase 1 areas? Detail TESC measures and
BMPs planned for the clearing work
All of Phase 1 and 2 underbrush removal will be accessed via interior driveways
and walking paths located on the Tech Center site. The underbrush will be cut
and chipped in place with a brush hog or similar machinery, with some removal
being done by hand. There will be no grading of the site, but rather a trimming
until level with the existing ground surface. No healthy trees will be removed as
part of this proposal. Any resulting bare or disturbed soil will be covered
immediately with material from the site (i.e., hog fuel).

Dear Mr. LaBrie:
The City of Federal Way's Department of Community Development is in receipt of the above -referenced
Administrative Decision request. Staff has completed an initial technical review of the submittal and has
the following comments, which need to be addressed prior to issuance of a decision.
1. Three parcels are listed in the request letter from ESM, while five are listed on the Master Land Use
Application. Two of the parcels listed on the application have no work proposed on them. Please
clarify and update application materials as necessary to reflect the proposal.
2. The following note is listed twice on the underbrush clearing rnap: "NO CLEARING WEST OF
WEYERHAEUSER WAY S. WITH THIS REQUEST." The rnap shows work occurring west of
Weyerhaeuser Way South. Please clarify and update application materials as necessary to reflect the
proposal.
Provide information related to the condition of vegetation in the areas proposed for clearing per FWC
22-1093(9). The submitted "Evaluation of Trees at Greenline Business Park" report does not appear
to have been prepared in support of this underbrush clearing proposal. There is no way to tell the
location of the trees detailed in the tree inventory/condition spreadsheet. The report's dbh tree
measurement mechanism is not comparable to the measurements described in FWC 22-1095, which
are the sarne as those listed in the request letter from ESM.
4. Will you be cutting or completely removing the underbrush? How will you access the areas to be
cleared, in particular Phase I areas? Detail TESL measures and BMPs planned for the clearing work.
CLOSING
Please be aware that this review does not preclude the city from requesting additional information related
to any of the topics discussed above. Please submit two sets of revised application materials as
appropriate, accompanied by the completed "Resubmittal Information Form" (enclosed). Pursuant to
FWRC 19.15.050, if an applicant fails to provide additional information to the city within 180 days of
being notified that such information is requested, the application shall be deemed null and void and the
city shall have no duty to process, review, or issue any decisions with respect to such an application.

Dear Mr. Davis:
Federal Way Campus, LLC is seeking authorization to clear the underbrush of the above
referenced properties on the west side of Weyerhaeuser Way South and north of South
336th Street. Underbrush clearing will occur outside of all critical areas and associated
buffers. We understand the following facts to be true and warrant the authorization of the
requested Administrative Decision:
• The above -referenced properties are governed by the 1994 Weyerhaeuser
Concomitant Agreement, which requires use of the 1994 Federal Way Code (FWC)
for development standards.
• FWC 22-1093(8) authorizes a land surface modification, "...to avoid an imminent
threat to public health or safety; to prevent an imminent danger to public or private
property."
• The above mentioned parcels contain areas of heavy underbrush which support
the concealment of homeless encampments and criminal activity.
• In addition, FWC 22-1093(9) authorizes clearing activities, "... for the removal of
overhanging vegetation... blackberry vines or dead, dangerous or diseased trees."
• A Tree Count Assessment conducted by Brian Gilles, Forester and Arborist of Gilles
Consulting will be included with future land use process applications associated
with the above -mentioned parcels and is also included with this request.
Clearing of underbrush will not include removal of trees larger than five inches in diameter
(measured six inches from the top of the root if deciduous, 17 feet if coniferous). Federal
Way Campus, LLC will not conduct any grading activity as part of the underbrush clearing.
No stockpiling of materials will occur as part of the underbrush clearing. Avoidance of

wetlands and associated buffers will be of the utmost priority. Furthermore, the above -
referenced properties contain managed forest buffers governed by management plans
currently under review by Community Development staff under separate permit
applications. The requested underbrush removal will not occur in the managed forest
buffer or critical areas and associated buffers.
The proposed underbrush removal will occur in 2 phases. Phase 1 will remove
underbrush from the forested area between the Weyerhaeuser Technology Center (WTC)
and the Weyerhaeuser Way S right-of-way. Phase 2 will remove underbrush from pockets
of dense trees in between the existing parking lots used for the WTC.

