Mr. Blair indicated that he had been in contact with a consultant for the City of Federal Way, Washington. The consultant, Ms. Lisa Reed, expressed concerns and a need for clarification with regard to soils conditions in the area of the stormwater retention vault on the south side of the proposed Garden Terrace Life Care Centersite. This letter has been prepared to respond to those concerns. In order to provide the best responses possible Ms. Reed was contacted directly and asked to explain her concerns. As noted in our letter of November 23, 1998, all six boreholes drilled on the site were terminated at a depth at or below the bottom elevation of the proposed vault. The borings also indicated relatively uniform soil conditions across the site with dense to very dense soils at the elevation of the vault's subgrade. Our analysis indicates that these soils possess adequate bearing to support the proposed structure and that the slopes on the site are flatter then 2:1 (H:V) so that slope stability is not a concern for this site. 2. Will the groundwater create a buoyancy problem for the vault? The total depth of our test borings ranged up to as much as 13 feet below the bottom elevation of the vault. No groundwater was encountered in any of our test borings. In addition, samples from the test borings contained a significant quantity of heavily consolidated fine soil particles. The presence of this material is indicative of soil with a low hydraulic conductivity. Such soils will act as a barrier to vertical migration of the groundwater table. As a result it is not anticipated that the elevation of the groundwater table will rise to a level where it threatens the proposed vault. 3. Why can't storm water be infiltrated on site? The soils across the site were identified as impermeable consolidated glacial till. In addition the proposed development plan call for the majority of the site to be covered with impermeable surfaces such as structures and paving. As a result, sufficient space is not available on the site to infiltrate all the surface water runoff which will be generated during a design storm event. Use of a storm water retention vault with metered discharge to the municipal storm sewer system has been deemed the best alternative to accommodate on - site infiltration of storm water. 4. Why were two borings performed in the area of the proposed vault instead of three as required by the King County, Washington Surface Water Design Manual. The King County, Washington Surface Water Design Manual calls for the determination of a soil's infiltration rate at three locations within the area of a proposed surface water infiltration structure. These measurements are used to calculate the minimum size of the proposed structure. Accurate infiltration rate information is not required to size the proposed storm water retention vault since storm water will not be disposed of by infiltration. In addition, borings for the structural investigation indicated that soil conditions are consistent across the site. Because additional infiltration rate information was not considered necessary to the design and site conditions were observed to be uniform, a third exploratory boring in the area of the vault was deemed unnecessary. The five feet of foundation landscaping does not meet the required eight feet of type II landscaping option of FWCC Section 22-1635(b)(2). See sheets A0.01 and A2.03. See color rendering provided. 5. Landscape Plans - the following comments are based on the July 21, 1998, landscape plans: a. Pedestrian trails and storm drainage with public easements must be depicted on the landscape plan. Response: We have indicated trails and storm drainage. See sheet L-1. b. Per FWCC Section 22-1565(d), interior parking lot landscape areas require type IV landscaping, which consists of deciduous trees, shrubs, and groundcover. In these interior parking lot areas, one tree and salal is proposed. It is unknown whether the intent of the salal is as a shrub or groundcover shown in these landscape islands. If the salal is a shrub, provide groundcover, if the salal is a groundcover, provide shrubs to meet the intent of type IV landscaping. Response: Corrections made on sheet L-2. The legend lists eight western red cedars to be installed, while the page L-5 lists installation of eight eastern red ceders. These responses should be consistent. Plant sizes in the landscape plant legend that accompanies the building permit must be modified as noted: Deciduous trees in perimeter landscape areas must be a minimum of 1.5 inch measures 4.5 feet above the rootball at the time of planting. A modification request has been submitted to reduce the evergreen tree and shrubs requirements along the south and east property lines to feature views of the lake. The request states the flowering trees and groundcover exceed required perimeter landscaping square footage, and that type III perimenter landscaping requirements are exceeded. i. The proposed perimeter landscaping on the south and southeast property line does not meet the intent of the type III landscaping requirements. FWCC Section 22 - 1555(c)(2), states that type III landscaping shall be a mixture of evergreen and deciduous trees, interspersed with large shrubs and groundcover. The only evergreen trees proposed with the project are in the northeast corner of the subject site, in an area with retained conifer trees. While no other new evergreen trees are proposed in any of the perimeter landscape areas, existing conifer trees are proposed to be retained along the north, west and northeast property lines, therefore meeting the intent of the type III landscaping for these areas. ii. Two or three columnar -type evergreen trees, which could frame the lake views, could be intermixed with the proposed deciduous trees in these areas in order to meet the intent of the type III landscaping requirement. iii. The modification is requested to retain views of the lake. View opportunities from the building out to the lake are limited along the first level as the eight foot tall fence restricts views from first floor windows and patios. Views of the lake from the second level should not be severely impacted by columnar evergreen trees. iv. It is prudent to provide evergreen trees on the south side of the site as this is immediately adjacent to the Federal Way Bulk Main Facility, with heavy truck traffic, semi truck and container storage, and 24-hour per day operations. There is no vegetative screening provided on the north side of the bulk mail site. Strategically placed evergreen trees on the Garden Terrace site will