Barbur Blvd, Suite 250 Portland, OR 97219 RE: S.W. 336th Street Jack in the Box — Federal Way Traffic Impact Analysis Dear Mr. Moncur: I am pleased to present this traffic impact analysis for the proposed S.W. 336th Street Jack in the Box project. The project comprises a 2,100 sq. ft. fast food restaurant with drive service and is generally located on the north side of S.W. 336th Street west of 21 Bt Ave. S.W. on an existing vacant development site. Access to the site is proposed to be via two existing driveways on S.W. 336th Street. I have visited the project site and surrounding street network and have prepared this analysis in per our understanding of the City of Federal Way's Traffic Impact Analysis requirements and our correspondence (telephone and e-mail) with Sarady Long, Traffic Analyst of the city of Federal Way. The analysis in this report includes the site access intersections, the S.W. 336th St./21st Ave. S.W. intersection and review of the drive up service operation (queuing). The analysis is consistent with the City's requirement to study signalized and major unsignalized intersections impacted by ten or more new PM peak hour trips. The summary, conclusions and recommendations begin on page eight of this report. PROJECT DESCRIPTION Figure 1 is a vicinity map showing the location of the site and the surrounding road network. Figure 2 shows a preliminary site plan prepared by Freiheit & Ho Architects, Inc. The plan consists of the following components: ♦ A 2,100 square foot Jack in the Box restaurant with drive up service. ♦ Thirty-four parking stalls, including two handicap ♦ One trash dispenser ♦ Site access via two existing driveways. Full development of the Jack in the Box restaurant building project is expected to occur this year, 2003 pending timely permit approval. However to ensure a conservative analysis 2008 is used as the horizon year. Mr. Steve Moncur JACK IN THE BOX, INC. February 10, 2003 Page - 2 — EXISTING PHYSICAL CONDITIONS Site The project site presently is an undeveloped retail pad vacant piece of property. Curb, gutter and sidewalk exist on the site's frontage to S.W. 336`h Street. Street Figure 3 shows existing traffic control, number of street lanes, number of approach lanes at intersections, and other pertinent information. The primary streets and the City's classifications within the study area are: 21st Ave. S.W. Principal Arterial S.W. 336th Street Principal Arterial EXISTING TRAFFIC CONDITIONS Traffic Volumes Figure 4 shows existing PM peak hour traffic volumes at the pertinent City street intersection affected by site -generated traffic and the existing driveways that will provide access to the proposed Jack in the Box restaurant facility. City staff provided a count conducted at the 21st Ave. S.W./S.W. 336th street intersection on March 13, 2002. TP&E staff performed a turning movement count at the existing driveways (turning traffic only, through traffic derived using data from the count conducted at S.W. 3361h St.121 s` Ave. S.W. intersection. The count data sheets are attached in the appendix. Level of Service Analysis Level of Service (LOS) is a qualitative measure describing operational conditions within a traffic flow, and the perception of these conditions by drivers or passengers. These conditions include factors such as speed, delay, and travel time, freedom to maneuver, traffic interruptions, comfort, convenience, and safety. Levels of service are given letter designations, from A to F, with LOS A representing the best operating conditions (free flow, little delay) and LOS F the worst (congestion, long delays). Generally, LOS A and B are high, LOS C and D are moderate and LOS E and F are low. Table 1 shows calculated levels of service (LOS) for existing conditions at the pertinent street intersections. The LOS was calculated using the procedures in the Transportation Research Board Highway Capacity Manual, 2000. The LOS shown indicates overall intersection operation. At intersections, LOS is determined by the calculated average delay per vehicle. The standard for stop control intersections is the volume to capacity ratio not exceeding one. Accident_History The City of Federal Way staff provided the recorded accident data for the three-year time period 06.01.99 to 06.28.02 at the analysis intersection and S.W. 3361" Street adjacent to the subject Jack in the Box restaurant site. The Cit�'s data showed that there were 112- recorded accidents at the 21st Ave. S.W./S.W. 336t St. intersection in the time frame reviewed. These accidents correlate into an accident rate of about 2.5 (accidents per million entering vehicles at intersections). The accident rate was calculated using the PM peak hour data and a 'k' factor of ten. The Washington State Highway Accident Report 1996 identifies average accident rates (per million vehicle miles of travel) on functional classified streets as follows: Principal Arterial 2.97 Minor Arterial 3.44 Collector 4.27 The above rates are for urban arterials. The analyzed arterial street segments have accident rates slightly lower than the statewide averages. A direct comparison of the intersection accident rate to the statewide rate is not relevant because the rates do not measure the same thing. The Washington State Highway Accident Report does not contain data on average accident rates, per million entering vehicles, at intersections. However, based on our experience, an accident rate of less than one is generally considered to indicate that an intersection is operating satisfactorily, one to two is typical, and over two requires further review. >50 W_APT0PZ-projects1F065903 336th JIBITrafc Impact Analysis.doc Mr. Steve Moncur JACK IN THE BOX, INC. February 10, 2003 Page-4— The calculated accident rate at the 21S` Ave. S.W./S.W. 336`h Street intersection i� that warrants further review. The City's data indicates