ASSIGNMENT
Tom Messmer, of the Federal Way Campus LLC, contracted with Gilles Consulting to
develop this report of the trees at the Greenline Business Park property on Weyerhaeuser
Way South in Federal Way, Washington. In compliance with the Concomitant Pre -
Annexation Zoning Agreement, dated August 23, 1994, between the Weyerhaeuser Company
and the City of Federal Way, the 1994 definitions of "significant trees" was utilized to
measure and evaluate the condition of the trees on the property.
Note: A Management Plan for the Managed Forest Buffer for the Greenline Business Park
Project Site is under a separate report. While the trees and general description of the
Managed Forest Buffer is included here, the management plan is separate.
SCOPE AND METHODOLOGY
Evaluation of Trees & Status Deten13ination
First, an inventory of the existing vegetation of the property was conducted by creating a
number of transects on the property, then using this data and aerial photographs to
extrapolate the tree count to the entire site. In each transect this included documenting
the species present, their relative size, and their condition. Each tree was tagged with a
unique number and its trunk measured at 4.5 feet above the average ground level to
determine diameter, (DBH).
Current Federal Way City Code defines Significant Tree is a tree that is:
1) Eight inches in diameter or greater measured four and one-half feet above the
ground; and
2) In good health and structure; and
3) Not a hazard or otherwise detrimental to the community (e.g. is not diseased,
dying, or likely of falling into public open space or right-of-way, etc.) or
obscuring safe sight distance requirements.
Using FWCC Standards, calculations for tree retention were calculated and a Tree
Retention Plan has been included in the permit documents, but not as a part of this Tree
Evaluation Report or the Managed Forest Buffer Management Plan. This is because all
of the trees in the MFB are to be retained —unless they pose a threat to life and property.
These retained trees shall be protected as defined in the Tree Protection Measures section
below.
Trees were also evaluated for risk to determine whether or not any of the trees proposed
for retention pose an unacceptable level of risk to life and property. The goal was to
identify any potential hazard trees and manage them down to a safe level during clearing
and grading phases of the project. We followed the protocol of the International Society
of Arboriculture known as Tree Risk Assessment Qualification, TRAQ. This is a
scientifically based process that includes a roots to shoots evaluation of each tree to

determine health, structural stability, and likelihood of failure. Trees were then rated as
Significant or Non -Significant based upon criteria above and the size of their trunk at 4.5
feet as measured with a diameter tape measure.
Additional Testine
The trees all presented signs and/or symptoms that were readily discernible using the
visual tree evaluation system of a Level II risk assessment. These signs and/or symptoms
indicate extensive internal decay and/or structural defects in some trees and solid trunks
and lack of disease in others. Therefore, no additional tests were performed during these
site visits.
Failure
While no one can predict with absolute certainty which trees will or will not fail, we can,
by using this scientific process, assess which trees are most likely to fail and take
appropriate action to minimize injury and damage.
OBSERVATIONS
The property of the Greenline Business Park is located in the north end of the campus
between Interstate 5 and Weyerhaeuser Way South. The forest community is very
complex. While the understory shrub and ground cover layer are typical of lowland
Puget Sound Forests, the tree canopy is complex due to the existing buildings, associated
parking lots, as well as the forest areas having had management in the past to very
different goals and objectives.
As noted above, the shrub and ground cover layers consisted of plants typical of lowland
Puget Sound. Plants observed include:

as much pertinent information as possible and to make the report manageable. The
attached glossary provides a detailed description of the terms used in the spreadsheet and
in this report. It can be found in Attachment 3. GlossaA brief review of these terms
and descriptions will enable the reader to rapidly move through the spreadsheet and better
understand the information.
DISCUSSION
Required Tree Retention
Retention of course, needs to take into account the location of the trees and the location
of the proposed improvements. However, strongly advocate retaining as many more trees
as possible over the minimum required if development allows. This affords significant
flexibility during construction when unforeseen circumstances and events require the
removal of trees that were at first planned for retention. If there is a bank of extra
Significant Trees somewhere else on the property they can be switched out with a tree or
more that needs to be removed unexpectedly.