serve to lessen the impact of the bulk mail facility on the Garden Terrace residents and staff. It is recommended that the landscape modification request be revised or a response to the above issues be provided responding to each of my point. Response: Corrections made on sheet L-2. Front Yard Setbacks - According to note #2 of FWCC Section 22 - 836, Convalescent centers/nursing homes, a 25 foot front yard setback is permitted if the entry is visible from the street and the front facade is 15 percent glass. The front of the project is proposed to be setback 20 feet from the right-of-way. Provide calculations which demonstrate how the facade glazing requirement is met. Response: We have provided calculations of glazing. The 25-foot set back has been maintained around the drive-thru canopy, reducing the right-of-way. This is approved by the Traffic Services. See attached calculations and conveyance. II. TRAFFIC SERVICES DIVISION Revised SEPA Checklist Voluntary conveyance is illustrated by the attached document from Wyatt Leonard of Don R. Kirkman Architects. Essentially, right-of-way of 33 foot width from centerline shall be voluntarily conveyed to City of Federal Way except for the right-of-way parallel to the drive-thru section. That area shall convey as much as possible without infringing onto the building setback. A minimum of 30- foot right-of-way width shall be maintained along the frontage. Response: Acknowledged. See sheet A0.01. A legal dedication will follow. Right -of -Way Modifiction A right -of -Way modification request to waive pavement width and sidewalk requirements for street improvements was approved on July 12, 1998 (see Letter to Ms. Deb Barker Re: Garden Terrace Alzheimer's Center for Excellence SNF/ALF September 23 1998 ... Access - Based on the current design, the two driveways along South 338th Street do not meet Federal Way City Code (FWCC) requirements of a 150 foot separation between access points (FWCC Section 22-1543(b)). Measurement is based on closest edge of one driveway to the closest edge of second driveway. In the course of its review process the city requested the following clarifications to our report dated May 1998. Based upon our review of the city's Request For Additional Information dated September 3, 1998 the following responses have been prepared: 1. Six boreholes were drilled on the site, all of which terminated at or below elevation of 277.4. The lowest elevation for a boring was 264.0. Impact of an on -site septic drainfield and stormwater infiltration; It is our understanding that there will not be a drainfield on the property and that the sanitary system will be connected to the local sewer system. Storm water from the parking lot and other paved surfaces will be collected and processed through the wetvault prior to discharge into Lake #1. 7. Recommended foundation design; Foundation for the structure should consist of spread footings designed for a bearing pressure of 2000 per square foot. The foundation design should be based upon the subsurface soil profile that conforms to an SD Soil Profile Type as defined by the 1997 Uniform Building Code. The site is located in a Seismic Zone 3. 8. Optimal location for roadway improvements. There are no anticipated roadway improvements needed for this project. 4. The applicant will need to provide a geotech report that addresses design pavement thickness for roadways (Building Permit Issues, Item 2, Interoffice Memorandum, April 30, 1998). The on site soils are dense to very dense and are considered to suitable for use as roadway subbase. The roadway and parking areas should be placed upon the existing undisturbed native material or if using the native as a fill, the fill should be compacted to 95% of the Maximum Dry Density as determined by ASTM D1557-91. Pavement thickness should be a minimum of 2 inches for light vehicle traffic patterns and 4 inches for avier vehicle traffic patterns, underlain by 6 inches of 5/8" inch m' us crushed stone base. The facility is a healthcare facility and will assist in taking care of the elderly so they might not take up hospital beds. The facility will have more than usual nursing home staffing because of the nature of Alzheimer care. There are Registered Nurses on duty at all times. There is also a staff physician who is on call at all times, along with various other local physicians who care for individual patients. Without doubt, there will be less stress on local hospitals, because the facilitiy is designed to care for most emergency and routine physical needs in house, without taking the residents anywhere as would happen were the residents living at the own homes. Aid cares would seldom be required. The needs for public services are actually reduced by the services offered to the residents by the facility. Two off -site drainage feaWres were noted during the April 19Q8 field investigation. A cWnstricted biofiltration swale was identified in the northwest corner of the Postal water of a designated detention pond for the West Service facility, and the ordinary high campus (i.e., Klahanee Lake) was located roughly 100-feet to the souti'east of the 51te. This letter contains the summary of his findings from that field visit. The site is located east of i st Way South and south of South 338th Street, ir. the City of Federal Way (see the attached site vicinity map). The entire site was waked to determine if wetland , as defined by the City of Federal Way code, was present in any location on site or on adjacent sites. No wetlands were found on the subject site. It is an upland forest dominated by Douglas fir and grand fir canopy. Upland soils were found in ail test plots. No areas of standing water or saturated soils were noted. The only adjacent offsite wetland is Klahanee Lake which would require a 100 foot buffer per the City code. The eastern property line of your subject property does not fall within that 100 foot buffer zone. The only other questionable feature in the vicinity of the project is a grass lined ditch located on the U.S. Postal Service property located immediately to the south of the property in question. The ditch is located approximately 35 south of the south property boundary. I have confirmed with a phone call to the City Planning Department, that a ditch such as this which was created in an upland setting and is not conveying natural stream flows is a totally human created drainage feature. City staff has the authority to determine that it is not regulated under the wetiand or stream provisions of the Sensitive Areas Code and it does not require a setback your property in question.