that 58 of the 112 recorded accidents were approach turn that may be the result of the protected/permitted left turn phasing. Revising the phasing to protected left turns only may reduce the number of approach turn accidents. Protected left turn phasing is more restrictive and less efficient than the existing protected/permitted left turn phasing. Changing the signal phasing to protected left turns only would cause the intersection operation to fail and result in an increase in rear end type accidents. Rear end accidents at intersections are typically caused by longer than expected vehicle queues at an intersection. The 21" Ave. S.W./S.W. 3361h St. intersection is fully developed, i.e. adding more capacity such as right turn lanes would be costly. The high cost is because the corners of the intersection are developed. However, review of the City of Federal Way's Transportation Improvement Plan (TIP), 2003 to 2008 adopted by resolution 02-365 (copy attached) on July 10, 2002 identifies a project that would provide an alternative travel route for motorists that currently utilize the subject 21" Ave. S.W./S.W. 3361h St. intersection. The TIP project is the extension of 10`h Ave. S.W./S.W. 344"' St. from S.W. Campus Drive to 21S` Ave. Southwest, The installation of this street improvement would result in a reduction in westbound to southbound left turns and northbound to eastbound right turns at the 21 s` Ave. S.W./S.W. 3361h St. intersection. Review of the traffic accidents on S.W. 3361h Street corridor west of 21 S` Ave. S.W. did not reveal any particular problems. The accidents appear to be random events. Thus the existing driveways proposed to be used by the subject Jack in the Box restaurant appear to operate acceptably. FUTURE TRAFFIC CONDITIONS "WITHOUT" THE PROJECT - J Traffic Volumes Figure 5 shows projected 2005 PM peak hour traffic volumes without the project. These volumes include the existing traffic volume counts plus background growth. The growth factor used in this report is three percent per year. per past City request. Comparison of the 2002 traffic volumes to those collected in 1994 and 1996 show a consistent growth rate of two percent per year. However, a three percent growth rate was applied to ensure a conservative analysis. Levels of Service The operation of the analysis intersection, S.W. 336`h Street at 21 s` Ave. S.W., is projected to be LOS "E" in 2005 "without" the proposed project. CITY STREET IMPROVEMENT PROJECTS The City of Federal Way's Transportation Improvement Plan) does not identify any street improvements in the vicinity of the proposed project. However, as discussed in the Accident History section of this report there is a project identified to extend 10`h Ave. S.W./S.W. 3441h Street. This project is budgeted at $7,900,000 and is scheduled to begin in 2005. A developer of a residential plat (Orchid Lane, SEPA 00-100948-00-SE) is conditioned to construct significant improvements to 10`h Ave. Southwest. The value of these improvements was determined to be $1,728,080. Thus the remaining City cost to improve the subject street improvement is $6,171,920. February 10, 2003 Page - 5 — TRIP GENERATION AND DISTRIBUTION Definitions A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the study site. Traffic generated by development projects consists of the following types: Pass -By Trips: Trips made as intermediate stops on the way from an origin to a primary trip destination. Diverted Linked Trips: Trips from the traffic volume on roadways within the vicinity of the generator but require a diversion from that roadway to another roadway to gain access to the site. Captured Trips: Trips shared by more than one land use on a single development site. Primary Trips: Trips made for the specific purpose of using the services of the project. Trip Generation Table 2 shows the vehicular trips during an average weekday and during the AM and PM street traffic peak hours for the proposed 2,100 sq. ft. Jack in the Box restaurant development. Also shown in Table 2 is the trip generation for the initially proposed 4,500 sq. ft specialty retail center. Trip generation values are calculated using the average trip rates in the Institute of Transportation Engineers (ITE) Trip Generation, Sixth Edition, 1997 for a Fast -Food Restaurant with Drive -Through Window (ITE Land Use Code 834) Jack in the Box restaurant personnel provided projected sales data for the proposed restaurant. This data was used to calculate the trip generation values and are shown in Appendix A. The calculated rate using the projected sales data is within the range of rates listed in the Trip Generation. This report documents the total number of trips are based on the calculated trip generation rates from projected sales volumes and on ITE data. We believe that using the projected sales volume provides a better assessment of project impacts. This is a building being specifically constructed for a Jack in the Box restaurant/convenience market. I have used this methodology consistently. Agency reviewers have accepted the methodology. Transportation Planning and Engineering Inc. (TPE) conducted a follow-up study for three Jack in the Box restaurants to determine the validity of using sales projections as the methodology. The results of our Mack in the Box Restaurants Trip Generation Analysis dated April 16, 1997 clearly identified that Trip Generation rates as being too conservative. The rates determined via the use of sales projection data also tended to be conservative but were more reflective of actual traffic generation for the sites analyzed. The data for the ITE Land Use Code 834 is based on a wide range of fast food restaurants. Using data specific to the proposed user is more appropriate than using the generic data contained within the Institute of Transportation Engineers Trip Generation, Sixth