Tree Protection Measures
In order for trees to survive the stresses placed upon them in the construction process,
tree protection must be planned in advance of equipment arrival on site. If tree protection
is not planned integral with the design and layout of the project, the trees will suffer
needlessly and possibly die. With proper preparation, often costing little or nothing extra
to the project budget, trees can survive and thrive after construction. This is critical for
tree survival because damage prevention is the single most effective treatment for trees
on construction sites. Once trees are damaged, the treatment options available are
limited.

The minimum Tree Protection Measures in Anuc/Y1 eni 4 Tree Protection Measures are
on three separate sheets that can be copied and introduced into all relevant documents
such as site plans, permit applications and conditions of approval, and bid documents so
that everyone involved is aware of the requirements. These Tree Protection Measures are
intended to be generic in nature. They will need to be adjusted to the specific
circumstances of your site that takes into account the location of improvements and the
locations of the trees.
Habitat Tree Nurse Log, and Brush Pile Creation and Benefits
When trees need to be managed to reduce potential danger to life and property, it is
recommended that they be converted to Habitat Trees, Nurse Logs, and Brush piles to
benefit desirable wildlife.
• Habitat Trees, are standing trees, dead or alive, that are short enough that they
will not impact a target when the eventually do fall.
• Nurse Logs, are portions of tree trunks lain on the ground. They can be lain
across a slope to minimize erosion and provide microclimates for wildlife and
replanting of trees and shrubs.
• Brush Piles, are stakes of branches and twigs to provide essential cover for
desirable wildlife.
Please refer to Attachment S, Habitat Tree, Nurse Log, and Brush Pile Creation and
Benefits for important information about these critical urban/suburban elements.
WAIVER OF LIABILITY
There are many conditions affecting a tree's health and stability, which may be present
and cannot be ascertained, such as, root rot, previous or unexposed construction damage,
internal cracks, stem rot and more which may be hidden. Changes in circumstances and
conditions can also cause a rapid deterioration of a tree's health and stability. Adverse
weather conditions can dramatically affect the health and safety of a tree in a very short
amount of time. While I have used every reasonable means to examine these trees, this
evaluation represents my opinion of the tree health at this point in time. These findings
do not guarantee future safety nor are they predictions of future events.
The tree evaluation consists of an external visual inspection of an individual tree's root
flare, trunk, and canopy from the ground only unless otherwise specified. The inspection
may also consist of taking trunk or root soundings for sound comparisons to aid the
evaluator in determining the possible extent of decay within a tree. Soundings are only
an aid to the evaluation process and do not replace the use of other more sophisticated
diagnostic tools for determining the extent of decay within a tree.
As conditions change, it is the responsibility of the property owners to schedule
additional site visits by the necessary professionals to ensure that the long-term success

of the project is ensured. It is the responsibility of the property owner to obtain all
required permits from city, county, state, or federal agencies. It is the responsibility of
the property owner to comply with all applicable laws, regulations, and permit
conditions. If there is a homeowners association, it is the responsibility of the property
owner to comply with all Codes, Covenants, and Restrictions (CC&R's) that apply to tree
pruning and tree removal.
This tree evaluation is to be used to inform and guide the client in the management of
their trees. This in no way implies that the evaluator is responsible for performing
recommended actions or using other methods or tools to further determine the extent of
internal tree problems without written authorization from the client. Furthermore, the
evaluator in no way holds that the opinions and recommendations are the only actions
required to insure that the tree will not fail. A second opinion is recommended. The
client shall hold the evaluator harmless for any and all injuries or damages incurred if the
evaluator's recommendations are not followed or for acts of nature beyond the

