Findings for Project Approval
Federal Way Revised Code (FWWRC) Chapter 19.65 `Process IH Project Approval'
Sprint @ Dash Point — SE60XC300, File 12-104882-00-UP
_ The Planning Division hereby presents the following analysis to the Director of Community and
Economic Development pursuant to content requirements of the Process III written decision as set forth in
Federal Way Revised Code (FWRC) 19.65.100(4).
Proposal — The applicant proposes to upgrade an existing Personal Wireless Service Facility
(PWSF) by adding three antennas, three lines of cable, and three remote radio heads to a monopole.
Associated upgrades to the existing equipment shelter include adding two new equipment cabinets.
After a period of approximately six months, Sprint will remove the currently existing six antennas
and lines of cable, along with the existing equipment cabinets.
2. Site Conditions — The existing PWSF is located on a 155' monopole on a site owned by South King
Fire & Rescue at 31617 1 `Avenue South, Federal Way. The ground equipment is located within an
existing shelter; no changes are proposed to modify the equipment shelter location.
3. Comprehensive Plan and Zoning — The city's comprehensive plan designation is Single Family,
High Density and the zoning is Single Family Residential (RS 9.6). PWSFs are permitted in the RS
zone pursuant to FWRC 19.200.190.
4. Review Process — The replacement and addition of antennas to the existing PWSF is not exempt from
State Environmental Policy Act (SEPA) review and is subject to Process III `Project Approval' review.
State Environmental Policy Act (SEPA) — The proposal is not exempt from environmental review
pursuant to Washington Administrative Code 197-11-800(25)(a)(iii). The city utilized the Optional
Determination of Nonsignificance (DNS) process as allowed by SEPA Rules. A combined Notice of
Application and Optional DNS was issued November 9, 2012. No comments were received during
the integrated comment period. The city's Responsible Official issued a DNS on November 28,
2012. The threshold determination appeal period ended December 12, 2012, with no appeals
submitted to the Federal Way City Clerk.
6. Public Notice — Pursuant to Process III and SEPA regulations, a Notice of Land Use Application and
Optional DNS were published in the Federal Way Mirror, posted at two locations at the subject site,
and displayed on the designated city notice boards on November 9, 2012. Notices were also mailed
to property owners within 300 feet of the subject property. No comments were received on the land
use application or SEPA DNS notice.
Prioritized Locations — The applicant proposes to locate the PWSF on, "Existing broadcast, relay
and transmission towers...," which is the second priority location of the five prescribed in FWRC
19.255.010(4). A higher prioritized location, "Structures located in the BPA trail...," is not feasible
as this proposal is an upgrade to an existing facility. There are no alternative BPA towers in the
proposed vicinity. Staff finds the applicant has met the burden to utilize the second prioritized
location. The antenna upgrades will provide higher capacity and improved coverage overall to the
residential areas in Federal Way.
8. PWSF Development Standards — PWSFs located on existing structures shall meet development
standards prescribed in FWRC 19.255.020(1). The following are staff responses to each criterion:
a. The PWSF exceeds the minor facility thresholds for number of antennas and size, but
creates no more adverse impacts than a minor facility. Based on site photos and detailed
drawings, the proposed addition will be installed in the same manner as the previously
approved antennas and the visual impact will be minimal. After six months, the existing
antennas wi be removed and reduce the amo of equipment at this location.
b. The combined antennas will not exceed 15' above the existing rooftop facility. No
height increase is being proposed.
c. This section does not apply as the proposed PWSF is not in a right-of-way.
d. The proposed antennas will match existing conditions. The impacts to surrounding uses
will be no greater than the existing facility.
e. The proposed size and number of the antennas are necessary to meet LTE (4G)
coverage objectives as depicted in the project narrative provided by applicant.
f. The existing ground equipment meets current regulations. Minor additional equipment
is to be added to an existing cabinet. The footprint of the facility will not be enlarged
and will meet the setback requirements.
9. Screening Standards — PWSFs are required to be screened using best available technology and
design. The proposed antennas will be painted to match the existing antennas. These measures
appropriately mitigate visual impacts of the facility, cause no adverse cumulative effects, and meet
aesthetic standards set forth in FWRC 19.255.020(1)(d).
10. Electronics Equipment Standards —No material expansions or changes to the architectural design of
the enclosure are proposed. Therefore, these changes are exempt from PWSF standards set forth in
FWRC Chapter 19.255, and are permitted outright with no further regulatory action required
pursuant to FWRC 19.255.010(3)(g).
11. Security Screening— The PWSF includes existing structure and fencing; no new fencing or
expansion of existing fencing is proposed.
12. Cumulative Effects — The city must consider the cumulative visual effects of the PWSF mounted on
an existing structure in determining whether additional permits may be granted so as to not adversely
affect the visual character of the city. Based on the plans and photo -simulations of the proposed
modifications, the PWSF will not adversely affect the visual character of the city. The upgraded
antennas will use best available technology and design and will have less of an impact than creating
a new PWSF site. After six months, the existing antennas will be removed and reduce the amount of
equipment at this location.
Findings for Project Approval Page 2
Sprint @ Dash Point File 12-104882-00-UP/Doc. I.D. 62730
13. Condition of Approval — The following condition of approval shall be a component of the Process III
land use decision:
• Prior to any site work, the applicant shall obtain an electrical permit from the city's
Department of Community and Economic Development.
14. Process III Decision Criteria — Based on the above findings, staff has determined the proposal is
consistent with applicable site plan approval criteria required for Process III `Project Approval,'
pursuant to the following FWRC 19.65.100(2) items. Staff responses (italicized) follow each criterion:
a. IC is consistent with the comprehensive plan;
The proposal is consistent with the following Federal Way Comprehensive Plan (FWCP)
goals and policies:
PUGI — Work with private utility companies to allow them to provide full and
timely service that meets the needs of the city's residents and businesses, both
present and future.
PUG2 — Work with private utility companies to allow them to provide service
in a way that balances cost-effectiveness with environmental protection,
aesthetic impact, public safety, and public health.
PUP17 — The city should require that site speck utilityfacilities such as
antennas and substations be reasonably and appropriately sited and screened
to mitigate adverse aesthetic impacts.
b. It is consistent with all applicable provisions of this title;
The site plan has been reviewed under FWRC Title 19, "Zoning and Development
Code, " with specific attention to the following divisions and/or chapters: Division I,
Administration; Chapter 19.65, Process III Project Approval; Chapter 19.200, Single
Family Residential (RS); and Chapter 19.255, Personal Wireless Service Facilities.
c. It is consistent with the public health, safety, and welfare;
No adverse impacts are anticipated as a result of the proposal. The PWSF has received
approval from South King Fire & Rescue. The Process III ML U application has been
reviewed under SEPA, FWCP, and applicable provisions of the FWRC.
d. The streets and utilities in the area of the subject property are adequate to serve the anticipated
demand from the proposal;
The city's Traffic Division has determined the PWSF will not require concurrency
review and will not adversely affect the current level of service. The Lakehaven Utility
District has determined no sewer or water improvements are required for the PWSF.
Findings for Project Approval Page 3
Sprint @ Dash Point File 12-104882-00-UP/Doc. I.D. 62730
e. The proposed access to the subject property is at the optimal location and configuration;
The facility is an existing site and no changes are proposed to the access points to the
facility.
f. Traffic safety impacts for all modes of transportation, both on or offsite, are adequately
mitigated.
In the short term, a few extra vehicle trips will be added during construction. There
will be no long term impacts on traffic, as the facility is unmanned.
These findings shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this development.

