The building suite contains 3,381 square feet. No external site improvements are proposed. ZONING COMPLIANCE REVIEW FWRC 19.15.025 addresses a change of use at a developed site as follows: "19.1 5.025. Zoning and use review process for new tenants — Change of use at a developed site. The purpose of this section is to review and determine compliance with applicable zoning and development code requirements when a new use is proposed to occupy an existing building or site. When a land use changes.fi•on7 one use category in the zoning charts to another use category, a zoning compliance review shall be performed as part of the use process review, when required, or in conjunction with the required business registration andlor bU7lding pel"inif review. Each paragraph in a zoning chart is a use category. If the new use is in the same use category as any previous legal use of the site, no zoning compliance review is required. " CHANGE OF USE ANALYSIS The applicant proposes interior renovations to a 3,381 square foot suite within a shopping center for a dental clinic office. The previous tenant was a grocery store. No exterior site improvements are proposed. The subject property is located within the City Center Frame (CC-F) comprehensive plan and zoning designation. The property's proposed use of a dental office is a permitted use within the CC-F zoning designation pursuant to FWRC 19.230.010. 1. Parking — Pursuant to FWRC 19.230.010, dental offices shall provide 1 parking stall for each 300 square feet of gross floor area. The office measures 3,381 square feet; therefore, 12 parking stalls are required. The site provides 1,382 parking spaces shared among 15 tenants in the shopping center. The previous tenant, a grocery store, was also required to provide 1 stall per 300 square feet. Based on this analysis, adequate parking is available on site for the proposed change of use. 2. Transportation — Based on the submitted materials, the proposed project is not expected to generate any net new trips. A concurrency permit is not required for this development project because no new trips are generated during the PM peak hour. Based on the submitted materials for no additional square footage, no traffic impact fee is required. 3. Fire Protection — South King Fire & Rescue has no comments on this proposal. Lakehaven Water and Sewer District —Based on the submittal it appears no existing and/or future Lakehaven water/.sewer facilities will be required or affected by the proposed land use action. If any water or sewer utility conflicts are encountered, applicant should promptly contact Lakehaven for additional information. 5. Building Permit— Prior to building construction, the applicant must obtain building permit approval. This Change of Use decision does not grant building permit approval. CONCLUSION & APPROVAL It] summary, the proposed zoning change of use for this developed site is acceptable. This letter is not intended to identify all issues, as any modifications to the site and its buildings may require additional review processes beyond the information provided with this change of use request, including, but not limited to, land use application and building permit reviews. The proposed zoning change of use from a `'grocery store" use to "dental office'" is hereby granted CONDITIONAL APPROVAL and is considered to be in compliance with relevant zoning requirements. CONDITIONS 1. The applicant shall obtain a city business license prior to occupancy. 2. All dental office activities must take place within the building pursuant to FWRC 19.230.010.