ATTACHMENT 3 - GLOSSARY
Terms Used in This Report, on the Tree Condition / Inventory Spreadsheet, and
Their Significance
In an effort to clearly present the information for each tree in a manner that facilitates the
reader's ability to understand the conclusions I have drawn for each tree, I have collected
the information in a spreadsheet format. This spreadsheet was developed by Gilles
Consulting based upon the Tree Risk Assessment in Urban Areas and the Urban/Rural
Interface course manual and the Tree Risk Assessment Form, both sponsored by the
Pacific Northwest Chapter of the International Society of Arboriculture, and the Hazard
Tree Evaluation Form from the book, The Evaluation of Hazard Trees in Urban Areas,
by Matheny and Clarke. The descriptions were left brief on the spreadsheet in an effort
to include as much pertinent information as possible, to make the report manageable, and
to avoid boring the reader with infinite levels of detail. However, a review of these terms
and descriptions will allow the reader to rapidly move through the report and understand
the information.
1) TREE LOCATION —Relative placement of the tree.
2) TREE #—the unique tag number of each tree.
3) SPECIES —this describes the species of each tree with both most readily accepted
common name and the officially accepted scientific name.
4) DBH—Diameter Breast Height. This is the standard measurement of trees taken at
4.5 feet above the average ground level of the tree base.
i) Occasionally it is not practical to measure a tree at 4.5 feet above the ground.
The most representative area of the trunk near 4.5 feet is then measured and
noted on the spreadsheet. For instance, a tree that forks at 4.5 feet can have an
unusually large swelling at that point. The measurement is taken below the
swelling and noted, e.g. `28.4" at 36"'.
ii) Trees with multiple stems are listed as a "clump of x," with x being the
number of trunks in the clump. Measurements may be given as an average of
all the trunks, or individual measurements for each trunk may be listed.
(1) Every effort is made to distinguish between a single tree with multiple
stems and several trees growing close together at the bases.
5) GREATER THAN 8" DBH: is the DBH 8.0 inches or greater.
6) STATUS —Based upon the Federal Way Code a tree is Significant if it is 8 inches or
more measured at 4.5 feet above the average ground level, is healthy, structurally
sound, and does not pose a threat to the public.

TREE PROTECTION MEASURES
Tree Protection Fencing:
a. Tree Protection Fences will need to be placed around each tree or group of
trees to be retained.
i. Tree Protection Fences are to be placed according to the approved
limits of clearing.
ii. The area inside the fences is the Tree Protection Zone.
iii. The area outside the fences is the development zone or the
construction zone.
iv. Tree Protection Fences must be inspected prior to the beginning of
any clearing, grading, or construction work activities.
v. Nothing must be parked or stored within the Tree Protection
Fences —no equipment, vehicles, soil, debris, or construction
supplies of any sorts.
b. Signs:
i. The Tree Protection Fences need to be clearly marked with the
following or similar text in four inch or larger letters:

2. Cement Trucks:
a. Cement trucks must not be allowed to deposit waste or wash out materials
from their trucks within the Tree Protection Fences.
3. Canopy Pruning:
a. The canopies of the edge trees may need to properly pruned to allow
building and construction clearance.
b. The pruning must be done by an International Society of Arboriculture,
(ISA) Certified Arborist using current industry standard pruning
techniques. (ANSI A300 Pruning Standards and ANSI Z131.1 Safety
Standards as well as all OSHA, WISHA, and local standards must be
followed.)

c. The pruning as much as possible should be done from a lift truck to allow
tip pruning and he smallest cuts possible or by using clean climbing
techniques. If a lift truck is not practical, an ISA-Certified Arborist using
clean climbing techniques must be utilized.
d. Plant debris can be chipped and utilized on site for the mulch under the
preserved/retained trees.
5. Excavation:
a. When excavation occurs within the driplines of trees that are scheduled for
retention, the following procedure must be followed to protect the long
term survivability of the tree:
b. An International Society of Arboriculture, (ISA) Certified Arborist must
be working with all equipment operators.
i. The Certified Arborist should be outfitted with a shovel, hand
pruners, a pair of loppers, a handsaw, and a power saw (a
ICsawsall" is recommended).
c. The Hoe:
i. The hoe used at first must be a small landscape sized hoe with a
thumb attachment.
ii. The hoe must be placed to gently comb back the duff layer using
the depth of the bucket tines as the amount of each stroke of the
bucket. Gently comb the soil in theses gradual layers working the
soil directly away from the trunks.
d. Root Exposure and Pruning:
i. When any roots of 1.5 inch diameter or greater, of the tree to be
retained, is exposed, the Certified Arborist shall stop the hoe
operator, hand dig to expose the root, then properly prune the root
using the most appropriate sharp and clean tool from the list above.
The arborist will then instruct the operator to continue the
excavation.
ii. This excavation procedure shall continue until Certified Arborist
determines that the excavation is deep enough that no more
significant roots will likely be exposed.
e. The small hoe can then excavate down to its limits of depth.
f. The larger hoe can then take over the excavation to the proper depth and
of the rest of the site.
6. Putting Utilities Under the Root Zone:
a. If it is necessary to place utilities within the dripline, it must be
accomplished with trenchless technology such as boring under the root
systems of trees (and other vegetation). This work shall be done under the
supervision of an ISA Certified Arborist.

