We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions and Public Works Department, and representatives from Lakehaven Utility District and South King Fire and Rescue. Some sections of the Federal Way City Code (FWCC) and relevant information handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWCC and other relevant codes for all additional requirements that may apply to your project. For specific technical questions. about your project, please contact the appropriate DRC representative as listed below. Otherwise, any general questions about the preapplication and permitting process can be referred to your key contact. PROJECT DESCRIPTION Proposal is for a two-phase development of an auto body repair and painting facility and a future office development. The auto body repair facility will be 16,035 square feet and the proposed office building will be 3,600 square feet. Each development will include associated site development. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the entire department comments made in the next section of this letter. Mr. Hovland Page 2 November 22, 2006 Planning Division State Environmental Policy Act (SEPA) review will be required for this project. • Public Works Development Services Division 1. The southerly 300 feet of the proposed development (that area currently known as Tax Parcel 292104-9125) appears to be subject to the full requirements for Flow Control (detention) and Water Quality Treatment. City staff is currently researching and reviewing the Settlement Agreement in order to determine the intent and scope of that agreement. If it is found that Flow Control is required for this portion of the project, then Level 2 Flow Control is required. Independent of the Settlement Agreement, Water Quality Treatment is required for this area of the project. Water Quality Treatment must be provided to meet the Resource Stream Water Quality menu requirements of the 1998 King County Surface Water Design Manual, and Federal Way Addendum to the Manual (KCSWDM). 2. The northerly area proposed for development that lies within Tax Parcel 292104-9048, is subject only to the Resource Stream Water Quality Treatment requirements of the KCSWDM, based on the 1996 Settlement Agreement between the previous owners and the City. Detention for that portion of the project has been provided for in the adjacent City Storm Water Pond. The applicant must provide for conveyance of the treated stormwater to a discharge point that is approved by the City. 3. FWCC Section 16-47 requires that overhead utility lines be relocated underground if over 500 feet, or three spans are affected by the frontage improvement project. This condition may apply to the existing overhead utilities abutting the subject property in Pacific Highway South, if construction of the frontage improvement requires relocation of the overhead utilities. • Public Works Traffic Division 1. If a complete application is submitted after January 1, 2007, a Concurrency Application is required. The City Council has not yet adopted the fees for this permit. The Concurrency Permit process will determine if any additional analysis, improvements, or traffic mitigation fees apply to the project. 2. This application proposes a specialized land use; the applicant's traffic engineer needs to submit a trip generation study to determine the number of trips generated by the proposed development during the weekday PM peak hour. At a minimum, the trip generation study shall include three (3) studies for similar land use and will be reviewed and approved by the Traffic Division. Based upon the number of PM peak hour trips, additional steps may be required. Please see detailed comments. 3. The City of Federal Way Code requires street frontage improvements and right-of-way dedication along Pacific Highway South. Please see detailed comments. 4. The current proposal will need to meet access management standards and the driveways should be modified. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference based upon the drawings and site plans submitted for review. Each section should be read thoroughly. If you have questions, please contact the representative listed for that section. File#06-105213-00-PC Doc 1D 38621 Mr. Hovland Page 3 November- 22, 2006 PLANNING DIVISION (David Lee, 253-835-2622, david.lee@cityoffederalway.com) Zoning: BP (Business Park): Allowed use under FWCC Section 22-866, "Retail establishment providing vehicle or boat, serve, repair, or painting." Required Review Process: Land Use Process III w/ SEPA review ■ Project exceeds SEPA thresholds due to building size and parking requirements. • Subject site within a 5 & 10-year well head protection zone. • A Hazardous Material Inventory Statement for Critical Aquifer Recharge & Wellhead Protection Areas form must be completed and submitted with the formal application of Land Use Process III and SEPA. Setbacks: 25 ft front, 20 ft side, 20 ft rear Parking Required: 28 parking stalls required (28 provided) [FWCC Section 22-866 & FWCC Section 22-864]. Landscaping Requirements: • Ten -foot -wide Type II landscaping along Pacific Hwy South. • Five -foot -wide Type III landscaping along perimeter lot lines. • Per FWCC Section 22-1567(e)(1), parking areas adjacent to public right-of-way