APPEALS The effective date of this decision is March 9, 2015. Federal Way is currently the 10th largest city in Washington State and the 5th largest in King County, according to the Census Bureau's 2013 population estimate. Federal Way is well established neighborhood. Over the years it became a hub, thanks to its proximity to Seattle and Tacoma. Federal Way plans for a downtown park and Town Center Plaza in the new downtown. H Plaza and H Town located at S 316th St and access road to Wall Mart. It will reflect the vision and initiatives outlined by the City of Federal Way in the city's future Town Center Plaza development. The plan calls for a vibrant community which incorporates mixed use, residential and commercial opportunities within a sustainable development. Located in next block to Federal Way Town Center, this 7 acre property will act as a gateway to the Federal Way Town Center. Promoting a strong urban theme, this urban mixed use development will delineate the components of the development program that call for a high level of design for the built form, and enhanced landscaping along S 316th street and parking lot within the project. This will help to provide an environment that works well for both vehicular and pedestrian circulation. The plan will enhance the public realm including streetscapes, public spaces, including entry plazas and the infrastructure required to ensure safe and vibrant places. In this manner, the proposed commercial phase of the H Plaza will meet the principle of contributing to a diverse and connected community and followed up by H Town project for mixed use residential offerings. Currently, there is a 65,714 SF of formal Top Food building on a 7 acre lot. The initial commercial retail phase will be a lifestyle center and anchored by 23,700 SF of Home and Home (large home center). The existing building is made of CMU blocks and typical big box building. We are enhancing the existing building exterior. We propose to break the mass down by providing multiple storefronts and metal canopies. Each different tenant will have their own presence to the street and create more dynamic look and activity. No addition to the building size or alteration to the building function is proposed. Our goal is to create a pedestrian friendly lifestyle center which will be linked by sidewalks as part of the overall pedestrian network and to provide pedestrian amenities including seating, lighting and signage which will be incorporated to enhance the character of the development and to generate building and streetscape design that results in an urban style lifestyle center and upscale residential tower.
