The applicant proposes to locate an AT&T Personal Wireless Service Facility (PWSF) on an existing 48-foot tall office building in the Office Park (OP-2) zoning district. Pursuant to Federal Way City Code (FWCC) Section 22-835, PWSFs are reviewed under Process I, when meeting the special regulations listed in Note #2 of this code section. Based on the development regulations identified in FWCC Sections 22-966 through 22-975, the Process I application is hereby approved. The PWSF ground equipment will be screened by an expansion of the existing mechanical screening; the proposed screening will consist of pre -finished black metal siding that is consistent_ with the existing mechanical screening. The PWSF ground equipment consists of four units whose gross floor area is approximately 23.0 square feet. The project consists of a total of 12 panel antennas measuring four feet/three inches in length. The antennas will be mounted on the. mechanical screening as follows: four antennas to be mounted to the existing mechanical screening on the north fagade; four antennas to be mounted to the existing mechanical screening to the west; -and four antennas to be mounted to the proposed mechanical screening to the east. The height of the existing mechanical screens is 55 feet/10 inches. The antennas will be painted to match the mechanical screening, thereby satisfying the development standards of FWCC Section 22-967(1)(a). The applicant shall contact the Planning Division of the Department of Community Development Services for a final inspection of the PWSF. In conjunction with the inspection, the applicant shall submit an affidavit to the Planning Division that verifies the PWSF has been installed in accordance with the approved plans for the application. This application requires the applicant to obtain an electrical permit and building permit from the City of Federal Way before doing any work. Mr. Norris Bacho Page 2 November 17, 2003 This approval does not exempt the project form other local, state, and federal permit requirements. Pursuant to FWCC Section 22-972, within six months of issuance of the permit for the facility, you must submit a project implementation report providing cumulative field measurements of radio frequency (EMF) per densities of all antennas installed at the site. This approval is also subject to five- and ten-year permit limitations identified in FWCC Section 22- 974 (enclosed). The effective date of this decision is November 17, 2003. The decision may be appealed in the form of a letter delivered to the Department of Community Development Services (33530 First Way South, PO Box 9718, Federal Way, WA 98063-9718) by December 1, 2003. An appeal letter must contain a clear reference to the matter being appealed and a statement of the factual findings and conclusions of the Director of Community Development Services disputed by the person filing the appeal, and must include the appeal fee. Any additional requirements of FWCC Section 22-397 must be followed. Pursuant to FWCC Section 22-396, if no appeal is submitted within the 14-calendar day appeal period, the preliminary approval shall become final on the first calendar day following the expiration of the appeal period. Upon the decision becoming final, the applicant may engage in activity based on the decision, provided applicable permits have been approved. In that you are the only party of record for this application, you may waive your right to appeal. The City must receive this waiver in writing. If you choose to waive your right to appeal, you could begin work on the proposal on November 21, 2003, provided you have obtained an electrical permit for the proposal by that date. The total cost for this Process I review is $115.00 (two hours at $57.50 per hour). This balance is subtracted from the $57.50 paid at the time of application, and as such, $57.50 is due at this time. This decision shall not waive compliance with City of Federal Way codes, policies, and standards relating to this development. ('WFI") to evaluate the existing Cingular Wireless "Weyerhaeuser" facility, number SS-81, with antennas atop the roof of an office building at 33930 Weyerhaeuser Way, Federal Way, Washington, for compliance with current Federal Communications Commission (FCC) rules regarding human exposure to radiofrequency (RF) electromagnetic fields (EMFs). The Cingular Wireless facility includes panel antennas flush -mounted to rooftop mechanical screen. Access to the rooftop appears to be restricted, and all of the Cingular antennas appear to be centered approximately 52 feet above ground level. Thus it is unlikely that anyone other than authorized RF workers could approach near enough to any of the existing antennas to cause that person's RF exposure levels to exceed FCC limits. It is expected that exposure conditions in all accessible ground level areas, and inside nearby buildings, due to the RF fields from the Cingular transmitting antennas, in combination with any nearby wireless facilities, are well below the FCC public exposure limits. To verify that the existing Cingular Wireless facility is in compliance with FCC rules regarding human exposure to RF fields, I have performed RF exposure measurements at various ground level locations to determine the exposure conditions