shall incorporate berms at least three feet in height within perimeter landscape areas; or alternatively, add substantial shrub plantings to the required perimeter landscape type, and/or provide architectural features of appropriate height with trees, shrubs and groundcover, in a number sufficient to act as efficient substitute for the three-foot berm, to reduce the visual impact of parking areas and screen automobiles, and subject to approval by the Director of Community Development. ■ 560 square feet of parking lot landscaping is required. o Based on 20 square feet per parking stall (28 stalls) per FWCC Section 22-1567(b) o Landscape islands be a minimum of 64 square feet and a maximum of 305 square feet, and a minimum of six feet wide at the narrowest point. Community Design Guidelines: ■ All guidelines set forth in Article XIX "Community Design Guidelines" are applicable to this project. Only one elevation drawing was submitted for staff review, and therefore, cannot comment on all elevations. • A minimum of two fagade treatments must be implemented along the western fagade facing Pacific Hwy South. All fagade treatments are regulated by FWCC Section 22-1635(b)(1-4). ■ Pedestrian plaza, if used as a means of building fagade modulation, must be a minimum of 200 square feet. Pedestrian plazas must incorporate special paving, landscaping, pedestrian -scale lighting, seating areas, weather protection, trash receptacles and bicycle racks. ■ Pedestrian connections should be provided between properties to establish pedestrian links to adjacent building, parking, pedestrian areas and public rights -of -way per FWCC Section 22- 1634(d)(3) Bicycle racks should be provided for all commercial developments. + Outdoor furniture, fixtures, and streetscape elements, such as lighting, freestanding signs, trellises, arbors, raised planters, benches and other forms of seating, trash receptacles, etc., should be incorporated into the site design. File P06-105213-00-PC Doc ID 38621 Mr. Hovland Page 4 November 22, 2006 PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Kevin Peterson, 253-835-2734, kevin.peterson a,cityoffederalway.com) Land Use Issues — Stormwater Please see the Public Works Developments Services Division - Major Issues Section above, as to how the following requirements apply to the development, based on the separate parcels and aforementioned Settlement Agreement: 1. Surface water runoff control and water quality treatment will be required per the 1998 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 1998 KCSWDM. This project meets the requirements for a Full Drainage Review. At the time of land use site plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required. A Level 1 downstream analysis shall also be provided in the preliminary TIR. The City has 1" = 100', five-foot contour planimetric maps that may be used for basin analysis. 2. The project lies within a Level 2 flow control area, thus the applicant must design the flow control facility to meet this performance criteria. The project also lies within a Resource Stream Protection Water Quality Area. Water Quality Treatment shall be designed to meet the treatment criteria of the Resource Stream Protection Water Quality Menu. 3. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. 4. Detention and water quality facilities for private commercial developments outside the City Center Core must be above ground (i.e. open pond.). Underground facilities are allowed only with approval from the City of Federal Way Stormwater Management Division. 5. Show the proposed location and dimensions of the detention and water quality facilities on the preliminary plans. 6. If more than one acre will be disturbed during construction, a National Pollutant Discharge Elimination System (NPDES) permit may be required. Information regarding this permit can be obtained from the Washington State Department of Ecology at http://www.ecy.wa.gov/programs/sea/pac/index.html, or by calling 360-407-6437. Right -of -Way Improvements 1. See the Traffic Division comments from Sanjeev Tandle, Contract Traffic Engineer, for traffic related items. 2. Based on available records and the submitted materials, it appears that this proposal meets the 25 percent threshold criteria for requiring street frontage improvements as identified in the Federal Way City Code (FWCC) Section 22-1473. The applicant/owner may submit an MAI appraisal for the subject property, or King County Assessor's records may be used. Development Services Division will evaluate this data to determine if the project actually meets the City's 25 percent threshold for requiring street frontage improvements. File 906-105213-00-PC Doc ID 38621 Mr. Hovland Page 5 November 22, 2006 If dedication of additional right-of-way is required to install street frontage improvements, the dedication shall be conveyed to the City through a statutory warranty deed. The dedicated area must have clear title prior to recording. 