The Process I application was submitted and determined to be complete on April 27, 2012. Your proposal is found to be consistent with provisions of Federal Way Revised Code (FWRC) Chapter 19.55, `Process I — Director's Approval' and Chapter 19.255, `Personal Wireless Service Facilities.' Your Process I proposal is hereby approved. The Process I land use approval is supported by the following statement of facts: 1. Zoning & Land Use — The zoning designation for the subject property is Office Park (OP). PWSFs are permitted in the OP zone pursuant to the zoning chart found in FWRC 19.235.100. 2. Review Process — According to submitted materials, the applicant proposes to modify their existing telecommunications facility located at the above -referenced subject property. The scope of the modifications includes the addition of three (3) new panel antennas mounted to existing tower mounted equipment, six (6) remote radio head (RRH) units, surge protection units, DC fiber lines, one (1) Raycap SQUID mounted near antenna level, and new ground equipment within the existing equipment shelter. The addition of larger antennas to an existing PWSF is subject to Process I Director's Approval pursuant to FWRC 19.255.020(l)(a) `Building- or structure -mounted PWSFs on existing buildings or structures in or out of the public right-of-way.' 3. Cumulative Effects — The City must consider the cumulative visual effects of PWSFs mounted on existing structures and/or located on a given permitted site in determining whether additional permits may be granted so as to not adversely affect the visual character of the City. As shown on the site plan, elevations, and photos, the addition of three new large panel antennas are not a substantial increase to the existing site. The antennas do not exceed the height of the existing monopole, and ground equipment will be enclosed in the existing shelter. As such, the PWSF will not adversely affect the visual character of the City and there is no proposed height increase. 4. State Environmental Policy Act (SEPA) —The project is exempt from SEPA review as it meets the exemptions of WAC 197-11-800(25). Mr, Pigece�; May 25, 2012 Page 2 5. Additional Permits — A separate electrical permit will be required. Please contact a Development Specialist at 253-835-2607 if you have questions regarding the electrical permit application process. 6. Process I Thresholds — The proposed improvements do not reduce required parking, landscaping, buffering, open space, or public areas; do not change the location of utilities or easements; and create no impacts to sensitive areas or significant trees. CLOSING The effective date of this decision is May 29, 2012, or three days from the date of this letter. Pursuant to FWRC 19.55.050, any person who received notice of this administrative decision may appeal the decision to the Federal Way Hearing Examiner by June 12, 2012. Any appeal must be in the form of letter delivered to the Department of Community and Economic Development with the established fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in the Director's decision. No work on the proposal can commence until the end of the appeal period. In that you are the only party of record, you may waive your right to appeal by submitting a letter to this effect to the City of Federal Way, Community and Economic Development Department. Work on the site may not commence until you have been issued the appropriate electrical permit. This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this site. This Process I approval does not constitute approval of an electrical permit. This Process I approval is valid for one year from the effective date of this decision. If no further action is taken within one year, this decision will expire. A one -tune, 180-day extension may be granted only if a written request is submitted to the City's Community and Economic Development Department at least 30 days prior to the expiration of the decision. Locating the new AT&T antennas within their existing PWSF prevents further proliferation of towers within the city of Federal Way. The existing PWSF is a high priority location because a legal wireless telecommunication facility is currently co -located to the existing tower. The Applicant has provided documentation to justify the proposed design of adding their new panel antennas to the existing antenna location. Replacing the existing antennas would result in the loss of technology for this market. Adding the new antennas below the existing would create a loss in propagation of a technology in this market. The Applicant's design proposes to locate the new panel antennas next to the existing antennas, and utilizing the same length stand-off arms from the existing tower. This design will minimize bulking of the PWSF and still allow the Applicant to meet their existing coverage objectives. The proposed design will remain closer to the existing structure than the wireless carrier co -located below. The existing and proposed antennas will not exceed the height of the existing monopole. The new ground equipment will be located in the existing equipment shelter. Electronic cabinets shall either: i. Be placed in a new or existing completely enclosed building. It is the applicant's responsibility to prove that the maximum size of the building is the minimum size necessary to house the equipment; or Applicant Response: All new equipment cabinets will be installed within the existing 10'x16' ground mounted shelter. ii. Be placed above ground in a new or existing equipment enclosure. It is the applicant's responsibility to prove that the maximum size of the building is the minimum size necessary to house the equipment. Equipment enclosures shall be screened with one or a combination of the following methods, which shall be acceptable to the city: fencing, walls, landscaping, structures, buildings or topography which will block the view of the equipment enclosure to the greatest extent possible from any street andlor adjacent properties, as determined by the director of community development services. Screening may be located anywhere between the enclosure and the above -mentioned viewpoints. Landscaping for the purposes of screening shall be maintained in a healthy condition, pursuant to FWRC 19.125.090(2). Applicant Response: The existing equipment shelter is located within the property's northerly band of natural vegetation. This prevents any views of the equipment from the North. The shelter is also located 550' from the West property line, 771' from the South property line, and —1200' from the East property line. If the equipment cabinet is located within a new enclosed building, the building shall conform to all applicable development standards and design guidelines for the underlying zone. The enclosed building shall be architecturally designed and shall be compatible with existing buildings on the site. It has requested to add antennas onto existing structure. The reason for this modification is to enable the facility to provide our new 4G service to the public. Many of the existing 3G antennas are better left intact to minimize service outages to the public on the 3G network. Therefore, adding new ones is our only option. The ideal location is to place the new antennas on the same radiation center as the existing antennas. It allows the customers switch between 2G/3G/4G services seamlessly, thus provide better spectrum efficiency to the network. The customers will enjoy the optimal voice quality and data rate with minimal tower equipments. If the 4G antennas are to be mounted directed below the existing, the radiation center will be reduced by 10ft. The attached map shows there will be significant reduction of coverage footprint. AT&T Mobility has made its best effort to keep the proposed new 4G antennas similar in dimensions as the existing antennas on this facility. However, due to the additional lower frequency band that we need to operate in, the physical size of the antennas will increase. In most cases, we cannot replace them with the exact same size as this is all due to the physics of the antenna needing to operate at lower radio frequencies.
