Dear Ms. Todd:
The City's Planning Division has completed an administrative land use review of the proposed Personal
Wireless Service Facility (PWSF) antenna replacement on an existing American Tower Corp. owned
monopole on Parcel #202104-9157 at the address referenced above. The site is owned by the United
States Postal Service, and the tower is owned by American Tower Corp. The Process I application was
submitted and determined to be complete on June 10, 2009. Pursuant to Federal Way Revised Code
(FWRC) 19.55, "Process I — Director's Approval," your proposal is found to be consistent with the
provisions of Chapter 19.255 — Personal Wireless Service Facilities. Your Process I proposal is hereby
approved.
The Process I land use approval is supported by the following statement of facts:
1. Zoning & Land Use —The zoning designation for the subject property is Office Park (OP). PWSFs
are permitted in the OP zone pursuant to the zoning chart found in FWRC 19.215.100.
Review Process — According to submitted materials, the applicant proposes to replace three existing
antennas with three new models, replace six existing Tower Mounted Amplifiers (TMA) , add six
new model TMAs, and add three remote electrical tilts (RETs). The replacement of three antennas
with new models with a change in dimensions is not exempt from FWRC 19.255.010(3)(f) "routine
maintenance or repair" and requires a Process I Master Land Use Application. Please note the project
description states that this facility is located in the City right-of-way. After conducting a review of
this project it is clear this PWSF is not located in a right-of-way and was reviewed as such.
Cumulative Effects — The City must consider the cumulative visual effects of PWSFs mounted on
existing structures and/or located on a given permitted site in determining whether additional permits
may be granted so as to not adversely affect the visual character of the City. Currently, the antennas
are long and narrow (104"xl 1"x5") and are painted a non -reflective color to match the PSE pole. The
proposed antennas are smaller but wider (52"x22"xl 1") and will be painted the same color as the
existing antenna. As shown in the plans and elevations, the size change is not a substantial increase,
and the proposed PWSF will not adversely affect the visual character of the City.
4. State Environmental Policy Act (SEPA) — The project is exempt from SEPA review as it meets the
exemptions of WAC 197-11-800(25).

5. Additional Permits —No building permits are required for this proposal. However, an electrical permit
will be required. Please contact a Development Specialist at 253-835-2607 if you have questions
regarding the electrical permit application process.
6. Process I Thresholds —The proposed improvements do not reduce required parking, landscaping,
buffering, open space, or public areas; do not change the location of utilities or easements; and create
no impacts to sensitive areas or significant trees.
CLOSING
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this site. Final construction drawings will be reviewed for compliance with specific regulations
and other applicable City requirements. This Process I approval does not constitute approval of an
electrical permit.
The effective date of this decision is July 13, 2009, or three days from the date of this letter. Pursuant to
FWRC 19.55.050, any person who received notice of this administrative decision may appeal the decision
to the Federal Way Hearing Examiner by July 27, 2009. Any appeal must be in the form of a letter
delivered to the Department of Community Development Services with the established fee. The appeal
letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in
the Director's decision, including the identification of specific findings and conclusions made by the
Director disputed by the person filing the appeal. No work on the proposal can commence until the end of
the appeal period. If an electrical permit is required, you may not commence work until you have been
issued the appropriate permit(s).
This Process I approval is valid for one year from the effective date of this decision. If no further action is
taken within one year, this decision will expire. A one-time, 180-day extension may be granted only if a
written request is submitted to the City's Department of Community Development Services (address
above) at least 30 days prior to the expiration of the decision.