4. All stormwater treatment and detention requirements outlined above will be applied to new impervious area within the public right-of-way. FWCC Section 16-47 requires that overhead utility lines be relocated underground if over 500 feet, or three spans are affected by the frontage improvement project. This condition may apply to the existing overhead utilities, abutting the subject property, in Pacific Highway South. Public Works Building Permit Issues 1. Engineered plans are required for clearing, grading, road construction, and utility work. Plans must be reviewed and approved by the City. Current engineering review fees are $730.00 for the first 12 hours of review, and $61 per hour for additional review time. A final TIR shall be prepared for the project and submitted with the engineering plans. Both the TIR and the plans will require the signature/seal of a professional engineer registered/licensed in the State of Washington. The Federal Way Development Standards Manual (including standard detail drawings, standard notes, and engineering checklists) is available on the City's website at www.cityoffederalway.com to assist the applicant's engineer in preparing the plans and TIR. The applicant shall provide a geotechnical report that addresses design pavement thickness for the roadways. 4. Bonding is required for all improvements associated with the project. The bond amount shall be 120 percent of the estimated costs of the improvements. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. Upon completion of the installation of the improvements, and final approval of the Public Works Inspector, the bond will be reduced to 30 percent of the original amount and held for a two-year maintenance period. 5. The developer will be responsible for the maintenance of all storm drainage facilities (including the detention and water quality facilities) and street systems during the two-year maintenance period. During that time, the Public Works Inspector will make periodic visits to the site to ensure the developer's compliance with the maintenance requirements. Upon satisfactory completion of the two-year maintenance period, the remainder of the bond will be released. Maintenance for public roads and subdivision drainage facilities then become the responsibility of the City. Maintenance for private roads and drainage facilities, including short plats, remain the responsibility of the individual property owners. 6. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. 7. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. Site plans shall be drawn at a scale of 1"= 20', or larger. Architectural scales are not permitted on engineering plans. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per Appendix D, 1998 KCSWDM, must be shown on the engineering plans. 9. The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. PUBLIC WORKS TRAFFIC DIVISION (Sanjeev Tandle, P.E., PTOE, 425-458-6200, Sanjeev.Tandle@cityoffederalway.com) Transportation Impact Analysis The City will be adopting new policies for traffic analysis and mitigation requirements beginning January 1, 2007. The following sections include steps for the applicant to submit a complete application before and after January 1, 2007. Complete application submittal before January 1, 2007 The applicant's traffic engineer needs to submit a trip generation study to determine the number of trips generated by the proposed development during the weekday PM peak hour. At a minimum, the trip generation study shall include three (3) studies for similar land use to be reviewed and approved by the Traffic Division. The methodology for determining the trip generation shall be based upon the guidelines established in the most recent edition of the Institute of Transportation Engineers' (ITE) Trip Generation. If the trip generation is determined to be 10 or more PM peak hour trips during a weekday PM peak hour, a full Transportation Impact Analysis (TIA) report is required for the weekday PM peak hour, in order to assess project impacts and determine traffic and safety mitigation measures. The applicant would be expected to contribute pro-rata shares towards TIP projects impacted by 10 or more weekday PM peak hour trips. Mitigation improvements necessary beyond those identified in the TIP to meet the City's adopted level -of -service standard are required to be provided by the applicant to meet concurrency requirements of the Growth Management Act. Complete application submittal after January 1, 2007 1. Street Frontage Improvements 4. Per Federal Way City Code (FWCC) Section 22-1474, the applicant/owner would be expected to construct street improvements consistent with the planned roadway cross -sections as shown in Map III-6 of the FWCP and Capital Improvement Program (CIP) shown as Table III-19. Based on the materials submitted, staff conducted a limited analysis to determine the required street improvements in meeting the FWCC. Based on the analysis and FWCC, the applicant would be expected to construct improvements on the following street to the City's planned roadway cross -sections: • SR-99 is planned as a Type "A" street, consisting of a 90466t street with curb and gutter, six- foot planter strips with street trees, eight -foot sidewalks, and street lights in a 124-foot right-of- way (ROW). Assuming a symmetrical cross section, 12-foot ROW dedication and half -street improvements are required and should be measured from the street centerline. 