The Process I application is hereby approved pursuant to the findings and conclusions noted below. FINDINGS The zoning district for the subject property is Office Park (OP). The church use is permitted in the OP-1 zoning district per Federal Way Revised Code (FWRC) 19.235.110. The church use was approved by the City of Federal Way on October 22, 2015, via a change of use review under file number 15-105085-AD. In summary, the proposal is to modify an existing 33,000 square -foot, two-story building with the following additions and improvements: addition of a new exit corridor, addition of a new entrance and entrance canopy, new pedestrian plaza, addition of a vehicular loading area, modification of landscape areas, fagade modifications, exterior painting and refinishing, and new landscaping. With the exception of the proposed exit corridor addition, main entrance addition, and entrance canopy addition, the site and building modifications are all within the existing building envelope and existing parking area envelope. The additional building area totals approximately 750 square feet. The site modifications and exterior building modifications are subject to Process I review pursuant to Federal Way Revised Code (FWRC) 19.15.030(1). Process I is an administrative land use review process pursuant to FWRC Chapter 19.55, "Process I — Director's Approval." The proposed exterior modifications comply with the FWRC Chapter 115 Community Design Guidelines, as appropriate for minor exterior revisions to an existing building. The exterior fagade modifications include the following fagade treatments encouraged under the Design Guidelines: canopy, pedestrian plaza, fagade landscaping and fagade modulation. The interior of the tenant space is also being remodeled, but is exempt from land use review per FWRC 19.15.020. Mr- Bahbah July 17, 2017 Page 2 • The increase of approximately 750 square feet of exterior gross floor area for the proposed exit corridor and other building revisions does not trigger nonconforming development compliance requirements set forth in FWRC 19.30.090. No modifications to the parking lot and/or parking stall covert are proposed. Parking stall count was previously approved in conjunction with file 15-105085-AD. Currently, there are 150 parking spaces on the subject property. As approved in City file number 15-105085 AD, the existing 150 parking stalls provide the required one -space per five -seat capacity for the 750-seat sanctuary (FWRC 19.235.110). • The proposed improvements do not exceed allowable building height; do not reduce the amount of required landscaping, buffering, screening parking; and do not change access, pedestrian connections, or easements. The structure meets all of the minimum zoning setback requirements. CONCLUSIONS Various sections of the zoning and development code indicate that certain developments, activities, or uses are permitted only if approved using Process I — Director's Approval. Based on the findings above, the proposed improvements to the developed site meet the following Process I approval criteria and land use review thresholds of FWRC 19.15.030 and 19.55.020: 1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including, but not limited to: Permits and Review Processes; Process I — Director's Approval; Office Park-1 (OP-1); and Nonconformance. 2. The health, safety, and welfare of the citizens of the city are preserved. 3. The proposal is `minor new construction' and is categorically exempt from SEPA review per the city's flexible thresholds per FWRC 14.15.030. BUILDING PERMIT ISSUANCE REQUIRED The city is currently reviewing the building permit (file 17-102717-00-CO) associated with the exterior and interior improvements. No work may begin until the building permit is issued. Please contact the permit center at 253-835-2607, or permitcenter@cityoffederalway.com, if you have any questions regarding the building permit. For Planning Division review and approval of the building permit application, a Tree Unit worksheet and corresponding site plan (tree survey) must be submitted showing how the site complies with the minimum tree unit density requirements of FWRC 19.120.130. The tree unit information has previously been provided to you for completion. APPEALS The effective date of this decision is July 20, 2017, or three days from the date of this letter. Pursuant to FWRC 19.55.050, any person who received notice of the administrative decision may appeal this decision to the Federal Way Hearing Examiner within 14 calendar days, or by August 3, 2017. Any appeal must be in the form of a letter delivered to the Department of Community Development with the established fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the 17-102715 Doc I D 76129 Mr. Bahbah .lulu IT 2017 Page 3 alleged errors in the director's decision, including the identification of specific findings and conclusions made by the director, disputed by the person filing. You may waive your right to appeal, if desired, by writing the city a letter to this effect. APPROVAL DURATION Unless modified or appealed, the Process I decision is valid for one year from the date of issuance of the decision. A one-year time extension to the decision may be requested prior to the lapse of approval following the provisions listed in FWRC 19.15.110. The improvements must be substantially completed within the one-year time period, or the land use decision becomes void. CLOSING This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. This Process I approval does not constitute approval of the building permit, which is still under review. CITY ON A HILL CHURCH City On A Hill Church is situated at 9th Avenue, South of the Federal Way Community Center / Celebration Park and five minutes South from the Commons at Federal Way. IHB Architects will be remodeling City on a Hill with exterior and interior changes that will not have an impact to the existing site and that will follow the City of Federal Ways' Process I Requirements. For the exterior, changes will consist of replacing existing colors and finishes and a redesign to the Main front entry and East Corridor exit (Please refer to our color and materials board, Elevations, and Site Plans sheets). For the main entry, existing storefront facade will be demolished and replaced with a new glass storefront that is 6 feet offset from the existing facade. Existing front entry sidewalk will be expanded to provide better pedestrian circulation and interaction. To achieve this, 15' of existing rockery and trees will be removed to the east of the front entry and replaced with planters and a new concrete sidewalk. At the front of the main entry, 6' of island rockery will be removed and replaced with a new landscape planter. A new ramp will also be added to the existing barrier free parking stalls for easier access to City on a Hill. For the East Corridor exit, existing stairwell exit will be sealed off and converted to a Sprinkler / Riser Room and a new exit corridor leading to the Sanctuary will be added. This corridor will face to the south and will offset 6' from the existing facade. As for access to the site, a new stairwell and walkway will be added to the Exit Corridor connecting it to the existing path that will run north and to the parking lot. For the interior, changes will be occurring throughout the building and on both floors and can be categorized by three areas; East Wing, West Wing and Lobby (Please refer to Floor plan sheets A2.1 / A2.2) East Wing will go through a complete remodel by demolishing existing offices on both floors and replacing it with a new two-story Sanctuary. A second floor mezzanine will be added overlooking a new raised stage complete with a green and backstage room. West Wing consists of two changes; first and second floor. Existing first floor Sanctuary will be remodeled and converted to a Multi -purpose Youth Hall and Lounge complete with kitchen, coffee bar, and storage facilities with an access walkway to the west parking lot. Existing perimeter offices will be demolished and replaced with kids ministry rooms. Second floor offices will be demolished with only north perimeter offices being kept. The remaining core space will be converted to flexible kids ministry rooms separated by operable partition walls and new kids ministry rooms at the south perimeter wall. Last but not least, the Lobby area will consist of a complete remodel with a new two story lobby to the north and a new two story atrium to the south. Both lobbies will be open to above and separated by a new open stairwell adjacent to the existing elevator. Existing restrooms on both the first / second floors will be demolished and replaced with new restrooms on the west wing corridor.