AT&T is proposing to upgrade an existing wireless facility that is co -located on an
existing ATC-owned monopole in a commercial area. The site is a multi -carrier pole,
and AT&T leases space for its ground equipment on the same property upon which
the tower is located. The ground equipment is enclosed in a shelter.
The proposal consists of the following upgrades:
• Swap existing antenna (104"x11"x5") for new antenna (52"x22"x11"); see
A-2 for elevations
• Swap 6 of the existing TMA for new models and add 6 new model TMA; see
A-4.5, A-4.6 for specifications
• Add 3 remote electrical tilts (RETs); the RET allows the angle of the antenna
to be adjusted remotely and increases site maintenance efficiency; see A-
4.1, A.4-4 for specifications
COMPLIANCE WITH WIRELESS FACILITY DESIGN STANDARDS:
This facility is an existing facility located in the City right-of-way. While there is no
increase in the height of the structure or the number of antennas, the dimensions
of the antenna are changing and thus the proposal was determined to be outside of
the 19.255.010(f) exemptions. With the facility upgrade using the new antenna,
52"x22"x11", the facility will remain in compliance with the applicable design
standards for facilities located in the right-of-way.
The site as it exists exceeds the dimensions for a microcell or minor facility, and
would have received discretionary review under Process I/Director Approval. While
the proposed antennas do exceed the threshold for microcell dimensions, they do
not represent a substantial size increase from the existing approved antennas. The
existing antennas are long and narrow (103"x11"), and the proposed antennas are
half as long and wider (52"x22"). The new panels will not have significant visual
impact on the silhouette of the facility as a whole. The facility is a multi -carrier
monopole with three existing carriers, and AT&T's array is flush -mounted and
therefore closer to the pole than the second carrier; even with the wider antennas,
the proportions of the arrays will stay consistent with the existing look.
The proposed antennas are within the limits for maximum antenna height under the
development standards for building or structure mounted PWSFs in
19.255.020(1)(b), which limits panel antennas to 15 feet in height above the
existing structure. The proposed antennas will not add any height to the structure.
There will be no increase in the number of antennas, and the RETs and TMA are
installed on the backs of the antenna panels and will not impact the silhouette of
the facility.

2. CONNECT MULTI -METER TO LAST JUMPER BEFORE THE BTS, RX 1
(YELLOW/GREEN). PLACE THE BLACK LEAD ON THE OUTER PART
OF THE CONNECTOR AND THE RED LEAD ON THE CENTER PIN
OF THE CONNECTOR
3. VERIFY THE METER READS A SHORT.
4. REMOVE SHORT AND VERIFY METER READS OPEN.
5. RECORD PASS/FAIL ON SWEEP DATA SHEET.
6.. RECONNECT JUMPERS TO TMA AND BTS.
7. REPEAT STEPS 1 THROUGH 6 FOR THE REMAINING RECEIVE
PATHS.

TO PROVIDE ADDITIONAL IDENTIFICATION EACH RF CABLE SHALL
BE IDENTIFIED WITH A METAL TAG MADE OF STAINLESS STEEL
OR BRASS AND STAMPED AS SHOWN. THE ID MARKING
LOCATIONS SHOULD BE AS PER "CABLE MARKING LOCATIONS
TABLE". THE TAG SHOULD BE ATTACHED WITH CORROSION
PROOF WIRE AROUND THE CABLE.
THE FOLLOWING ARE 3 DIFFERENT FORMATS TO BE USED FOR THE
BRASS TAGS.

FORMAT A IS USED WHEN THERE IS ONLY ONE TECHNOLOGY BEING
CARRIED ON A CABLE. FORMAT B IS USED WHEN TWO
TECHNOLOGIES HAVE BEEN DIPLEXED ONTO ONE CABLE AND WILL
BE BROKEN OUT THROUGH A DIPLEXOR AT THE TOP OF THE
TOWER. FORMAT C IS USED WHEN TWO TECHNOLOGIES HAVE BEEN
QUADRAPLEXED ONTO ONE CABLE FOR ANTENNA PORT SHARING
AT THE TOP OF THE TOWER
THE FIRST NUMBER DESIGNATES THE ANTENNA POSITION, THE
SECOND CHARACTER DESIGNATES THE PORT ON THE ANTENNA,
THE THIRD CHARACTER DESIGNATES THE TECHNOLOGY TYPE, AND
THE LAST NUMBER DESIGNATES THE FREQUENCY BAND OF THE
OSED RET'S
TECHNOLOGY.