5. Per FWCC Section 22-1477, the applicant may make a written request to the Public Works Director to modify, defer, or waive the required street improvements. Information about right-of-way modification requests are available through the assigned planner. Such requests have a set review fee. 6. Tapers and transitions beyond the project frontage may be required as deemed necessary for safety purposes, taper rate shall be WS^2/60 or as directed by the Public Works Director. Access and Traffic Circulation 7. Per FWCC 22-1543, Pacific Highway South is access class "1" and in the future, left access may be permitted every 330 feet and left -out access is only permitted at signalized intersections. 8. WAC 468-52-040 limits access on state highways in Federal Way to access spacing of 250 feet with only one access per parcel. Please show all neighboring driveways within 250 feet of the proposed driveway(s). 9. The subject property does not have the 660 feet minimum street frontage to allow a second access driveway onto Pacific Highway South. Therefore, the current proposal will need to meet access management standards and should be modified. PUBLIC WORKS - SOLID WASTE AND RECYCLING DIVISION (Rob Van Orsow, 253-835-2770, robv@cityofed eralw ay.com) Solid Waste & Recycling Design Considerations Solid waste and recycling design considerations include: File 006-105213-00-PC Doc 1D 38621 Mr. Hovland Page 8 November 22, 2006 Adequate space allocation for interior and exterior collection containers. The following exterior trash enclosure parameters will accommodate most solid waste and recycling needs: Clear interior dimensions measuring 10' deep by 18' across, with a single two -door swinging gate spanning across the front of the enclosure. When the gate is opened, no structure or hardware is allowed above grade across the enclosure opening. Gate pins/holes are preferred in positions for closed gates and holding gates open for service access. • User access to interior waste and recycling storage areas/containers, and to exterior containers screened by enclosure(s). • Unobstructed, safe enclosure ingress and egress for service vehicles, directly in line with enclosure openings. Landscaping, setbacks and screening requirements [based on FWCC Section 22-1564 (d) & (e)]. • Note that larger -scale commercial or multi -family developments may see long-term savings from the use of on -site solid waste compaction equipment. This equipment may require larger enclosures, defined overhead clearance, and consideration of power utility access and drainage management. Note: A Washington State Registered architects stamp is required for additions/alterations (new or existing) of 4,000 gross floor area or greater unless specifically listed as an "exempt" structure per the Revised Code of Washington (RCW). Submit n/a copies with King County Health Department approval stamp for all projects that include food service facilities, septic systems or other elements within the project that require health department approval. Energy code compliance worksheets are required to be completed and included with your permit application. A wet stamp and signature is required on all sheets of plans and on the cover page of any calculations submitted. Federal Way reviews plans on a first in first out basis; however, there are some small projects with inconsequential review requirements that may be reviewed out of order. Review Timing The first comment letter can be expected within five to seven weeks of submittal date. Re -check of plans will occur in one to three weeks after re -submittal. Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response, what changes have been made from the original drawings. Plans for all involved departments will be forwarded from Community Development Services. Federal Way has an expedited review process. Information is available at our front counter. Applicants may apply for separate permits at any time prior to commencement of construction. When required, special inspections shall be perfonned by WABO approved agencies or by agencies approved by the building official prior to permit issuance. Construction must be approved by all reviewing departments prior to final building division inspection. All concerned departments (Planning, Public Works, Electrical, Fire) must sign off before the Building Department can final the structure for occupancy. Building final must be approved prior to the issuance of a Certificate of Occupancy. The City of Federal Way does not issue temporary Certificate of Occupancies. All construction projects may be required to have a pre -construction conference. If a pre -con meeting is required, all subs, the general or representative, the architect or representative, the engineer or representative, electrical contractor and any other interested party, should attend this meeting. Meetings will occur at the Building Department and will be scheduled by the inspector of record for the project. Site -Specific Requirements Please note that a code change will take effect on July 1, 2007. The information provided is based on limited plans and information. The comments provided are not intended to be a complete plan review and further comments are possible at time of building permit plan review. LAKEHAVEN UTILITY DISTRICT (Brian Asbury, 253-94I-1516, basbury@lakehaven.org) Water PHASE I - A developer extension agreement