b. This is to be accomplished by excavating a limited trench or pit on each
side of the critical root zone of the tree and then hand digging or pushing
the pipe through the soil under the tree. The closest pit walls shall be a
minimum of 7 feet from the center of the tree and shall be sufficient depth
to lay the pipe at the grade as shown on the plan and profile.
c. Tunneling under the roots of trees shall be done under the supervision of
an ISA Certified Arborist in an open trench by carefully excavating and
hand digging around areas where large roots are exposed. No roots 1 inch
in diameter or larger shall be cut.
d. The contractor shall verify the vertical and horizontal location of existing
utilities to avoid conflicts and maintain minimum clearances; adjustment
shall be made to the grade of the new utility as required.

Six-foot high temporary chain link fence shall be placed as shown on plans. Fence shall com-
pletely encircle tree(s). Install fence posts using pier blocks only. Avoid driving posts or
stakes into major roots.
Make a clean straight cut to remove damaged portion of root for all roots over 1" in diameter
damaged during construction. All exposed roots shall be temporarily covered with damp
burlap and covered with soils the same day, if possible, to prevent drying. If not possible,
burlap must be kept moist at all times.
Work with the protection fencing shall be done manually. No stockpiling of materials, soil, de-
bris, vehicle traffic, or storage of equipment or machinery shall be allowed within the limit of
the fencing.
Cement trucks must not be allowed to deposit waste or wash out materials from their trucks
within the Tree Protection Fences.
The area within the Tree Protection Fencing must be covered with wood chips, hog fuel, or
similar materials to a depth of 8 to 10 inches. The materials should be placed prior to be-
ginning construction and remain until the Tree Protection Fencing is taken down.

ATTACHMENT 5 - HABITAT TREE, NURSE LOG, BRUSH PILE CREATION
AND BENEFITS
There are occasions where hazardous trees need not be completely removed. Shortening
is the preferred method in these types of areas rather than complete removal. Standing
dead trees, also known as "vertical structure" in forest ecology terms, provide important
wildlife habitat. Recent studies at the University of Washington have shown that the
third most significant reason for the decline of songbirds in the Puget Sound region is the
lack of standing dead trees, nurse logs, and brush piles. (The primary reason for the
decline of desirable wildlife is loss of habitat. The second reason is predation by dogs,
cats, Grey Squirrels, and Opossums.)
These studies reveal that as many as 54% of
desirable urban wildlife utilize standing dead
trees, nurse logs and brush piles on the ground
in one or more important life cycle. For
instance, Black Capped Chickadees must
excavate a new cavity every spring in order to
successfully mate and produce a brood of off
spring.
The opportunity exists here to remove the
dangerous portions of these trees and leave the
snags standing for wildlife. You can also
place the upper trunk sections carefully on the
ground as nurse logs. The logs, if in contact
with the ground, soak up moisture and release
it slowly throughout the summer. This
supports plants and animals in the immediate
area. Brush piles strategically placed for birds
and mammals to use as safe areas also have
important wildlife benefits. These two measures have the added benefit of reducing the
cost because a tree service does not need to do as much clean up or removal.

VALUE OF BRUSH PILES
In general, the concept of shelter is important to urban wildlife. In his book, Landscaping
for Wildlife in the Pacific Northwest, Wildlife Biologist Russell Link writes, "Shelter,
(also called cover) is a place to raise young, hide from predators, and avoid the heat, cold,

For instance, insects will be attracted to the inside of brush piles that will become food or
other animals. "The inside of the pile can also protect wildlife from sun, rain, and
predators. During strong winds, birds that would ordinarily use an evergreen tree for
evening shelter may instead use a brush pile located on the ground out of the wind. Far
into a pile, mammals and some birds find nesting cover in the tight network of strong
twigs. The outside, where the sticks protrude from the pile, provides places for birds to
perch and sign, preen, and catch insects. If the base of the pile contains large limbs or
logs, salamanders, snakes, and lizards may hibernate there. Ants, worms, beetles, and
other insects will life and feed in the rich soil beneath a pile.