Edition, 1997. February 10, 2003 Page - 6 — In addition, on page 1-12 of Trip Generation, Sixth Edition, the following is stated: "The use of an average trip rate or equation is applicable if the site is likely to be average in nature. If there is evidence, such as through a market analysis (i.e. projected sales data), that the site may be better or different than average, the average trip rate or equation results should be adjusted accordingly." A pass -by trip is an existing trip that comes directly from the traffic flow on a street adjacent to the project site and does not require a diversion from another street. These pass -by trips were deducted from the total trips according to the following pass -by rates identified in the ITE Trip Generation Handbook, October 1998: Table Land Use Pass -by Rate 5.8 (AM Peak Hour) Fast Food Restaurant with Drive -Through Window 49% 5.9 (PM Peak Hour) Fast Food Restaurant with Drive -Through Window 50% 0-14- Numerous retail establishments and a Safeway grocery existing adjacent to and across the street (S.W. 3361h street) from the site. Many of the customers entering the site would utilize services by more than one establishment in the site vicinity. These are captured trips. Table 7.1 Trip Generation Handbook identifies a 20% capture rate during the PM peak hour and a daily capture rate of 30%. A 20% capture rate correlates into one out of hve.customers utilizing services of more than one retailer. �i'�j two � `r&-4 Results fi-LA- vi G n t�1 �� t►l- The results of our trip generation analysis projects that the Jack in the Box restaurant could add 32 net new PM peak hour trips to the City of Federal Way's street system based on sales projections and 35 based on the Trip Generation. The three trip difference from an analysis perspective is irrelevant. However, to be consistent with my past work on Jack in the Box restaurant projects I believe that analyzing the traffic impact based on 3-2 net new PM peak hour trips is appropriate. Trig Distribution Figure 6 shows the projected trip distribution and the calculated site -generated PM peak hour traffic volumes. This distribution is based on the characteristics of the street network, existing traffic volume patterns, the location of likely trip origins and destinations (business, shopping, social and recreational opportunities), expected travel times, and previous traffic studies done in the site vicinity. FUTURE TRAFFIC CONDITIONS "WITH" THE PROJECT Traffic Volumes Figure 7 shows the projected 2008 PM peak hour traffic volumes "with" the proposed project. The site -generated PM peak hour traffic volumes shown on Figure 6 were added to the projected background traffic volumes shown on Figure 5 to obtain the Figure 7 volumes. February 10, 2003 Page - 7 — Level of Service The analyzed intersections and &veways are projected to meet the City's LOS standard with the proposed S.W. 3361h Street Jack in the box restaurant facility constructed. The _traffsc volumes at the west site driveway are substantially less than at the east driveway. Thus by inspection the west site driveway operates better than the east driveawy. Drive Up Service Operation The drive up service lane for the fast food restaurant would provide space for 10 vehicles. This stacking is measured from the pickup window . Jack in the Box operations data for similar stores identified that the maximum observed queuing at eight vehicles during noontime period. Therefore the proposed drive through stacking for 10 vehicles should be sufficient. TRAFFIC IMPACT MITIGATION Pro -Rats Share The City requires developments that impact street improvement projects by 10 or more site -generated peak hour trips to participate in these improvements on a pro-rata share basis. Section VI-D of the Guidelines for the Preparation of Transportation impact Analysis is attached. There are no City street improvement projects in the vicinity of the project site that are directly impacted by 10 or more site generated trips however we believe that participating in the City's 10t" Ave. S.W./S.W. 344'r St. from S.W. Campus Drive to 218t Ave. S.W. project would be appropriate. This City TIP project would mitigate the Jack in the Box restaurant's traffic impact at the 21st Ave. S.W./S.W. 336" St. intersection. The pro-rata share is calculated as follows: 22 PM peak hour project trips X $6,171,920 = $29,700 4,572 horizon year PM peak hour trips Frontage Improvements Federal Way City Code (FWCC) section 22-1473 requires developments to construct improvements to fronting streets. The Code requires that the applicant construct half -street improvements along the property frontage(s) to meet the City's adopted standards. The prcject site fronts S.W. 336th Street that appears to be fully constructed. Thus no frontage improvements should be necessary. SUMMARY, CONCLUSIONS AND RECOMMENDATIONS This report used existing traffic data collected at the pertinent street intersection and roads identified for analysis. Level of service analyses were performed for existing and projected future traffic volumes, using the collected traffic data, for the without project: condition. The evaluation of the traffic impact of the proposed project included adding project generated traffic to the future traffic volume projection and calculating the level of service. The "with" project traffic operations were then compared to the "without" project operations. The comparison of traffic operations "with" and "without" the project identified that the project would not cause a significant adverse affect on the operation of any of the study intersections. Construct the project in accordance with applicable City of Federal Way requirements. 2. Contribute $29,700 to the City to mitigate the project traffic impact at the 21" Ave. S.W./S.W. 3361h St. intersection. No other traffic mitigation should be necessary.