that exist in publicly accessible areas near the building. MEASUREMENTS OF EXISTING RF EXPOSURE CONDITIONS NEAR THE BUILDING The RF exposure measurements were performed on October 6, 2005. The measurements took place during a busy weekday afternoon, between approximately 1:00 p.m. and 1:30 p.m., when RF activity is expected to be at or near its highest level. Hatfield & Dawson Consulting Engineers 2 RF EXPOSURE MEASUREMENT EQUIPMENT The exposure measurements were performed using a NARDA Model 8718B Electromagnetic Radiation Survey Meter (S/N 0001) with a NARDA Model B8742D Isotropic Shaped Electric Field Probe (S/N 05003). This meter and probe combination is a broadband instrument which measures power densities over a wide spectrum as required by IEEE Standard C95.3-2002, "IEEE Recommended Practice for Measurements and Computations of Radio Frequency Electromagnetic Fields With Respect to Human Exposure to Such Fields, 100 kHz-300 GHz " The NARDA RF survey equipment provides an output proportional to the FCC general public (Uncontrolled Environment) maximum permissible exposure (MPE) over a very wide frequency range. The meter/probe combination is sensitive to all RF signals in the frequency range of 300 kHz to 3.0 GHz. Therefore the equipment used during the survey, which has been factory - calibrated within the past twelve months, responded to RF signals from all significant transmitters at or near the Cingular facility. RF EXPOSURE MEASUREMENT METHODOLOGY Measurement procedures were performed in accordance with methods described in OET Bulletin 65, August 1997, "Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields," IEEE Standard C95.3-2002, "IEEE Recommended Practice for Measurements and Computations of Radio Frequency Electromagnetic Fields With Respect to Human Exposure to Such Fields, 100 kHz-300 GHz," and NCRP Report No. 119, `A Practical Guide to the Determination of Human Exposure to Radiofrequency Fields." The measurement survey was conducted in accessible outdoor areas near ground level. The survey included the parking lots and walkway between the buildings. Measurements were made during weekday business hours when the Cingular transmitters, and all other nearby transmitters, are expected to be operating at or near full power. Hatfield & Dawson Consulting Engineers 3 During the measurement period, accessible areas were scanned with the measurement probe over an area equivalent to that of the human body (one by two meters). At the locations of the highest RF exposure readings, the probe was moved from close to ground level up to a height of approximately 2 meters (6' 7"). During this procedure, the "Spatial Averaging" feature of the survey meter was activated to capture spatially averaged RF exposure levels in accordance with IEEE Standard C95.3-2002. EXISTING RF EXPOSURE ENVIRONMENT The maximum RF exposure levels due to the combined effects of the various wireless facilities operating on and near the building were found to be well below FCC Public MPE limits. The highest measured exposure level was found to be approximately 0.20% of the Public MPE limit. The location of this measurement was on the walkway between the two buildings, approximately 10 yards southwest of the antennas. All other ground level locations, including the parking lots and building entrances, had measured exposure levels less that 0.20% of the public exposure limit. CONCLUSION Wireless facilities are required to comply with the FCC "Rules & Regulations" CFR 47 §1.1310, Radiofrequency radiation exposure limits. Compliance is determined by comparing RF field measurements and predictions with the general population/uncontrolled environment (i.e., "Public") Maximum Permissible Exposure limits (MPEs) allowed by the FCC rules, as specified in CFR 47 § 1.1310. Based on RF exposure measurements, the existing Cingular Wireless facility operating from the building at 33930 Weyerhaeuser Way, Federal Way, Washington, is in compliance with current FCC rules regarding human exposure to radiofrequency electromagnetic fields. Hatfield & Dawson Consulting Engineers 4 This conclusion is based solely on the comparison of measured RF exposure conditions in specific areas with the corresponding safe exposure limits set forth in the FCC rules. The FCC exposure limits are based on recommendations by federal and private entities with the appropriate expertise in human safety issues. INTERFERENCE The transmission equipment for the Cingular Wireless facility is certified by the FCC under the equipment authorization procedures set forth in Part 2 of the FCC rules. This assures that the wireless facility will operate only within the desired cellular and PCS frequency bands, and that spurious emissions are within FCC specifications. Thus the existing Cingular Wireless facility is unlikely to interfere with the reception of area television or radio broadcasts, other adjacent or neighboring transmission or reception functions, or the functioning of any other electronic devices. In order to improve coverage enough in this area, the minimum height required for our antennas on the roof of this building is 55 ft. Our antennas have to be high enough to connect our current sites Federal Way (roughly 1.1 miles away) and Peasley Canyon (about 0.7 miles away) along Hwy 18.
