The parcel is rectangular shaped and is bounded by developed residential properties on the south, west and east sides and by the Puget Sound on the north. Access to the site is via SW 300m Place. The area to be developed is gently sloping with less than 20 feet of elevation change, and slopes gently down from the south to north towards Puget Sound. The proposed residence and detached garage will be situated in the middle portion of the lot. The parcel is rectangular in shape and is approximately 250 feet long and is 120 feet in width and encompasses approximately 0.7 acres. Access to the site will be via an new driveway approach from SW 300th Place. Since the site is located adjacent to Puget Sound infiltration is not required for the project. Instead the site will utilize and existing 18 inch concrete storm line to provide direct discharge into Puget Sound. This Technical Information Report, (TIR) in conjunction with the provided plans, is intended to address the minimum requirements of the King County Stormwater Management Manual (SWMM) as adopted by the City of Federal Way. TIR Section #2: Conditions and Requirements Summary The project includes the construction of a single family residence and detached garage located within a existing lot of record. Because the proposed development will consist of more than 10,000sqft of new impervious surface the project is required to meet the requirements of "Full Drainage Review" under the KCSWDM. TIR Section #3: Offsite Analysis The project will utilize direct discharge to Puget Sound for controlling stormwater runoff. As stated above, the property is bounded by developed residential properties on the BBH.SW300PI.DmR July 13,2009 Page 2 south, west and east sides and by Puget Sound on the north developed residential lots on all four sides. On the site is an 18 inch concrete culvert which conveys off-site flow from SW 300th Place to a man-made pond located approximately 100 feet north of SW 300th Place. The pond is drained by another 18 inch concrete culvert which conveys the flow to Puget Sound discharging through an existing concrete bulkhead and onto the beach. At the time of our site visit the outlet of the culvert was partially buried by beach gravel. A condition that likely fluctuates with tide, storm events and seasons. There were no signs of erosion or undermining of the beach at the storm outfall location. TIR Section #4: Flow Control and Water Quality Facility Analysis and Design As mentioned the site will direct discharge to Puget Sound therefore flow control is not required. A portion of the pond will be filled in and a shallow drainage swale will be created to convey drainage from the south culvert to the north culvert. The drainage swale has been sized to meet or exceed the size of the existing swale that currently drains through the pond. Water quality is addressed by the use of a 12-foot long filter strip along the edge of the driveway prior to entering into the drainage swale and being conveyed into the Sound. No other water quality is warranted for this project. TIR Section #5: Conveyance System Analysis and Design Driveway drainage will be sheet flowed through the site. Roof drainage will be conveyed through the use of typical gutters and downspouts which will be collected by a • perimeter pipe consisting of a either a 4-inch PVC pipe at a minimum slope of 0.02ft/ft or a 6- inch PVC at a minimum slope of 0.010 ft/ft. A 4-inch PVC pipe at a slope of 0.02 ft/ft has a capacity of 0.25cfs while a 6-inch PVC pipe flowing full at that slope has a capacity of 0.56 cfs. Given the amount of impervious area draining through the roof drain tightline either line will have sufficient capacity to convey the flow. TIR Section#6: Special Reports and Studies • A soils report is not required since infiltration is not being proposed. No other reports or studies have been required for this project. TIR Section #7: Other Permits A typical residential building permit will be required, for construction of the residence and detached structures we do not anticipate that any other permits will be required. TIR Section #8: CSWPPP Analysis and Design Typical erosion control measures have been shown on the engineered plan (sheets C1 —C2). The site is currently developed with a residence, detached garage and typical landscaping grasses and shrubs. The existing buildings will be removed and the site will be largely re-landscaped. Given the relative flatness of the lot and the near surface soils chance of erosion from leaving the site is minimal. While we have shown a silt fence along the down slope portions of the clearing limits, it is our opinion that little surface runoff will leave the site uncontrolled and that this will be adequate erosion protection for the site. Surface areas that are cleared are expected to be seeded or landscaped shortly after they have been cleared further minimizing the chance for erosion. In our opinion the plans as prepared are adequate for a project of this nature.