will be required to construct new water distribution facilities (e.g., hydrant, fire protection service line, etc.), and/or if required to re -locate any existing facilities, necessary for the proposed first phase of this development. Additional detail and/or design requirements can be obtained from Lakehaven by submitting a separate application to Lakehaven for either a pre -design meeting or a developer extension agreement (application copies enclosed). Lakehaven encourages the owner to apply for either of these processes early in the pre- design/planning phase to avoid delays in overall project development. PHASE II - If additional hydrants or other fire protection system are required or indicated as part of this phase of the development, or if any existing water distribution facilities are required to be relocated, a separate developer extension agreement will be required to construct new water distribution facilities necessary for the proposed development. Additional detail and/or design requirements can be obtained from Lakehaven by submitting a separate application to Lakehaven for either a pre -design meeting or a developer extension agreement. Lakehaven encourages the owner to apply for either of these processes early in the pre-design/planning phase to avoid delays in overall project development. Please contact Lakehaven for further information regarding this issue. A water meter application is required for a separate meter/service for any new connection to the water distribution system, or modification to any existing service connection (e.g., larger service, abandonment of existing service(s), etc.), in accordance with standards defined in Lakehaven's current `Fees and Charges Resolution'. • Owner will be required to complete and submit a Water Use Questionnaire (WUQ, copy enclosed). Information in the WUQ will be used by Lakehaven to determine specific backflow prevention requirements. • The associated developer extension agreement noted above must achieve a point of either Substantial Completion or Acceptance prior to activating any new service connection(s). Sewer PHASE I - If any existing sanitary sewer facilities (copy of facility map and sewer easement enclosed) are required to be relocated due to ROW frontage or onsite improvements, a developer extension agreement will be required. Additional detail and/or design requirements can be obtained from Lakehaven by submitting a separate application to Lakehaven for either a pre -design meeting or a developer extension agreement (application copies enclosed). Lakehaven encourages the owner to apply for either of these processes early in the pre-design/planning phase to avoid delays in overall project development. PHASE II - A separate developer extension agreement will be required to construct new and abandon existing sanitary sewer facilities necessary for the proposed development. Additional detail and/or design requirements can be obtained from Lakehaven by submitting a separate application to Lakehaven for either a pre -design meeting or a developer extension agreement (application copies enclosed). Lakehaven encourages the owner to apply for either of these processes early in the pre- design/planning phase to avoid delays in overall project development. Existing sewer service abandonment/protection will be required for any on -site building demolition. Please contact Lakehaven for further information regarding this issue. A side sewer permit will be required for any new connection to the sanitary sewer system or any modification to the existing side/building sewer, in accordance with standards defined in Lakehaven's current `Fees and Charges Resolution'. Minimum slope for gravity side/building sewers is 2%. In addition to all other side sewer installation standards, installation of a Type 1, 48" monitoring manhole is required on the private building sewer line, for all non-residential connections. Owner will be required to complete and submit a Sewer Use Survey (SUS, copy enclosed). Information in the SUS will be used by Lakehaven to determine specific pretreatment requirements. Residential equivalency for non-residential connections will be estimated based on anticipated water use (1 ERU = 255 gallons per day for water and 220 gallons per day for sewer). Owner will be required to provide a reliable estimate of proposed water consumption (commercial and irrigation) for the property (information from a similar facility may be submitted in lieu of a new estimate). Lakehaven's 2006 Capital Facilities Charges are $3,196/ERU for water and $2,768/ERU for sewer. Utility conflicts should be identified and coordination should occur as early as possible in the planning process. The required fire flow for this project is 3500 — 50 % for sm-inklers = 1750 gallons, per minute. A Certificate of Water Availability shall be provided indicating the fire flow available at the site. When any portion of the facility or building protected is in excess of 400 feet from a water supply on a public street, as measured by an approved route around the exterior of the facility or building, on -site fire hydrants and mains capable of supplying the required fire flow shall be provided. Fire hydrants: 1) Shall be located not more than 300 feet on center. All measurements shall be made as vehicular travel distance. 