RE: File #12-104883-00-SE; ENVIRONMENTAL THRESHOLD DETERMINATION
Sprint @ Dash Point — SE60XC300, 31617 ls` Avenue South, Federal Way
Dear Mr. Smith:
The city and jurisdictional agencies have reviewed the environmental checklist submitted with Sprint @ Dash
Point Process III Master Land Use (MLU) application. It has been determined that the proposal will not have a
probable significant adverse impact on the environment. As a result, an Environmental Impact Statement (EIS) is
not required to comply with the State Environmental Policy Act (SEPA). A copy of the Determination of
Nonsigniftcance (DNS) is enclosed.
The Optional DNS Process was used to review this proposal. The 14-day comment period required by SEPA rules
ran concurrently with the public comment period associated with the notice of land use application, which began
on November 9, 2012, and ended November 26, 2012. The city did not receive written comments regarding the
MLU application or environmental checklist. Pursuant to Washington Administrative Code (WAC) 197-11-355, a
second comment period is not required upon issuance of the DNS.
The enclosed DNS was issued on November 28, 2012. The city will provide a copy of the DNS to the Department
of Ecology, agencies with jurisdiction, Puyallup and Muckleshoot tribes, and anyone requesting a copy. All final
determinations may be appealed within 14 days following the issuance of the DNS. No licenses, permits, or
approvals will be issued until completion of the appeal period, which ends December 12, 2012.
The decision not to require an EIS does not grant the license, permit, or approval you are seeking from the city.
The environmental record is considered by the decision maker(s) and conditions will be imposed to reduce
identified environmental impacts, as long as the conditions are based on adopted and designated city policy.
After a final decision has been made on your proposal you may, but are not required to, publish a Notice of Action
as permitted in RCW 43.21C.075. The Notice of Action sets forth a time period after which no legal challenges
regarding the proposal's compliance with SEPA can be made. The city is not responsible for publishing the Notice
of Action.
Questions regarding the PWSF's environmental review component should be directed to me at 253-835-2641 or