2) Shall not be located closer than 50 feet to any building. When exposed to vehicular damage, fire hydrants shall be suitable protected. Fire hydrants shall be in service PRIOR to and during the time of construction. Fire Apparatus Access Roads The fire apparatus access road as shown is acceptable. If the gate at the south end of the property is to be secured then it shall meet our gate requirements. The access road on the east and south end of the building shall be designated as fire lane. Fire apparatus access roads shall be provided when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Plans for fire apparatus access roads shall be submitted to the fire department for review and approval prior to construction. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 30 ton fire apparatus and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac or Fire Department approved alternative at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. Fire -Extinguishing Systems An automatic fire sprinkler system is required throughout the building. Plans and specifications for automatic fire -extinguishing systems for the protection of commercial -type cooking equipment shall be submitted to the- fire department for review and approval prior to installation. Three (3) sets of plans and specifications for automatic fire -extinguishing systems, standpipes and their appurtenances shall be submitted to the fire department for review and approval prior to installation. Plans shall be drawn to an indicated scale, on sheets of uniform size, with a plan of each floor, and shall show those items listed in Chapter 14 of NFPA 13 that pertain to the design of the system. A Trip Generation Assessment performed by a Colleague (Geralyn Reinart, PE) at three different collision repair facilities showed an average PM peak hour trip rate of 1.01 per 1,000 sq. ft. was generated. This trip rate is consistent to that of the General Light Industrial use (0.98 per 1,000 sq. ft.). Both the Light Industrial use and the rate identified per the Trip Generation Assessment are shown on Table 1. Based on both the Light Industrial Use and the Trip Generation Assessment we believe that a Collision Repair facility would generate -one peak hour trip per 1,000 square feet. Based on our analysis the proposed Huddleson's Auto Color World project would generate 16 PM peak hour trips. No credit for the existing site development is taken. SITE ACCESS MODIFICATION The City of Federal Way's Guidelines for the Preparation of Transportation Impact Analysis draft identifies access management standards. Section C. "Access Management Standards" (attached in the appendix) identifies a minimum access spacing of 250 ft. on State highways. The proposed site access is off of Pacific Highway South (SR - 99) a State highway. Thus a minimum spacing of 250 ft. is required; or as shown in the table. SR - 99 is likely to have a raised median in the future that would restrict the access to right in/out only. In this scenario the spacing requirement would be 150 feet. A Used Tire Warehouse facility is located on the adjacent lot south of the proposed development. Based on the King County IMap the Used Tire Warehouse provides two accesses off of Pacific Highway South. The proposed Huddleson's Auto Color World proposes \\Eogmer2\c\-Prge hles\2007 012. The proposed site access is located -75 ft. north of the Used Tire Warehouse facility access to the south. Based on City criteria for access management, the proposed site access onto Pacific Hwy. S. would not meet spacing standard criteria of 250 feet. Both the existing Used Tire Warehouse and Huddleson's Auto Color World are low traffic generators. Due to the low volume generated by the two facilities we envision no adverse affect to the operations at the respective site driveways with Pacific Highway South. Thus based on the low volume generated by the Used Tire Warehouse and proposed Huddleson's Auto Color World the existing north access for the Used Tire Warehouse and proposed access for Huddleson's Auto Color World should be allowed. In consideration of potential future re -development of the Used Tire Warehouse the applicant is open to providing a shared access with the facility to the south when it is re -developed. This scenario would eliminate the northern site access to the existing Used Tire Warehouse and provide a shared access at the property line with the proposed Huddleson's Auto Color World facility. SUMMARY AND CONCLUSIONS This letter has identified the trip generation and site access modification for the proposed Huddleson's Auto Color World facility use. The proposed project is calculated to generate around 16 PM peak hour trips. In addition, both the Used Tire Warehouse facility and proposed project are low generating facilities with no adverse affect envisioned to the operations with Pacific Highway South due to the proximity of the driveways. Thus the existing north access of the Used Tire Warehouse and the proposed site access for the Huddleson's Auto Color World should be allowed. The applicant for the Huddleson's Auto Color World is willing to commit to a shared access at the south property line with the adjacent property at such time it is re -developed.