Matt Herrera
951 8th Ave South
Federal Way, 98003
RE: Sprint Spectrum antenna replacement and additions to their wireless communication facility located at 31617 1s` Ave
South, Federal Way, WA.
Dear Matt,
Sprint Spectrum plans to add 3 antennas, 3 remote radio heads, 3 lines of cable and 2 equipment cabinets to 'their existing
wireless facility. After a period of approximately 6 months Sprint plans to remove the antenna, lines of cable and cabinets
that currently exist at this location.
The following is a written response to the design criteria:
A (i) A wireless facility is consistent with the comprehensive plan and allowed in this area of the comprehensive plan.
A(ii) This facility is consistent with all provisions of this title by having as little impact as possible by locating the
antennas where Sprint already has a wireless facility.
A (iii) This facility will enhance public safety by ensuring consistent wireless service throughout the area. This facility
will have no impact on public health or welfare.
A (iv) This facility will have no net increase in the need for public facilities.
A (v) The access for the property and this facility will remain unchanged.
A (vi) This proposal in the short term will add a few extra vehicle trips during construction and will have no long term
impact on traffic as the number of trips to the facility will not change.
Written Explanation of the Need for the Facility
Sprint Spectrum is attempting upgrade their network to the LTE (4G) technology, this technology requires that antennas
be replaced with new antennas that comply with the LTE standard. This upgrade at this location will take place at the same
height that Sprint currently uses for their CDMA antennas. In the end this proposal will reduce the amount of equipment at
this location.
Explanation of Why Cabinet is Being Located Above Grade
There will be no long term change in the number of cabinets. This proposal includes adding two cabinets that will in
approximately in six month replace the cabinets that are currently at this location.
Documentation of Efforts to Collocate
This proposal is a collocation. Sprint aggress to cooperate in any efforts to collocate at this facility, however the decision
to allow collocation remains with South King County Fire District.
Please let me know if I can provide any additional information or answer any questions with regards to this proposal. I can
be reached at 206/227-3876, or 2463 8" Ave N, Seattle, WA 98109.
Th for your tim wit regards to this matter.

Re: SE60XC300
Dear David Simard:
Please find attached three maps for your reference. One map shows an area map with Sprint's sites.
Two maps show 2 levels of coverage, green for Indoor and yellow for Outdoor. Indoor Coverage
provides the best quality of service with a low chance of dropped calls outside or inside buildings.
Outdoor coverage provides a fair quality of service that allows for calls outside but with an increased
chance of dropped calls inside buildings.
Sprint is currently undergoing a nationwide network upgrade program. This entails replacing old
obsolete equipment with next generation equipment. This upgrade will provide higher capacity and
improved coverage overall to the residential areas in Federal Way. This will help improve customer
perceived wireless internet speeds (while on Sprint's upgraded network) as well as lower instances of
dropped calls. One important thing to note is that once the network is upgraded, the old system will
no longer function. Should SE60XC300 not be upgraded, then we would end up creating a coverage
degradation in areas that customers used to experience the best quality of service.

ENVIRONMENTAL CHECKLIST 1t(/g(I I I1
Purpose of checklist.•
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all
proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if
it can be done) and to help the agency decide whether an EIS is required.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies
use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an
EIS. Answer the questions briefly, with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be
able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not
know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply." Complete answers to
the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer
these questions if you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on
different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects.
The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably
related to determining if there may be significant adverse impact.
Use of checklist for nonproject proposals:
Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." IN
ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D).
For nonproject actions, the references in the checklist to the words "project," "applicant," and "property or site" should
be read as "proposal," "proposer," and "affected geographic area," respectively.
A. BACKGROUND

covered by your proposal? If yes, explain.
Type 3 Land Use Review and a building permit.
10. List any government approvals or permits that will be needed for your proposal, if known.
Type 3 Land Use Review and a building permit.
11. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are
several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those
answers on this page. (Lead agencies may modify this form to include additional specific information on project description.)
Sprint plans to add three antenna, three lines of cable, three remote radio heads and two equipment cabinets to their existing
wireless facility. After a period of approximately 6 months sprint will remove their now existing antenna and lines of cable.
12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed
project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of
area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if
reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or
detailed plans submitted with any permit applications related to this checklist.
The proposed project is located at 31617 lst Ave. South within the City of Federal Way adjacent to an existing monopole. The
property also house the South King County Fire District.
